Broward County is a Great District for Great Teachers

McGee in the class.

The Broward County Public Schools (BCPS) has been honored as a Great District for Great Teachers by  the National Council on Teacher Quality (NCTQ).

The Great Districts for Great Teachers initiative recognizes school districts for exceptional success at creating and implementing policies and practices that nurture, value and support great teaching. In order to be named a Great District for Great Teachers, districts have to undergo a thorough evaluation process, which includes analysis of data, policies and programs, as well as teacher surveys, focus groups and district leadership interviews.

BCPS is one of only eight districts nationwide selected for this honor, out of 123 districts that participated.

“Great Districts for Great Teachers is a celebration of great teaching,” said Kate Walsh, President of NCTQ. “We celebrate the hard, often politically challenging efforts by a special group of school districts who have managed to put together policies and practices that make them great places for great teachers to work.”

“We are honored that the National Council on Teacher Quality selected Broward County Public Schools as one its first Great Districts for Great Teachers,” said BCPS Superintendent Robert W. Runcie. “This award recognizes the tremendous work, dedication and accomplishments of our school leaders and teachers.”

The NCTQ is a national nonprofit organization committed to ensuring all children have effective teachers and every teacher has the opportunity to become effective. NCTQ organized the Great Districts for Great Teachers initiative because it believes supporting and aiding great teachers is the best way to shape a better future for all students. Great teachers not only provide an excellent education for their students, they also become inspiring role models and leaders for the entire teaching profession.

“Great teachers transform the lives of their students,” said Arne Duncan, U.S. Secretary of Education 2009-2016. “Great districts understand their most important job is to get great teachers into every single one of their classrooms, and support them in the complex, critically important work they do every day.”

Woman shot dead by husband in Riviera Beach

It was the worst start ever for International Women’s Day. As women across the U.S. bonded together to march in solidarity for A Day Without Women, one Riviera Beach man took it literally by shooting his wife dead.

The dead woman has been identified by Rivera Beach Police as 31-year-old Ashley Balius. Her husband, Dwight Luton, 32, is now behind bars facing a charge of murder.

The incident occurred at Canterbury Drive North around 6:00 Pm, Teusday.

According to police, Luton, 32, shot Balius, 31, once in the head. Balius was found seated in the driver’s seat of a Chevy sport-utility vehicle that was parked in the driveway of the couple’s home.

The cops said Luton was standing beside the vehicle, appearing to provide aid to his injured wife.

Balius was transported to St. Mary’s Medical Center and pronounced dead several hours later.

Luton told police his wife accidentally shot herself while attempting to remove a gun from her purse.

He was questioned and later charged with first-degree murder with a firearm and tampering or destroying evidence. Luton is being held at the Palm Beach County Jail.

Police said they are still investigating what led to the domestic murder.

A first court appearance for Luton is scheduled for Thursday.

Cricket scorers from Antigua & Barbuda expand skills

A dozen cricket scorers from Antigua & Barbuda had the opportunity to increase their skills at the West Indies Cricket Board (WICB) workshop in Barbados which was conducted by noted Barbadian cricket scorer Harold Eastmond.

According to Barbados Nation, throughout the workshop, Eastmond introduced the participants to the linear scoring method and exposed them to a number of different computer scoring solutions.

“The importance of the scorer in the modern game is often overlooked so this was a valuable experience for the scorers that participated,” said Eastmond.

“The WICB wants a uniform style of scoring in the Caribbean with all the territories using the same systems and this workshop will help enable the scorers in Antigua & Barbuda to get exposure to some of the best scoring systems on the market.”

Eastmond added: “The aim is that when the WICB stages any of its competitions in the various territories they have scorers capable of providing accurate statistical information on the happenings in the game in a timely manner for distribution to other stakeholders.”

WICB project officer in the cricket operations department Joset Jacobs, said; scoring, especially at regional matches, is ready for a major upgrade.

She continued, “This will pave the way for more sophisticated and efficient scoring, and transfer of data to our stakeholders, especially the fans and the media, in a smooth and timely manner.”

“Currently, resources can become stretched when we stage matches, particularly during our development tournaments, and this we hope will assist the territories with having a higher number of trained scorers available to them to cover matches.

Participants of the workshop scored the ONEINDIG One-day International between West Indies and England last Sunday as part of their assessment. This is the second workshop of its kind the WICB has staged in as many years.

Barbados Sea bathers urged to stay out of water

Beach-goers in the Caribbean island of Barbados are being warned to stay out of the water as a low pressure system in the north-central Atlantic generates large swells which are propagating southwards into the Lesser Antilles.

A report published by the Barbados Nation revealed that Northerly to north-easterly swells of 3.5 to 4.0m (10 to 13 feet) will start to affect the coastal waters around Barbados, particularly on the west, north and eastern sides of the island tonight as well as for the rest of the week.

Large waves and rip-currents are to be expected mainly along the west, north and east coasts of Barbados which will create unsafe conditions for sea bathers as well as small craft operators.

Injury rules Gabriel out of final ODI

Fast bowler Shannon Gabriel will take no part in Thursday’s third One-Day International against England after sustaining a side strain in the second game in Antigua last Sunday.

The right-armer underwent scans which confirmed the nature of the injury, leading to him being ruled out of contention for the contest at Kensington Oval in Barbados.

West Indies are yet to name a replacement but Barbados seamer Miguel Cummins is expected to come in.

Gabriel has been impressive so far in series, bowling with pace and hostility. He claimed two wickets in the opening ODI at the Vivian Richards Cricket Stadium last Friday which West Indies lost by 45 runs but took just one in the second game before limping off after sending down three overs.

Reemah urges artistes to check their words

Reemah

Check your words. This is the admonition coming from rising Reggae songstress, Reemah, to some entertainers who have no qualms about delving into debauchery and borderline pornography to claim fame and sell records.

This talented native of the island of St Croix has emerged on the entertainment scene with a refreshing stream of uplifting lyrics that augers well for the future of Reggae music, arguably the Caribbean’s most popular art form.

Her performances to date have earned uplifting reviews and Reemah has been described as a captivating artist with a striking command and stage presence. While some artistes tend to take the lazy route and voice cover versions of popular songs or are not talented enough to pen their own lyrics, this Nubian princess is of a different ilk. Her lyrical prowess and unique vocal ability is like a breath of fresh air.

This is all evident in the content of her debut album Check Your Words which was released for public consumption in July 2012 and has been blazing a conscious trail ever since. The 13 track album, is for the most part produced by Catalyst Mitchell, and also features productions by Jalani Horton of Bambu Station and Laurent “Tippy” Alfred.

In March 2016 Check Your Words was re-released by VPAL, with the addition of a new acoustic track titled ‘One Day’.

Reemah’s has thrilled audiences in Washington DC, Hawaii, Puerto Rico, the U.S. Virgin Islands, California, and at venues in South America.

All that work was preparation for her latest release Crowns Up On Your Head which serves as the title track for her upcoming sophomore album.

Miami-Dade cops to target drunk drivers

Drunk drivers

The Miami-Dade Police Special Patrol Bureau will embark on an initiative targeting impaired drivers in that county on Tuesday night into the wee hours of Wednesday morning.

The high visibility enforcement geared at penalizing drunk drivers is part of a transportation grant initiative and will be carried out from 7:00 PM to 3:00 PM.

The area where the cops will saturate will be at NW 67 Avenue between 154 Street and 183 Street.

Detective Robin Pinkard from the Miami-Dade Police Department told Caribbean National Weekly that the drive is geared at keeping drunk motorists on their toes and prevent any mishaps that may result in injury to person or property or at worse the loss of life.

“The cops will be looking for people who are driving and swerving and those who stop at red lights and don’t move when it says green. It is the law that we inform the media whenever we are going to carry out these initiatives,” Pinkard said.

Persons who are found to be driving under the influence will be given a warning and probation after the first offense but can be faced with more stringent penalties if they are found to be habitual offenders. The punishments can range from a suspended license to jail time, Pinkard said.

Don’t kiss and tell

Trinidadian beauty denies Trump tried to kiss her

Former Trinidadian Miss Universe Wendy Fitzwilliam denies that Donald Trump tried to kiss her on the night she won the international pageant in 1998.

Fitzwilliam denied that Trump has tried to smack her on the cheek despite a claim by Britain’s Telegraph newspaper, which published a photograph of the U.S. President with his lips planted squarely on her right cheek.

Trump was the franchise holder for the Miss universe pageant at the time.

The paper made the claim in a November 2016 publication which has now gone viral. The headline stated: ‘No one wants to be kissed by Donald Trump – here’s the proof’

The caption to the photo was: ‘Back in 1998, Miss Universe Wendy Fitzwilliam didn’t look impressed  by Trump’s attempt at a jubilation kiss either’

It was the ninth of ten photos published to support the headline.

“He was just congratulating me. He said I am beautiful and smart and I’ll have a good year. At that time (pre-Apprentice and the insane celebrity that came with it), he was kind and excited by Miss Universe, like a true fan of the pageant. He liked me. He was always very respectful of me. It probably helped that his close buddies Russell Simmons and Sean Puffy Combs liked me a lot then too,” Fitzwilliam told the Trinidad Express.

” It was very loud during my coronation and chaotic, so he just came in close to speak to me and the media got lots of those shots,” she added.

Tuition Fees Will Not Increase at UWI come September

UWI tuition

Tertiary education fees for students attending the University of the West Indies (UWI) will see no further increase this year.

The freeze on tuition fees was revealed yesterday at ba press conference hosted by UWI officials at the Mona Campus in Kingston, Jamaica.

UWI’s Vice Chancellor, Sir Hilary Beckles, explained that the administration does not intend to approach the university’s council, which governs operation at the institution, for an adjustment in the fees. He stated that the UWI continues to engage in activities to boost its revenues and ensure the university’s financial availability, according to a report in the Jamaica Gleaner.

Tuition fees at UWI went up by six percent this academic year. As a result, most students paid J$275,763 (US$2,500) for the 2016-2017 academic year. In the previous school year they paid J$259, 901 (US$2,400)- the same for the 2014-2015 academic year.

Proposed bill to replace Obamacare must be opposed

The threat to repeal the Affordable Care Act (Obamacare)  since Republicans took over the White House, the US House and Senate, ratcheted up on Monday when Republicans in the US House released a proposed bill titled, the American Health Care Act.

At first perusal, the bill seem a revision of the Affordable Care Act, but on closer look the Republican bill guts crucial provision of the existing healthcare law.

Obviously, in an attempt to strike a compromise with Democrats opposed to repealing Obamacare, and appease millions of Americans protesting any pending repeal, the proposed bill maintains popular Obamacare provisions.

These provisions include continuing to provide health insurance to young adults up to age-26 on their parent’s plan. It also would continue offering insurance coverage to people with pre-existing medical conditions.

However, the bill would seek to deny Medical Expansion, a very important provision of Obamacare, to millions of low-income Americans as of 2020. This would appease Republican governors like Florida’s Rick Scott who has stubbornly refused expanding Medicaid to low-income Floridians despite the provisions under the ACA, that would provide the state with millions of federal dollars.

Under the proposed Republican bill, when Medicaid is frozen in 2020, the federal government would replace it with state grants to supplement state’s healthcare and private insurance programs. Low-income residents would receive refundable tax-credits to purchase health insurance market. This is a futile proposal which would remove health coverage from millions. Refundable tax credits to people earning low income could hardly purchase any significant health coverage.

The core of Obamacare is to offer health insurance to people who cannot afford the coverage. The opposition must be strong and relentless to ensure Medicaid Expansion is retained long-term in any new federal healthcare law.

Four Republican Senators are to be commended for indicating their opposition to the House proposal to phase out Medicaid Expansion. Senators Rob Portman of Ohio, Shelly Moore Capito of West Virginia, Cory Gardener of Colorado and Lisa Murkowski of Alaska informed Majority Senate Leader Mitch McConnell they are concerned “any  poorly timed change in the current funding structure in Medicaid could result in a reduction in access to life-saving health care services.”  That’s an appropriate summary why the proposed bill must be vehemently opposed, and sends a message to Florida’s representatives in the House and Senate.

It’s estimated over 12 million Americans, including children, have benefitted from expansion to Medicaid under Obamacare. It would be immoral, and an atrocity, to see the majority of these Americans lose health coverage.

While the bill proposes ending Medicaid Expansion, it also proposes to cap tax credits currently provided under Obamacare. The Republicans argue wealthy Americans should not qualify for the tax credit, so instead of being tagged to income the credit would be tagged to age. Under the proposals older Americans would receive tax credits ranging from $2,000 to $4,000 to help them pay for health coverage. Tax credits would be phased out for individuals who make over $75,000 annually, and households with incomes over $150,000.

However, with health insurance to be sold on an open market rather than through the controlled federal marketplace several people who were able to purchase insurance, especially the higher-end health coverage. with the assistance of tax-credits would be hard pressed to purchase insurance.

The new proposal also includes a plan to defund Planned Parenthood for a year. This is another essential program benefitting not only women, but low-income women, who cannot afford care like critical cancer screenings and pre-natal care, available at low cost or free at Planned Parenthood clinics. One year without funding could force several of these clinics to close.

Among other provisions the proposed bill would remove the mandate for every American to have health insurance.

One wonders if the proposed Republican bill is a serious attempt, or a means of testing the reaction to the changes proposed. Some provisions are already displeasing to conservative and moderate Republicans. Despite the attempts to preserve two key provisions of Obamacare, this proposal must be totally opposed by all Congressional Democrats.

President Trump signs new travel ban

A month after federal judges block President Trump’s executive order to ban residents from seven African and Middle Easter countries- Trump signed a new executive order Monday, presenting a new travel ban with not many changes made.

Trump’s new travel ban will take effect March 16, exempting citizens from Syria, Iran, Libya, Somalia, Sudan and Yemen from obtaining visas for at least 90 days and suspending refugees from entering the United States for 120 days.

Trump’s newly drafted ban dropped Iraq from the original list of countries from January’s executive order.

The executive order states the United States allied Iraqi government had undertaken steps to enhance travel documentation, information sharing, and the allowed the return of Iraqi nationals that were turned away at airports.

According to CNN, Secretary of State Rex Tillerson said Iraq’s removal from the list came after an intense review from the State Department to improve vetting from Iraqi citizens in collaboration with the Iraqi government.

The original ban came under intense criticism for banning countries that have a large Muslim population, earning its label as the “Muslim ban”.

This new order states it will not prioritize religious minorities when considering refugee admission cases.

But many are voicing their opinions on social media, calling the new travel ban a repeat of the previous order.

“Here we go again…Muslim Ban 2.0 #NoBanNowall,” tweeted by Indiana Democratic Representative Andre Carson.

During the signing of the new executive order, no media was present but White House spokesman Sean Spicer tweeted a picture of President Trump signing the new order.

“This order is part of our ongoing efforts to eliminate vulnerabilities that radical Islamist terrorists can and will exploit for destructive ends,” said Tillerson.

Bahamian Government orders evacuation as Landfill continues to burn

An immediate evacuation has been ordered after a massive fire broke out at the city dump in the Capital of the Bahamas, Nassau, in the island of New Providence yesterday and continues to burn.

Residents living in the affected area have been advised to take all necessary precautions to ensure their safety. The Bahamian Government issued a statement saying that the National Emergency Management Agency, NEMA has activated its Emergency Plan, and all available resources have been mobilized.

“The number one priority is to ensure that everyone is safe. I am confident that the Emergency Services are doing whatever is required to make certain that no one comes to harm. We have already made every resource available to limit the damage to property, and to minimize environmental hard” said Prime Minister Perry Christie.

Unofficial reports reveal that the numbers of fires started because of the high winds in New Providence,  at least one of those fired blew across the boundary and ignited the public landfill.

Eastern Caribbean warned to prepare for major hurricanes

Hurricane Erica

The effects of climate change is expected to cause severe weather conditions and possible create more powerful hurricanes for  Organization of Eastern Caribbean (OECS) member states this year.

The OECS member states  have been urged to prepare for more extreme weather conditions and natural disasters as a result of climate change.

St. Lucia’s chief sustainable development officer, Crispin d’Auvergne, issued the warning during his contribution to a panel discussion at an OECS climate change forum in Dominica, on the weekend.

According to d’Auvergne, a 2008 environmental study showed that while St Lucia sees an average of one to two Category 4 or Category 5 hurricanes per year, it is likely to increase to four or five hurricanes of that magnitude each year.

Citing another study, he said rainfall in the Caribbean is expected to increase by 25 to 50 percent in the next five decades. These extreme weather patterns will become “the new normal”, he said, adding that because the frequency and intensity of extreme weather conditions is likely to increase, the Caribbean should plan accordingly, preparing for more severe natural disasters like droughts, hurricanes and floods.

After Dominica was devastated by Tropical Storm Erica in August 2015, the Minister for Health and Environment, Dr. Kenneth Darroux, said Dominica had never seen a disaster of such proportions in terms of damage to infrastructure and the loss of life. Infrastructural damage was estimated at $1.4 billion. Minister Darroux said the storm caused the government to revisit its land use, policies, and regulations.

Lake Worth poised to save big off solar project

Jamaica’s Education Ministry to launch pilot solar energy project in schools

The city of Lake Worth in Palm Beach County is set to save big off a solar energy project which is soon to come on stream.

The project is the culmination of the transformation of a five-acre portion of a 63 acre landfill into a high capacity solar energy field. The solar plant is expected to generate two megawatts of energy and is the first phase of the city’s long term investment in solar power. The plant is forecast to significantly decrease the city’s power bill and position Lake Worth as the leader in renewable energy in the state of Florida.

The plant boasts some 6,490 solar panels and will generate about two percent of the load on the city’s energy grid. The energy generated will decrease carbon emissions by more than 4 million pounds and provide power for more than 230 homes per year.

The solar plant is part of Lake Worth’s drive into green technology. The city has already replaced outdated city lights with 4,000 high efficiency LED light bulbs, retrofitted state buildings with motion sensors for overhead lighting; automatic flushing and low-flow water devices for restrooms, revamped the city’s air-conditioning units and updated automatic metering for electric and water metering.

Opposition leader warns of street protests in Guyana

The opposition People’s Progressive Party (PPP) is warning that it will stage street protests if President David Granger goes ahead and unilaterally appoints a Chairman of the Guyana Elections Commission (GECOM) to replace the retiring Dr. Steve Surujbally, who has served in the position for more than a decade.

Opposition Leader and PPP general secretary, Bharat Jagdeo told party supporters on Sunday that the country’s Constitution does not provide for Granger to make the appointment without consultation from the opposition.

We will not take that sitting down. We will have to hit the streets running,” he said at a ceremony marking the 20th anniversary of the death of the PPP’s founder leader and former president, Cheddi Jagan.

Jagdeo said that it is the chairman, who holds a “delicate balance” between the three government and three opposition GEOCOM commissioners.

President Granger and Jagdeo are at loggerheads over the appointment and the PPP has already said it would challenge any unilateral appointment of a GECOM Chairman in the Court.

Granger has already rejected the six nominees put forward by the Opposition Leader.

Woman is mastermind behind Jamaican extortion racket

Police in Jamaica have arrested a woman who is reportedly the mastermind behind a massive extortion racket that spread across seven parishes in that Caribbean nation.

The woman was arrested on Sunday, just days after two men had been nabbed in connection with an extortion letter that had been sent to several businesses in seven Jamaican parishes demanding exorbitant payment for protection. The men were collared in the central Jamaican town of Mandeville and 15 of the letters seized, police reported.

A third man, Biko March, has been named as a persons of interest in the probe and has been urged by Police to turn himself in.

The criminals threatened to kill business owners, their families and staff members if they did not comply with the extortion demands. Demands were made of large businesses to cough up J$100,000 monthly, while smaller businesses were ordered to fork out J$80,000 monthly in order to continue doing business without hassle.

“If this is a Company Branch/Franchise and the branch that receives this letter is non-compliant then the managers and workers will be harmed randomly one by one. If this is a shop where multiple people conduct business in then each person will compile what is supposed to be paid and hand it over or individuals who operate business here will be killed and your business demolished. One person will be contacted to hand over the money,” the letter stated.

“Please note carefully; whenever you are contacted by phone, nothing but excellent communication is required, do not cut off the phone or stay on the line and say nothing or you will be killed and your business demolished. Zero tolerance will be taken towards late payment and avoiding payments resulting in whatever action/actions that is deemed fit to teach you the importance of compliance and punctuality,” the letter also stated.

The extortionists also threatened to kill operators and their staff if they contacted the police and promised gruesome deaths to the relatives of non-compliant business owners.  In addition the hoodlums promised maximum security to the business operators who complied with their demands.

The extortionists also advised business operators that the only way to avoid payment was to close their businesses.

“Do not complain about business being slow and you are not making enough money to pay your dues, if business is slow simply close it down and get out because if you continue to exist without paying your dues you will be at harmful risk,” the letter stated.

The police have urged business operators to stand their ground and refuse to give in to the demands of the criminals as they widen their investigation into the matter.

FBI rubbishes Trump’s wiretap accusation

On Saturday morning, during one of his frequent weekend visit to his Palm Beach County estate, Mar-a-Lago, President Donald Trump confounded the country again with a flurry of tweets.

Within five minutes Trump sent out five tweets accusing his predecessor, President Barack Obama of orchestrating the wire-tapping of the phones at Trump Tower during last year’s presidential campaign. Trump Tower in Manhattan, New York, is the location of Trump’s personal residence,   the site of his main campaign office during the elections, and his transitional office following his presidential victory last November.

Trump’s accusations were found extremely consternating because no president has the right to order wiretapping of the phone, or any other electronic surveillance, of any private American resident, including presidential candidates.

A law, passed by Congress in 1978, created the Foreign Intelligence Surveillance Act (FISA). Under this Act, the Foreign Intelligence Surveillance Court (FISC), entertains applications made by agencies with the United States Government for approval of electronic surveillance, physical search, and certain other forms of investigative actions of private residents and entities for foreign intelligence purposes.

Subsequent to Trump’s surprising tweets, several people, including JamesTapper, former Director of National Intelligence; James Comey, Director of the FBI, and Kevin Lewis, a spokesman for President Obama denied any application was made to the FISC for the surveillance or tapping of phones in Trump Tower.

Some reports are suggesting that the FBI could on its own accord have had a warrant approved by FISC to conduct electronic surveillance into alleged relations between of members of the Trump campaign and the Russian government. However, since Saturday, FBI director Comey has denied the FBI conducted any such surveillance. Comey has requested the US Department of Justice to issue a statement refuting Trumps’s allegations of President Obama authorizing any wire-tapping of Trump’s campaign offices.

Hours after Trump made his allegations, President Obama’s spokesman, Lewis, said via a statement, “A cardinal rule of the Obama Administration was that no White House official ever interfered with any independent investigation led by the Department of Justice.”

South Florida’s Marco Rubio, US Republican senator, appearing on a Sunday morning talk show said he had no knowledge what Trump was referring to in making the wire-tapping allegations, and urged the White House to explain this.

Several Trump administration representatives also appeared on Sunday talk shows, but were unable to explain Trump’s allegations. In fact, White House press secretary Sean Spicer issued a statement that Trump is requesting Congress to investigate if the Obama administration had ordered surveillance of Trump’s campaign office.

This is not the first time, Trump has accused Obama of interfering in this administration. In a recent interview, Trump accused Obama of being responsible for leaks to the media from within the White House. He also accused Obama of responsibility for orchestrating protest rallies against the administration, and particularly protests at town-hall meetings held by Republican congressional representatives and senators.

Some commentators regard Trump’s turn against the former president as contrary to his praise of Obama for his advice and cooperation during the transition period after Trump was elected.
