CXC extends Jamaica’s exam schedule as schools recover from Hurricane Melissa

The Caribbean Examinations Council (CXC) has agreed to extend Jamaica’s exam schedule as the country continues to recover from the impact of Hurricane Melissa. The update came from Senator Dr. Dana Morris Dixon, Minister of Education, Skills, Youth and Information, during a November 21 sitting of the Senate.

Responding to questions following a statement on the storm’s impact and the ministry’s response, Morris Dixon noted that discussions are ongoing regarding several national and regional exams, including the Primary Exit Profile (PEP). While no final decision has been made, she confirmed that extensions are likely. “In terms of PEP, we’re looking at extending dates for PEP. We haven’t made a final PEP decision… but we will have to extend dates,” she said. “CXC has already agreed to extend Jamaica’s exam schedule. We will have a longer time period, and our exams will be delayed compared to the other territories.”

The minister also signaled that an update on reduced CXC fees is forthcoming, noting that negotiations are close to completion. “We have been negotiating a lower fee for our students. By next week, you’ll hear more about what the final amount will be,” she told the Senate.

Morris Dixon said targeted strategies are being implemented for students preparing for external exams, given the scale of disruption caused by the storm. More than 600 educational institutions sustained damage when the Category Five hurricane made landfall on October 28.

The ministry is currently in discussions with CXC on possible relief measures, including revised deadlines, adjustments to School-Based Assessments, and flexibility in syllabus coverage. “We are looking into how we can change those deadlines, and there’s a lot built in. We are also looking into flexibility in the syllabus coverage as well as cost implications. Also, we provide options for students to reduce their number of exams based on their circumstances,” she said.

Morris Dixon confirmed that the November session of the National Vocational Qualification of Jamaica (NVQ-J) has been postponed, with a tentative rescheduling set for February 2026 and an option for June 2026 to ensure adequate preparation time. She added that City & Guilds has proposed a two-cohort model for 2026, with sittings in June and November, to increase flexibility for schools in the hardest-hit areas.

“We work with our primary partners to ease the burden of our children as much as possible,” the minister said.

The 11-acre project marks Kempinski’s first venture in Turks and Caicos. The Trinidad and Tobago Government is distancing itself from the United States’ decision to revoke the visa of Gary Aboud, corporate secretary of the NGO Fishermen and Friends of the Sea (FFOS). Aboud confirmed he was informed by the U.S. Embassy in Port of Spain that his B1/B2 visa had been “prudentially revoked.”

“This email is considered official notification of that revocation,” the Embassy email stated, explaining that the action was “based on the fact” that new information suggested Aboud may be “inadmissible” to the United States.

Aboud, who has recently criticised the increased U.S. naval presence near Venezuela, said FFOS has spent 28 years advocating for equity, justice, sustainable development, and protection for vulnerable coastal communities. He argued that the visa action reflects a broader attempt to muzzle civil society.

“Today, however, we face an alarming reality: NGOs are being silenced,” he said, adding that independent civil organisations are essential for transparency and oversight. FFOS also stated it supports the prime minister in a lawful fight against drug and arms trafficking but “will never condone unlawful killings.”

Prime Minister Kamla Persad-Bissessar swiftly rejected Aboud’s claims and any suggestion that her administration had a role in the U.S. action. In a statement on X, she said visa and immigration decisions fall “solely within the jurisdiction” of the United States and must be addressed with U.S. authorities.

She also pushed back against Aboud’s allegation that NGOs are being targeted. “Contrary to Mr Aboud’s assertions, non-governmental organisations are not being silenced. Such an inflammatory allegation is reckless, misleading and risks causing unnecessary fear,” she said. Persad-Bissessar stressed her government’s commitment to freedom of speech, noting that even political opponents are free to speak without interference.

The prime minister argued that the real threats facing Trinidad and Tobago are criminal networks driving guns, drugs, and human trafficking across the region. CARICOM Development Fund approves US$500,000 in emergency relief for Jamaica

The CARICOM Development Fund (CDF) has approved US$500,000 in emergency relief financing to assist Jamaica’s recovery from the severe impacts of Hurricane Melissa.

The decision, made by the CDF Board of Directors on 19 November 2025, was issued through the organisation’s Emergency Disaster Assistance Facility (EDAF).

This new allocation comes in addition to an earlier US$300,000 grant provided to the Caribbean Disaster Emergency Management Agency’s (CDEMA) Regional Response Mechanism. That earlier funding has supported the deployment of members of the Rapid Needs Assessment Team (RNAT) to Jamaica in the days following the storm.

Hurricane Melissa, a late-season system, caused significant socio-economic disruption across the island. Torrential rainfall, high winds, and widespread flooding damaged public infrastructure, homes, utilities, and community facilities. Several parishes experienced major setbacks to road networks and essential services, limiting mobility and affecting livelihoods. The buildup of debris and environmental hazards has also slowed recovery efforts and raised public health concerns.

Under the approved intervention, the CDF’s US$500,000 contribution will support early recovery efforts, with a particular focus on safely managing and removing the large quantities of debris generated by the storm. The goal is to restore access to essential services, minimise environmental and health risks, and help jump-start economic recovery in the hardest-hit and underserved communities. The initiative will be carried out in partnership with the UNDP Multi-Country Office in Jamaica.

CDF Chief Executive Officer Rodinald Soomer said the Fund remains committed to standing with Jamaica during this period of hardship. “The CARICOM Development Fund stands resolutely with Jamaica in this time of need. Our commitment to supporting Member States during periods of crisis remains unwavering, and this relief package reflects our belief in regional solidarity and shared responsibility. By providing this emergency support, we aim not just to help rebuild what was lost, but to strengthen resilience so that communities emerge stronger and better prepared for future shocks,” he said.

CARICOM deploys Election Observation Mission to St. Vincent and the Grenadines

The Caribbean Community (CARICOM) has deployed a ten-member Election Observation Mission to monitor the general elections in St. Vincent and the Grenadines, set for 27 November 2025. The team arrived following a formal invitation from the Vincentian government, issued on 2 October.

The observers will be in the country from 20–29 November and include senior electoral officials from seven CARICOM member states, supported by three staff members from the CARICOM Secretariat. The mission is led by Chief of Mission Sase R. Gunraj, a Commissioner of the Guyana Elections Commission.

Other members of the observation team are Clovis St. Romain of the Antigua and Barbuda Electoral Commission; Barbados House Speaker Arthur Eugene Holder; Dominica’s Chief Elections Officer Anthea Joseph; Grenada Parliamentary Elections Office systems administrator Karina Nicola Thomas; Dorinnie Irma of Suriname’s Independent Electoral Council; and Gillian Macintyre of Trinidad and Tobago’s Elections and Boundaries Commission.

Secretariat staff supporting the mission include Programme Manager for Community Relations Shae-Alicia Lewis, Project Officer for Foreign and Community Relations Irvin Brown, and Senior Secretary Serojnie Seetaram. The Core Group — comprising the Chief of Mission and Secretariat staff — arrived on 20 November, with the remaining observers expected by 23 November.
