Concerned Muslims group criticizes Trinidad and Tobago’s terrorist designations

The Concerned Muslims of Trinidad and Tobago has criticized the Kamla Persad-Bissessar administration’s decision to officially designate three Middle Eastern paramilitary and political organizations as terrorist entities, a move that has triggered an immediate freeze on any assets linked to the groups within the country.

Public Relations Officer for the group, Imtiaz Mohammed, told the Trinidad Guardian that the decision raises “serious concerns” regarding both timing and perceived bias, warning that it could contribute to increased stigma against Muslim communities locally and internationally.

Mohammed questioned why the applications are being pursued at this time, noting that the country is currently grappling with pressing domestic issues, including rising crime levels and the effectiveness of the ongoing State of Emergency (SoE).

He also suggested that Trinidad and Tobago’s actions reflect alignment with the foreign policy positions of the United States and Israel, linking the legal measures to broader geopolitical tensions in the Middle East.

Meanwhile, the High Court has ordered the freezing of all local assets associated with Hezbollah, Hamas and Iran’s Islamic Revolutionary Guard Corps (IRGC), under provisions of the Anti-Terrorism Act.

The orders, published in the Trinidad and Tobago Gazette on April 13, were issued by High Court judges between April 8 and 9 and mandate ongoing six-month reviews by Attorney General John Jeremie.

According to the Gazette, Justice Carol Gobin issued freezing orders on April 8 in relation to Hezbollah and the IRGC, while Justice Jacqueline Wilson issued a separate order on April 9 declaring Hamas a listed entity.

The court directives require that all property owned or controlled locally by the organizations — whether wholly, jointly, directly or indirectly — be immediately frozen. The measures also extend to assets held through intermediaries or proxy arrangements.

Publication in the Extraordinary Gazette formally activates the orders, making them enforceable across financial institutions, property registries and other regulatory bodies in Trinidad and Tobago.

The move places Trinidad and Tobago within a broader global framework aimed at combating terrorist financing, particularly measures outlined by the United Nations Security Council under Resolution 1373 and compliance mechanisms monitored by the Financial Action Task Force (FATF).

The City of Miramar is advancing a series of Autism Awareness and Acceptance Month initiatives, led by Commissioner Maxwell B. Chambers, aimed at strengthening education, community support, and access to resources for individuals with autism and their families.

The effort began earlier this month with an Autism-Friendly Emergency Preparedness Workshop held on April 6 at the Miramar Commission Chambers. The session, designed for neurodivergent individuals, caregivers, and families, focused on how emergency situations uniquely affect individuals on the autism spectrum and how households can better prepare.

Experts from the National Hurricane Center participated in the workshop, providing guidance on emergency planning. Attendees also learned about sensory profiles, including sensory seekers, sensory avoiders, and mixed profiles, along with practical strategies for managing emergency scenarios.

City officials say the workshop reflects Miramar’s broader push to ensure residents with autism are supported before, during, and after emergencies.

Former Jamaican MP Lisa Hanna enters global beauty market with new skincare line

Former Jamaican parliamentarian and 1993 Lisa Hanna is stepping into a new chapter following her departure from politics, launching a luxury skincare line aimed at redefining how people approach aging.

Hanna, who retired from Parliament last fall after 18 years of service, has introduced Lisa Hanna Beauty, a seven-product skincare collection built around what she describes as an “aging intelligently” philosophy. The line is currently available directly to consumers and at The Spa by Equinox Hotels in New York.

Rather than promoting anti-aging as a battle, Hanna says the brand embraces the idea that aging reflects growth and experience.

“People are often told to fight aging or reverse it, but I believe you’re not less with time — you’re more,” she said to WWD, explaining that the products were designed to work with the skin’s natural processes.

The collection features the brand’s proprietary quantum ReCP technology, which blends lipids, vitamin C, and matrikin peptides. According to the company, the formulation is designed to support skin regeneration and improve hydration and texture.

Diaspora urged to channel health donations through NHEF for greater accountability

Executive Director of the National Healthcare Enhancement Foundation (NHEF), Courtney Cephas, is encouraging members of the Jamaican Diaspora to channel donations to the public health sector through the Foundation to ensure efficiency, transparency and accountability.

Cephas made the appeal while addressing a virtual forum hosted by Jamaica’s Consul General to Miami, Oliver Mair, on April 8, noting that the NHEF is the Ministry of Health and Wellness agency responsible for mobilising and managing philanthropic support for the public health system.

He urged potential donors to make direct contact with the organisation, explaining that doing so would allow contributions to be processed more smoothly and directed to intended beneficiaries without delays.

Reflecting on past disaster response efforts, Cephas highlighted the Foundation’s critical role following Hurricane Melissa last October. He explained that the NHEF coordinated a significant portion of incoming aid, including medical missions, field hospitals and donated supplies, ensuring that items were cleared and distributed efficiently across the island.

Cephas also commended Consul General Mair and members of the Jamaican diaspora in the southern United States for their strong support under the Adopt-a-Clinic Programme. He disclosed that 17 of Jamaica’s 59 adopted health centres have benefited from contributions from that region, including six facilities supported directly through initiatives led by the Consul General.

According to Cephas, the six health centres supported through the Consul General’s efforts have received commitments totalling approximately $18 million, while an additional 11 facilities supported by other diaspora groups account for another $30 million. In total, Diaspora South has contributed roughly $40 million towards improving primary healthcare facilities across Jamaica.

He noted that the funds have been used to procure critical clinical equipment such as blood pressure machines, scales and autoclaves, as well as to upgrade infrastructure with air-conditioning units, storage facilities and improved patient seating areas.

Cephas further reported that Hurricane Melissa caused an estimated US$8.8 billion in damage, representing 41 per cent of Jamaica’s gross domestic product, with western parishes among the hardest hit. He added that 65 of the 101 health centres assessed sustained major to severe damage, and efforts are now under way to rebuild them to more resilient standards.

He also pointed to new opportunities for diaspora engagement, including special adoption initiatives for heavily damaged facilities, maternal and early childhood health programmes, and planned tele-mental health services.

Cephas encouraged Jamaicans overseas to participate in the upcoming Diaspora Conference, where additional opportunities for collaboration and support for Jamaica’s public health sector will be explored.

Fuel shortages hit Guyana as Iran conflict disrupts global oil supplies

Fuel shortages have forced several gas stations across Guyana to close or ration supplies, as disruptions linked to tensions involving Iran continue to impact global oil availability.

Long lines were reported at stations across Georgetown on Monday, with some outlets temporarily shutting down after running out of gasoline and diesel.

President Irfaan Ali met with fuel importers on April 13, 2026, to address the developing situation and secure additional shipments.

“I met with fuel importers today to address the current fuel shortages,” Ali said in a statement. “I’ve been assured that shipments are expected as early as tonight, with additional supplies already being sourced to meet national demand.”

Ali added that the government is closely monitoring supply levels to maintain stability and prevent prolonged disruptions.

According to the Guyana Energy Agency, gasoline import costs surged by 38.5 percent between February 22 and March 17, 2026, amid volatility in global oil markets linked to the Middle East conflict.

Shipping disruptions through the Strait of Hormuz — a critical corridor that carries about one-fifth of global oil trade — have contributed to supply constraints worldwide.

The government noted that S&P Global described the interruption in crude traffic through the Strait of Hormuz as the largest disruption ever recorded.

Prime Minister Mark Phillips urged the public not to panic buy or hoard fuel, noting that supplies were already beginning to stabilize following a delayed shipment from a major supplier.

Officials confirmed that the delayed cargo has since arrived and is currently being discharged, while additional consignments landed Monday afternoon, with more expected Tuesday and later in the week.

Phillips also warned against unsafe storage practices as residents scramble to secure fuel.

“I remind consumers that petroleum products are highly flammable and must be handled and stored with the greatest care. Storing gasoline in inappropriate containers poses a serious fire risk and significantly increases the potential for injury, loss of life, and damage to property,” he said.

The government also released a schedule outlining incoming fuel shipments.

The state-owned Guyana Oil Company is expecting 9,000 barrels of diesel and 21,000 barrels of gasoline on April 15, with offloading scheduled for Thursday morning.

Meanwhile, SOL Guyana Inc. reported that 3,000 barrels of gasoline and 14,000 barrels of diesel arrived on April 13 at 2:00 p.m., with discharge underway and distribution beginning Monday evening. An additional 12,000 barrels of gasoline and 6,000 barrels of diesel are scheduled to arrive on April 14 at 2:20 p.m.

Authorities say they will continue to monitor the situation and take measures to ensure stable and reliable access to fuel nationwide, as Guyana — like many countries — grapples with the ripple effects of the global oil disruption.

Polls open in West Miami and Bay Harbor Islands municipal elections

Voters in two South Florida municipalities headed to the polls Tuesday as local elections got underway in West Miami and Bay Harbor Islands.

The Miami-Dade Supervisor of Elections announced that polling stations opened at 7:00 a.m. on Tuesday, April 14, and will remain open until 7:00 p.m. Voters must cast ballots at their assigned precincts, with officials noting that anyone in line by closing time will still be allowed to vote.

“Today is an opportunity for voters in Bay Harbor Islands and West Miami to make their voices heard in their local elections,” said Supervisor of Elections Alina Garcia. “I encourage all eligible voters to head to the polls and take part in this important civic process.”

In West Miami, voters are deciding a mayoral contest between incumbent Eric Diaz-Padron and challenger Yolanda Aguilar.

Three City Commission seats are also being contested. In the race for Seat 1, Republican healthcare executive Victoria De La Torre, a former journalist and Planning and Zoning Board member, is facing Democratic legal consultant George Lavin.

Seat 2 features incumbent Commissioner Juan Blanes, 67, seeking re-election against challenger Fermin Belleau.

Meanwhile, voters are also selecting a candidate for Seat 4, currently held by Gustavo Ceballos, who assumed the role after Natalie Milian Orbis was appointed to the Miami-Dade County Commission last May.

In Bay Harbor Islands, voters are deciding the Town Council At-Large race between Gustavo Ortega and Elchonon Shagalov.

Election officials encouraged voters to visit the Miami-Dade elections website to find their assigned polling location, review sample ballots, and access additional voter information.

The municipal elections are expected to determine key leadership positions that will shape local governance and policy decisions in both communities.

Florida teen charged as adult in killing of stepsister aboard cruise ship

A 16-year-old Florida teenager has been indicted as an adult by a federal grand jury in connection with the killing of his stepsister aboard a cruise ship in international waters, according to the U.S. Attorney’s Office for the Southern District of Florida.

Prosecutors said the teen, identified in court records as T.H. of Titusville, Florida, was traveling with family members aboard the Carnival Horizon on or about November 6–7, 2025, when the alleged incident occurred. Authorities allege that while the vessel was in international waters en route to Miami, the teen sexually assaulted and intentionally killed his stepsister, Anna Kepner.

The Miami‑Dade Medical Examiner’s Office later determined that Kepner’s cause of death was mechanical asphyxiation, according to court documents.

“Our hearts go out to the victim’s family during this unimaginable loss,” said Jason A. Reding Quiñones, U.S. Attorney for the Southern District of Florida. He noted that a federal grand jury had returned an indictment charging serious offenses that allegedly occurred aboard a vessel in international waters.

“We will present the evidence in court and pursue this case with professionalism and care,” Reding Quiñones said, adding that the defendant is presumed innocent unless proven guilty beyond a reasonable doubt.

Court records show the teen was initially charged as a juvenile on February 2, 2026. However, the case remained sealed until Beth Bloom, a U.S. District Judge, ordered that the matter be transferred for adult prosecution.

The teenager now faces charges of first-degree murder and aggravated sexual abuse. If convicted, he could face a maximum penalty of life imprisonment.

Resuming on 62 without loss, the Red Force were briefly checked by a spirited burst from Oshane Thomas, who struck immediately to remove Cephas Cooper without addition.

Further blows followed as Justin Greaves dismissed Jason Mohammed for 17, while Thomas returned to account for Jyd Goolie (14), reducing the innings to 100 for three.

When Thomas claimed his third wicket, bowling Evin Lewis just one run shy of a half-century, the Hurricanes sensed an opening.

By stumps, the Scorpions had battled to 275 for six, still 73 runs adrift of the Pride’s first-innings 348, but very much alive in a match defined by resilience and resistance.

A solid start, then a sudden break

Resuming on 17 without loss, captain John Campbell and Kirk McKenzie laid a composed foundation, easing early tension with a fluent 50-run partnership.

Yet, the rhythm never quite settled for Campbell. Despite flashes of aggression, three fours and two sixes, his innings felt labored. On 34, frustration crept in, and he miscued a delivery from Kyle Mayers straight to Johann Layne, handing the Pride their opening breakthrough at 65.

McKenzie, more assured in his approach, guided the innings alongside Carlos Brown, nudging the total toward stability. But just as the Scorpions seemed to be settling, another lapse proved costly.

St Lucia Prime Minister Philip J. Pierre is calling on CARICOM leaders to communicate more directly as tensions continue to swirl around the controversial reappointment of Caribbean Community (CARICOM) Secretary-General Dr. Carla Barnett.

Speaking at his weekly Cabinet news conference on Monday, Pierre avoided directly engaging in the dispute but urged regional heads to rely more on simple phone calls to resolve disagreements before they escalate publicly.

“I really wish Caricom prime ministers would speak more to each other,” Pierre said. “A phone call… I don’t want to get involved in that to create more drama.”

His comments come as the row intensifies over Barnett’s reappointment, following claims from Trinidad and Tobago that it was not invited to a key retreat where the decision was made in Nevis in February.

Trinidad and Tobago Prime Minister Kamla Persad-Bissessar has disputed the process, calling for the release of meeting minutes, performance evaluations, and other documentation tied to the appointment. In a recent social media post, she questioned the transparency of the process and asked where key records of the decision-making process were.

CARICOM Chairman and St Kitts and Nevis Prime Minister Terrance Drew has defended the process, releasing correspondence and details of communications leading up to the February 24–27 summit in Basseterre. He also noted that Persad-Bissessar left the summit early and did not attend the subsequent retreat session where the decision was finalized.

Drew further referenced communications in which Trinidad and Tobago’s Foreign and CARICOM Affairs Minister Sean Sobers indicated he might attend in the Prime Minister’s absence, though logistical concerns were also raised.

Pierre, who is set to assume the CARICOM chairmanship in July, reflected on earlier eras of Caribbean leadership, recalling frequent informal communication between past prime ministers such as Sir John Compton, Owen Arthur, and Kenny Anthony.

“I just wish if Caricom prime ministers would just speak to each other,” he said. “I’m a pretty simple person… if by the end of my term I could get Caricom prime ministers to pick up the phone and call each other, that’s all I ask.”

He added that while CARICOM is not a political union and member states may differ on foreign policy, stronger communication could help resolve disputes more effectively and prevent public disagreements.

Pierre also pointed to CARICOM’s ongoing work in regional integration, including the Common External Tariff, saying the bloc continues to play a key role in sustaining intra-regional trade despite political tensions.

“The issue has gone into the public domain now,” he warned. “And once it does, all politics is local.”

He described his proposal as simple but important, saying more direct dialogue among leaders could help stabilize relations within the regional bloc.

New York AG leads push to protect legal status of Haitian TPS holders

New York Attorney General Letitia James is leading a coalition of 18 state attorneys general in urging the U.S. Supreme Court to uphold the legal protections of hundreds of thousands of immigrants from Haiti and Syria living in the United States under Temporary Protected Status (TPS), with a strong emphasis on Haitian nationals who make up the vast majority of beneficiaries.

In an amicus brief filed with the court, James and the coalition argue that efforts to terminate TPS for countries including Haiti and Syria would place significant hardship on families and destabilize communities across the country. The filing asks the court to uphold lower court rulings that have temporarily blocked the termination of the program.

TPS, which allows immigrants from countries facing conflict or disaster to live and work legally in the U.S., has been in place for Haitians since 2010. The coalition notes that approximately 350,000 Haitian nationals currently benefit from the designation nationwide, including at least 5,400 in New York City alone.

The attorneys general argue that Haitian TPS holders are deeply integrated into U.S. society and the economy, particularly in essential sectors such as health care and home care services. Many work as home health aides and in other caregiving roles that state officials say are critical to maintaining public services.

“For generations, we have welcomed those fleeing danger in their home countries,” James said, adding that TPS holders “hold valuable roles in our communities as business owners, workers, teachers, and parents.”

The brief also highlights the economic contributions of Haitian TPS holders, estimating they contribute about $3.4 billion annually to the U.S. economy. It further warns that ending their legal protections could force families into unstable situations, including separation from U.S.-born children or return to Haiti, which the U.S. State Department continues to warn against due to violence, political instability, and limited access to health care.

The coalition argues that revoking TPS would also create broader public health and safety risks, as many immigrants could avoid seeking medical care or cooperating with law enforcement due to fear of deportation.

Alongside James, attorneys general from 17 states and the District of Columbia joined the filing, including officials from California, Illinois, Massachusetts, New Jersey, and Washington.

Jamaican folklore horror ‘Duppy’ heads to Cannes genre showcase Frontières Platform

London-based writer-director Ajuán Isaac-George is heading to the Croisette with his upcoming feature project “Duppy,” which has been selected for the Proof of Concept section of the Frontières Platform, one of the key genre-focused industry events linked to the wider Cannes Film Festival ecosystem.

The film is a U.K.–Jamaica co-production set in Jamaica in 1998, described as the country’s most violent year. It follows 12-year-old Rainbow, who is sent to live with her grandparents in the countryside. Struggling with isolation and emotional distress, she summons a hostile spirit to retaliate against her strict religious grandmother—unwittingly forming a pact with a shapeshifting demon.

Isaac-George described “Duppy” as a culturally rooted horror story that uses Jamaican folklore to explore grief, loneliness, and childhood emotional turmoil. He said the project aims to bring rarely depicted Caribbean mythology into a cinematic horror framework.

“I don’t think we’ve ever had a Jamaican project that explores its folklore, myths and legends that we know about,” said Annick Mahnert, executive director of the Frontières Platform.

The project marks Isaac-George’s first feature-length film. His short “Snowfalls in the Summer” premiered at the BFI London Film Festival in 2023 and screened at the Oscar-qualifying HollyShorts Film Festival. His documentary “Seventeen” also premiered at the BFI London Film Festival in 2025.

“Duppy” was previously presented at the Film London Production Finance Market, which supports emerging filmmakers and projects seeking industry backing.

The film is produced by My Accomplice, with producers Aleksandra Bilić and Dorottya Székely, and executive producer Jamie Clark. It is co-produced with Jamaican company Mental Telepathy, with Robert A. Maylor serving as co-producer.

The Frontières Platform, organized by the Fantasia International Film Festival in partnership with the Marché du Film, is widely regarded as a leading international co-production and networking hub for genre filmmaking across Europe and North America.
