Legendary Jamaican musician Stephen “Cat” Coore, co-founder and longtime musical director of reggae fusion pioneers Third World, has died suddenly at the age of 69, his family confirmed on Monday. The news has sent waves of grief through the global music community and among fans who long celebrated his contributions to reggae and Caribbean culture.

Born on April 6, 1956, Coore was one of Jamaica’s most respected and influential musicians, known for his mastery of both guitar and cello and for bringing an extraordinary range of musical influences into reggae. Over more than five decades he helped craft Third World’s genre-blending sound — mixing reggae with soul, funk, pop, rock, R&B, jazz, and even classical elements — helping Jamaican music cross cultural and geographic borders.

Coore’s musical journey began early: by age 13 he was already a professional musician and later joined the popular Jamaican band Inner Circle before co-founding Third World in 1973 with keyboardist Michael “Ibo” Cooper and friends Colin Leslie, Milton “Prilly” Hamilton and Richard Daley. Their debut album was released by Island Recordsin 1976, and they went on to international success with enduring classics such as Now That We’ve Found Love, 96 Degrees in the Shade and Try Jah Love.

Across a career spanning half a century, Third World became one of Jamaica’s longest-running and most successful bands, earning nine Grammy nominations and a reputation as one of reggae’s most influential crossover acts.

Coore’s individual honors reflect his broad cultural impact. In 2005 he was awarded Jamaica’s Order of Distinction (OD) for his outstanding contribution to music and culture, and he received international accolades including the Caribbean-American Heritage Luminary Award in Washington, D.C. He also held honorary keys to several U.S. cities and lifetime achievement awards from major Caribbean music festivals and industry groups.

Offstage, Coore worked as a musical ambassador and philanthropist. He served as a goodwill ambassador for organisations including the Issa Trust Foundation — helping raise funds for health centres in Jamaica — and supported environmental causes through partnerships with local foundations.

Music industry figures, fellow artists and fans have shared condolences worldwide, praising Coore’s musicianship, mentorship and the way his work helped bring Jamaican culture to the world stage.

Third World was scheduled to perform in Hollywood, Florida, next month alongside Burning Spear and other reggae acts.

Coore is survived by his wife, children, grandchildren, extended family and bandmates. Plans for tributes and memorials are expected to be announced by Third World and his family.

Trinidad promoter sues Vybz Kartel for TT$7.3m over cancelled music festival

Vybz Kartel Returns to the U.S. for the First Time in 20 Years

Trinidad-based event promoter Jacho Entertainment Limited has filed a civil lawsuit against Jamaican dancehall star Vybz Kartel over the abrupt cancellation of the One Caribbean Music Festival, which was scheduled for May 31, 2025.

The matter was filed on Tuesday in the High Court of Justice and alleges breach of contract, unjust enrichment, and defamation, among other claims. Jacho Entertainment is seeking damages in excess of TT$7.3 million (approximately US $1.07 million), along with the recovery of US$1.1 million already paid to the artist under a performance agreement.

According to court filings, Jacho Entertainment entered into a written contract with Palmer on November 22, 2024, under which he agreed to headline the festival for a fee of US$1.35 million, payable in four instalments. The event was originally scheduled for February 28, 2025, but was later postponed to May 31, reportedly with the knowledge and involvement of the artist’s management team.

The promoter claims that by May 29, approximately 81 per cent of the agreed fee had been paid, leaving a balance of US$250,000. Court documents state that the outstanding amount was to be settled upon the artist’s arrival in Trinidad and Tobago, and that while temporary foreign exchange constraints affected timing, the funds were available on the day of the event.

The lawsuit alleges that Palmer failed to board his scheduled flight to Trinidad on May 30, and that his representatives subsequently demanded full payment before arrival — a condition Jacho Entertainment says was not required under the contract. On the day of the festival, the artist announced the cancellation publicly via media interviews and social media, without issuing the formal written notice stipulated in the agreement.

Jacho Entertainment said the last-minute cancellation caused significant disruption, as patrons had already entered the venue or travelled from across Trinidad and Tobago and the wider Caribbean. The company said it was forced to halt the event, issue emergency announcements and implement crowd-control measures to ensure public safety.

The promoter claims it assumed responsibility for refunds, logistics and public communication in the aftermath, absorbing substantial costs related to venue hire, staffing, security and technical production. Thousands of ticket holders were reportedly affected, and Jacho Entertainment says it suffered reputational damage as public narratives emerged assigning blame for the failed event.

In its filing, the company further alleges that statements made by Palmer on social media following the cancellation falsely portrayed the promoter as having failed to meet payment obligations, exposing the company to public ridicule and damaging relationships with sponsors and industry partners.

The lawsuit also states that Jacho Entertainment attempted to resolve the dispute through correspondence and proposed alternative arrangements, including mediation and future engagements, but received no substantive response. Legal action was pursued after months of unsuccessful settlement efforts.

Jacho Entertainment is seeking the return of all monies paid, special and general damages, an injunction restraining further alleged defamatory statements, as well as interest and legal costs. The company is being represented by Quantum Legal, with attorney-at-law CJ Williams leading the legal team.

No defence has yet been filed.

In June 2025, Jacho Entertainment head Odane Anderson told Guardian Media that the fallout from the failed concert left him under severe financial pressure, claiming he borrowed heavily to finance the show and was struggling to repay investors and service providers.

“Kartel said the fans get robbed, his supporters get robbed. I get robbed too,” Anderson said at the time, adding that he feared for his safety due to unpaid debts.

Kartel responds

Vybz Kartel addressed the matter briefly on Sunday via Instagram, maintaining that the promoter failed to meet contractual payment terms.

“I am aware of public comments regarding the cancellation of the Trinidad performance,” the entertainer wrote. “My position is simple and unchanged: the performance agreement required payment of the full agreed fee in advance. That payment was not completed. As the matter is now before the appropriate legal forum, I will not be commenting.”

Jamaican dancehall artist Chronic Law remains in ICE custody in South Florida

Jamaican dancehall artist Chronic Law remains in the custody of U.S. Immigration and Customs Enforcement (ICE), according to official detention records.

The artiste, whose given name is Ackeme Jermane Campbell, was listed on ICE’s online detainee locator last week, bringing his detention to public attention. The records show that Campbell, a Jamaican national, is currently being held in Florida.

ICE lists his current location as the Florida Soft Side South detention facility, located at 54575 Tamiami Trail East in Ochopee, Florida. The facility is part of the South Florida Detention Facility complex, often referred to as “Alligator Alcatraz,” which operates at the Dade-Collier Training and Transition Airport inside the Big Cypress National Preserve. It is the first federally funded, state-run facility used to house federal immigration detainees.

At this time, the reason for Chronic Law’s detention has not been disclosed. No charges or immigration violations have been publicly detailed by U.S. authorities, and the artist’s management team or representatives have not issued an official statement.

Chronic Law had been arrested in November 2025 for reckless driving. His charges and mugshot were published by the Georgia Gazette.

Chronic Law is one of Jamaica’s most popular contemporary dancehall acts, known for a string of hit songs and a strong following both locally and internationally. His continued detention has sparked concern among fans, with questions mounting about his immigration status and next steps.

ICE has not provided additional information on the case, and it remains unclear how long the artist is expected to remain in custody or whether removal proceedings have been initiated.

Guyanese agronomist Muhammad Ibrahim has officially assumed office as the new Director General of the Inter-American Institute for Cooperation on Agriculture (IICA), pledging to serve all regions of the Americas and advance more competitive, efficient and science-based agrifood systems.

Ibrahim took office during a formal ceremony attended by ministers and senior officials from more than 30 countries. Seated on the main platform were Mary Munive Angermüller, Vice-President of Costa Rica; Arnoldo Tinoco and Alejandro Solano, Costa Rica’s Minister and Deputy Minister of Foreign Affairs; Zulfikar Mustapha, Guyana’s Minister of Agriculture; and Cleber Soares, Brazil’s Deputy Minister of Agriculture and Livestock. Outgoing Director General Manuel Otero formally handed over leadership of the institution to Ibrahim.

Officials from the United States, including representatives of the State Department and the Secretariat of Agriculture, as well as delegates from Argentina, also attended the ceremony.

Ibrahim brings extensive experience in agricultural development, international cooperation and public policy, having held senior leadership roles in academic institutions and international organisations. He is widely regarded as an authority on sustainable agriculture and rural development.

IICA operates in 34 countries across the Americas and plays a central role in supporting governments in the design and implementation of public policies aimed at strengthening agricultural productivity, sustainability and resilience.

Cleber Soares, representing Brazil’s Minister of Agriculture and current Chair of IICA’s highest governing body, the Inter-American Board of Agriculture (IABA), Carlos Fávaro, administered the oath of office to Ibrahim.

“I accept this tremendous responsibility with gratitude, humility and a profound sense of purpose,” Ibrahim said. “I am going to be a Director General for all the Americas, recognizing that we need differentiated strategies for each region of the hemisphere.”

He pledged to further elevate the institute’s standards, strengthen cooperation with member countries and close gaps to ensure more sustainable agrifood systems. Ibrahim also committed to fostering collaboration and partnerships grounded in transparency, financial prudence and accountability, while acknowledging the work of his predecessor, Manuel Otero, whose tenure helped position IICA as a leading institution in agricultural and rural development support.

President Ali says Guyana’s tourism boom is already underway

Guyana is rapidly positioning itself as one of the Caribbean and South America’s leading tourism destinations, President Dr. Mohamed Irfaan Ali said Saturday night as he delivered the feature address at the opening of the Plaza Court Hotel on Main Street in Georgetown.

Addressing invited guests, investors and stakeholders, President Ali said the country’s tourism growth is no longer a future ambition but an active reality, driven by deliberate investments in infrastructure, safety and human capital. He pointed to the increasing number of hotel developments as clear evidence that Guyana is ready to compete in the global tourism market.

“Guyana is not waiting for a tourism boom. The boom has already begun,” President Ali said. “We are not speculators anymore. We are coming for the market, and we are coming to be successful.”

He stressed that while private investments are expanding across the sector, all hotels and tourism operators must work together under a single national identity.

“You are not selling separate brands. You are selling one product, one brand — Product Guyana,” the president said, adding that success requires collaboration, shared standards and shared accountability.

President Ali outlined safety, service and experience as the three core pillars underpinning Guyana’s tourism strategy. On safety, he highlighted strengthened security infrastructure along Main Street, Lamaha Street, the Stabroek Market area, Kingston and sections of the seawall, supported by continued investments in modern surveillance and response technology.

To improve service quality, he announced ongoing work toward establishing a world-class Hospitality Institute aimed at upgrading skills across the sector and ensuring Guyanese workers meet international standards.

On visitor experience, the president pointed to improvements in airport processing, public spaces, historic corridors and connectivity to entertainment and recreational areas, all designed to deliver a seamless tourism product.

“Tourism does not happen in brochures. It happens on runways, in ports, in hotels, and in communities that are accessible, prepared and proud,” he said.

President Ali also revealed growing interest from international organisations seeking to host conferences and major events in Guyana, noting recent engagements with several groups planning to bring large delegations to the country this year.

He credited the private sector for its confidence and investment, while reaffirming the government’s commitment to creating an enabling environment that allows businesses to grow, create jobs and improve wages.

“We want our private sector to be successful, profitable and expanding,” he said. “That success must translate into opportunities, growth and better wages for our people.”

Trinidad and Tobago to end legal proceedings linked to CL Financial collapse

The Trinidad and Tobago government has announced it will bring an end to the long-running civil matters tied to the collapse of the CL Financial Group, citing billions of dollars spent on legal fees with little accountability to show for it.

Attorney General John Jeremie, speaking in Parliament on Friday, said the Kamla Persad-Bissessar administration had decided to halt the decades-old civil proceedings after determining that public resources were being drained by what he described as a prolonged and ineffective legal process. Jeremie laid the Sir Anthony Colman report into the failure of CL Financial in Parliament during his presentation.

Jeremie told legislators he had been tasked with deciding whether to continue the investigation and concluded that it had devolved into a “legal feeding frenzy,” consuming billions of dollars in attorney fees without meaningful progress.

“As guardian of the public interest, and having consulted with the Honourable Prime Minister, I have to say that we are not able to continue to spend hard resources, government resources,” Jeremie said.

He stressed that while criminal proceedings fall under the remit of the Director of Public Prosecutions, and regulatory matters involving the Central Bank are the responsibility of the finance minister, he has the authority to end civil proceedings. Jeremie said the government intends to exit those cases in a cost-effective manner, even if that requires paying reasonable costs to do so.

The attorney general described the collapse of Colonial Life Insurance Company (CLICO), a subsidiary of CL Financial, as stemming from “unconscionable action” by past administrations. CLICO collapsed in 2009, prompting a government bailout of CL Financial on January 30 of that year after a severe liquidity crisis linked to excessive related-party transactions, high-risk investments and falling asset prices.

The Central Bank of Trinidad and Tobago took control of CLICO following the collapse and relinquished control in December 2022 after a lengthy restructuring process, during which CLICO repaid a TT$17.3 billion debt.

Jeremie said the former government spent TT$28 billion rescuing the CL Financial Group, with an additional TT$3 billion to TT$4 billion spent on matters related to the collapse. He told Parliament that close to half a billion dollars had been paid in some instances to attorneys and accountants, with payments reportedly stopping in certain cases after 2022.

He noted that nearly TT$400 million had been paid to Deloitte and Touche alone, despite no criminal charges being brought against any individual in connection with the collapse. Jeremie also said the legal costs did not include liquidators’ fees and that the public had seen little benefit from the massive expenditure.

The attorney general raised concerns about the lack of investigative resources assigned to what he described as the largest financial fraud in the country’s history, saying that at times as few as one or three police officers were assigned to the matter. He added that the Colman report itself cost approximately TT$150 million to produce and had effectively disappeared from official offices.

Jeremie said the report is accompanied by extensive evidence, including millions of emails, forensic financial records, thousands of pieces of electronic evidence and more than 1,600 hard-copy boxes. He noted that Colman recommended the matter be referred to the police and referenced findings consistent with a Ponzi-style scheme.

The government has not indicated whether any new criminal investigations will follow the decision to end the civil proceedings.

A climate-resilient hurricane shelter capable of withstanding category five storms has been officially opened and activated on the island of Abaco in The Bahamas, marking a tri-lateral partnership involving the Bahamian and Indian governments and the United Nations Development Programme (UNDP).

Designed to endure winds of up to 200 miles per hour and accommodate as many as 800 people, the newly operational facility also functions as a community centre for year-round use. During disasters, it will serve as a critical safe space for residents of Abaco.

The shelter features solar power and water harvesting systems, disability-inclusive access points and bathrooms, an industrial kitchen, office space for emergency personnel, communications infrastructure, and outdoor areas that can be used for sporting and community activities.

The project was managed by UNDP and funded through a US$1 million grant from the India-UN Development Fund. The Bahamas’ Disaster Risk Management Authority (DRA) served as the national implementing partner, overseeing construction and mobilising an additional US$3.5 million in parallel co-financing from the Bahamian government.

Indian High Commissioner to The Bahamas, Shri Mayank Joshi, said the Abaco shelter has been selected as a global best practice under the India-led Coalition of Disaster Resilient Infrastructure (CDRI), a global partnership inspired by India’s own experiences with natural disasters. UNDP is a strategic partner in the initiative.

“As we hand over this facility, we celebrate not just a building but a partnership of shared values, shared challenges, and shared aspirations for a safer and more prosperous future,” Joshi said.

New Delhi noted that the project reflects the principle of Vasudhaiva Kutumbakam — the belief that the world is one family — and underscores India’s solidarity with Small Island Developing States (SIDS), as well as its commitment to climate resilience and disaster preparedness.

Minister of State with responsibility for Disaster Risk Management, Leon Lundy, described the facility as a symbol of hope amid increasingly severe climate threats.

“In ordinary days, it will serve as a place of training, community meetings, skills building, and youth development. In extraordinary hours, it will become a sanctuary, a command post, a beacon of order when the winds rise and the waters push,” Lundy said.

The government said that, building on the Abaco project, the DRA plans to expand hurricane shelter coverage across other Bahamian family islands most vulnerable to storms.

UNDP Resident Representative in The Bahamas, Dr. Kishan Khoday, praised the South-South cooperation model between The Bahamas and India, supported by UNDP and the UN Office for South-South Cooperation, which UNDP hosts. He said the model offers a pathway to scale up climate action.

“Category five shelters can have big impact for community resilience goals in places like The Bahamas, with scope to replicate the Abaco shelter model in other Caribbean Small Island Developing States,” Khoday said.

He noted that SIDS remain on the frontlines of the climate crisis, with 2025 setting new records in the Caribbean for storm intensity and impacts. “Ensuring a resilient recovery from disasters must include scaled-up investments to expand climate-resilient infrastructure and shelters,” he added.

UNDP said the completion of the Abaco shelter concludes its post–Hurricane Dorian resilient recovery support to The Bahamas. Meanwhile, the UNDP Multi-Country Office in Jamaica said it is scaling up climate resilience and disaster recovery efforts across the Caribbean as climate change drives more intense and frequent storms.

“2025 was one of the most powerful hurricane seasons on record, with Hurricane Melissa among three category five storms to impact the Caribbean,” UNDP said, adding that record ocean temperatures and escalating climate risks make enhanced disaster preparedness and climate resilience an urgent priority.

Florida man convicted in $4.5M fraud case targeting US Military

A federal jury in West Palm Beach has convicted a Florida fuel supplier on 34 felony counts for orchestrating a multimillion-dollar scheme to defraud the U.S. Department of War and other federal agencies, federal prosecutors announced Friday.

Jason Butler, 37, of Jupiter, Florida, was found guilty of wire fraud, money laundering and forgery related to a scheme that prosecutors say siphoned more than $4.5 million from the U.S. government. Following the verdict, U.S. District Judge Donald M. Middlebrooks immediately ordered Butler remanded into custody at the government’s request.

According to the indictment and evidence presented at trial, Butler, the owner of Independent Marine Oil Services LLC, submitted altered and fake invoices through the SEA Card Program, which allows U.S. Navy and Coast Guard vessels to purchase fuel necessary for military operations worldwide. Prosecutors said Butler provided falsified wire transfer memos and invoices to multiple U.S. warships, including the USS Patriot, between August 2022 and January 2024.

The fraudulent submissions were tied to fuel purchases allegedly made in international ports such as Saudi Arabia, Singapore and Croatia. In reality, Butler had not incurred the expenses, yet he received more than $4.5 million in payments for the phony charges, according to trial evidence.

When Navy officials began scrutinizing his activities, Butler allegedly attempted to continue the scheme by concealing his identity. Prosecutors said he adopted a false name and claimed to work for a fictitious fuel division of another company. Authorities also said Butler used the proceeds from the fraud to enrich himself and purchase multiple multimillion-dollar properties in Florida and Colorado.

“This defendant brazenly defrauded the U.S. Military out of millions of dollars and put critical fuel resources at risk, all to fund his cushy and fictitious lifestyle,” Attorney General Pamela Bondi said in a statement. “The Department of Justice will continue to uncover these schemes and bring perpetrators to justice to protect the American people and their tax dollars.”

Deputy Assistant Attorney General Omeed A. Assefi of the Justice Department’s Antitrust Division said Butler “defrauded his own country in order to unjustly line his own pockets,” adding that despite using a fake identity, job and invoices, “a jury of his peers saw through it and found him guilty of 34 felonies.”

Federal investigators also praised the verdict, calling it a warning against fraud targeting military operations. Acting Assistant Director Josh Packer of the Coast Guard Investigative Service said the case sends “a strong message that fraud against our military and the American taxpayer will not be tolerated.”

Special Agent in Charge Jason J. Sargenski of the Department of Defense Office of Inspector General’s Defense Criminal Investigative Service said the scheme threatened a supply chain essential to global military operations, while NCIS Special Agent in Charge Greg Gross said Butler exploited the integrity of the SEA Card Program, a key logistical tool for U.S. Navy refueling and mission readiness.

Sentencing is scheduled for April 8, 2026. Butler faces a maximum of 20 years in prison for each wire fraud count, up to 10 years for each forgery count, and up to 10 years for each money laundering count. A federal judge will determine the final sentence after considering U.S. Sentencing Guidelines and other statutory factors.
