Jamaica welcomes new WestJet route From Québec City to Montego Bay

WestJet touches down on Saturday December 6, 2025, from Québec to Montego Bay as part of the airlines newest route to Jamaica.

Jamaica’s tourism sector marked another step in its post–Hurricane Melissa recovery on Saturday with the launch of WestJet’s new direct flight from Québec City to Montego Bay. The weekly service, which began December 6, is being welcomed as both an expansion of Canada–Jamaica connectivity and a signal of renewed confidence in the island’s resilience.

Minister of Tourism Edmund Bartlett said the route’s debut comes at a pivotal time for the sector, which has been working to restore key infrastructure and maintain visitor confidence following the Category Five hurricane’s impact on western Jamaica.

“The arrival of this new route from Québec City is more than just an expansion of airlift—it is a testament to Jamaica’s unwavering spirit and determination to emerge stronger from disruption,” Bartlett said. “Even as we continue to rebuild and restore our tourism infrastructure following Hurricane Melissa, the confidence shown by WestJet and the Canadian market reinforces that Jamaica remains the Caribbean’s premier destination.”

The Québec–Montego Bay connection supports Jamaica’s target of attracting 600,000 Canadian visitors annually and generating US$750 million in tourism earnings by 2030. Bartlett highlighted the growth potential of the French-speaking market, noting that the direct link positions Jamaica to offer more immersive cultural and leisure experiences to Québec travellers.

“Canada has always been a vital partner in Jamaica’s tourism success, and this new route from Québec City demonstrates the strong ties between our nations,” he said. “This French market represents tremendous opportunity for growth, and we are committed to providing Québec travellers with authentic Jamaican experiences that will create lasting memories.”

Tourism officials say that beyond visitor arrivals, the new service will help drive trade, employment and cultural exchange. “This route will not only bring more visitors to Jamaica but will also facilitate trade, strengthen people-to-people connections, and create employment opportunities for Jamaicans,” Bartlett noted. “Tourism is the engine of our economy, and every new flight represents jobs, livelihoods, and hope for our people.”

WestJet’s launch follows the carrier’s integration of Sunwing’s network as part of its expanded winter 2025–2026 schedule for Québec. The weekly service offers travellers easy access to Montego Bay’s resort corridor and the island’s beaches, culture and hospitality.

“Hurricane Melissa tested us, but it did not break us. The arrival of this new WestJet service is proof that Jamaica is ready to welcome visitors to its shores,” said Donovan White, Director of Tourism.

Angella Bennett, Regional Director for Canada, added that the partnership with WestJet and Sunwing underscores Jamaica’s ongoing recovery efforts. “We are humbled that our partners, WestJet and Sunwing, remain confident in Jamaica’s ability to build back, and this reinforces the fact that Jamaica is open for business, and we are ready to welcome our Canadian visitors,” she said.

USCIS cuts length of work permits, citing need for more frequent screening

U.S. Citizenship and Immigration Services is tightening its screening process for immigrants authorized to work in the United States by reducing how long certain Employment Authorization Documents remain valid. The agency announced on December 4 that it has updated its Policy Manual to shorten maximum validity periods for several categories of applicants, citing the need for more frequent vetting.

Officials say the move is aimed at improving fraud detection and identifying individuals who may pose security risks.

“The reduced maximum validity periods for certain categories will result in more frequent vetting of aliens who apply for authorization to work in the United States,” the agency said in the update. “Vetting an alien more often will enable USCIS to deter fraud and detect aliens with potentially harmful intent so they can be processed for removal from the United States.”

USCIS Director Joseph Edlow said the policy change is driven in part by recent security concerns. “Reducing the maximum validity period for employment authorization will ensure that those seeking to work in the United States do not threaten public safety or promote harmful anti-American ideologies. After the attack on National Guard service members in our nation’s capital by an alien who was admitted into this country by the previous administration, it’s even more clear that USCIS must conduct frequent vetting of aliens,” he said.

Under the updated guidance, the maximum validity period for initial and renewal work permits drops from five years back to 18 months for several groups, including:

  • Refugees admitted to the U.S.

  • Individuals granted asylum

  • Individuals granted withholding of deportation or removal

  • People with pending asylum or withholding applications

  • Applicants with pending adjustment of status under INA 245

  • Applicants with pending cases for suspension of deportation, cancellation of removal, or relief under NACARA

The change applies to any employment authorization application pending or filed on or after Dec. 5, 2025.

Additional changes required by H.R. 1 — the One Big Beautiful Bill Act, signed July 4, 2025 — also take effect. For individuals paroled as refugees, granted Temporary Protected Status, granted parole, with pending TPS applications, or spouses of entrepreneur parolees, work permits will now be valid for one year or until the end of their parole or TPS period, whichever is shorter. These rules apply to any Form I-765 pending or filed on or after July 22, 2025.

CWI resists panic move as president backs Daren Sammy despite poor run

ST JOHN’S, Antigua — Despite a deepening frustration across the region over the West Indies’ chronic inconsistency, Cricket West Indies president Dr. Kishore Shallow has insisted that there will be no hasty move to dismiss head coach Daren Sammy, who has been under scrutiny since taking charge of all formats earlier this year.

Speaking on Isports i95.5 FM last Thursday, Shallow made it clear that Sammy’s future does not depend on the outcome of the ongoing Test series against New Zealand.

A tough start for the all-format coach

Sammy, 41, assumed the top coaching role in April and has since navigated a turbulent stretch. Under his leadership, the West Indies have endured heavy Test defeats, 3-0 to Australia and 2-0 to India, and posted modest returns in white-ball cricket, winning six of their last 18 T20 Internationals and three of nine ODIs.

Even with those results, Shallow warned against simplistic conclusions.

“I don’t think that whether we win this series or not will be a result of the current composition of our selection system,” he explained. “Before each series… if it is the correct squad chosen for the tour, most people will be in agreement, so clearly that is not the issue.”

Key injuries and structural problems

The CWI president also pointed to unavoidable setbacks, including the absence of two leading fast bowlers in the New Zealand series.

“And even if a player is unavailable due to injury, you can’t blame a selector for that either,” he said. “We are without two of our leading fast bowlers… Shamar Joseph and Alzarri Joseph.”

Shallow reaffirmed that the organization’s challenge is far deeper than a coaching appointment.

“You won’t get a knee-jerk reaction from me,” he stated. “I understand fully well what it takes for us to be successful consistently, but we have to address the fundamental deficiencies in our system, which we haven’t done well over the years.”

Acknowledging subpar performances

While Shallow refused to point fingers at Sammy or the selectors, he did not shy away from calling out the team’s ongoing struggles.

“We haven’t seen the sort of performances… and I would be the very first to put up my hand and say I’m not pleased with the young team’s performance,” he admitted. “We’ve been inconsistent, at best… whenever we’ve been performing, and we see glimpses of brilliance, we’ve been inconsistent in that case.”

This inconsistency, he emphasized, is hardly a new problem.

“It goes back about three decades now, so it is not new. I said from the very start that it is not an overnight fix for West Indies cricket.”

Long-term rebuild, not short-term panic

Shallow stressed that CWI remains committed to long-term development, even if the results continue to test regional patience.

“We are not going to produce the results that we are dying for… that we have been waiting for almost impatiently,” he noted. “We know our talent… we believe that we can return there. I have no doubt that we can return there, but it takes now the implementation of systems and infrastructure across the region, and stabilising our financial situation.”

His message was one of realism anchored by optimism: progress will come, but only through structural renewal rather than reactionary decisions.

ST JOHN’S, Antigua — Dr. Kishore Shallow, president of Cricket West Indies (CWI), has confirmed that his current term will be his last, announcing that he will not seek re-election when the board votes again in 2028.

In a pre-recorded address released Sunday on CWI’s social media channels, Shallow, recently elected to Parliament in St Vincent and the Grenadines and appointed Minister of Tourism and Maritime Affairs, told regional stakeholders that his expanded national responsibilities will not interrupt his present mandate but will shape his long-term plans.

Balancing public and cricket leadership

Shallow acknowledged the concerns raised following his elevation to the Vincentian Cabinet.

“…I know that some of you may be concerned about my recent appointment to Cabinet and what it may mean for my continued service as president of CWI,” he said. “Let me be up front and transparent with you, as I’ve always been.”

While he reaffirmed his intention to serve out the remainder of his CWI term, he made it clear that 2028 will mark the end of his presidency.

“My conviction is that the work ahead requires steady leadership and a commitment to completing the reforms already set in motion. It is for this reason that I will conclude my current term, but with the intention not to seek re-election.”

Completing the reforms before passing the baton

Shallow emphasized that stepping away immediately was never an option. He argued that transformational work already underway, governance restructuring, operational stabilization, and broader organizational reforms, required continuity, not abrupt change.

He explained that his priority is to ensure that the initiatives he championed reach full maturity.

“When I first accepted the responsibility of serving at CWI, I did so with a clear objective: to help restore the integrity of the organisation and advance meaningfully governance reform,” he reflected. “Our aim has always been to create a stronger foundation that can ultimately support improved performances on the cricket field.”

Progress made, challenges acknowledged

Shallow conceded that the road has been uneven but insisted that the progress is real and measurable.

“While the journey has not been without its challenges, and we have not achieved every goal, we have made significant and measurable progress,” he said.

He again underscored his belief that sustained leadership is essential for the reforms to take hold.

“…My conviction is that the work ahead requires steady leadership and a commitment to completing the reforms already set in motion.”

A presidency nearing its final chapter

Shallow, now 41, succeeded Ricky Skerritt in 2023 and secured a second term unopposed in May 2024. His declaration signals the beginning of a carefully managed transition period for West Indies cricket governance, one he insists must conclude with a stronger, more credible institution.

 

Chase hails modern-day legends after West Indies secure rare NZ Test draw

CHRISTCHURCH, New Zealand — West Indies Test captain Roston Chase has hailed his team’s astonishing final-day defiance after they carved out a memorable draw in the opening Test against New Zealand on Friday.

Faced with a towering target of 531, the Caribbean side mounted a record-setting response, amassing 457 for six, the highest fourth-innings total in 84 years, before both captains agreed to close the contest.

The heroics came from across the order: Justin Greaves fashioned a magnificent, unbeaten 202, Shai Hope contributed a commanding 140, and Kemar Roach added a crucial, unbeaten 58, ensuring the West Indies secured their first drawn Test in New Zealand since 2013.

“It wasn’t something ordinary”

Addressing reporters afterward, Chase praised the poise and commitment that carried his side through some of the most demanding sessions of their tour.

“I wouldn’t say that it feels like a win, but the guys are proud and the boys are quite happy, especially with the effort that it took to do it,” he said. “It wasn’t something ordinary.

“It was very special for three of the guys to really stand up and put their hands up in a time of need under tremendous pressure, so the guys are really proud and looking forward to a bit of a celebration.”

Weighing the chase against the clock

At the start of the final session, the West Indies were 132 runs away from victory, with Greaves and Roach well-set and New Zealand growing increasingly anxious.

Chase admitted that his team briefly assessed the feasibility of pushing for a historic win.

“Going back out at tea the guys wanted to see if they could push for the runs, but it didn’t quite work out the way they wanted,” he explained.

“When the last hour came and they came off at the water break, we had a discussion and they said they would just play it out and we didn’t think it was a bad idea at that time, so we were happy for them to just try and play it out and that’s what they did.”

Greaves, Hope, and Roach: The anchors of the escape

The captain reserved special admiration for the partnerships that defined the Test.

Hope and Greaves combined for a superb 196-run stand for the fifth wicket, steering the side out of early danger. Greaves then joined forces with Roach to construct an unbroken 180-run partnership, a defiant seventh-wicket vigil that ensured the draw.

“I actually thought it [a double hundred] was going to be from Shai Hope; he looked as if he wasn’t going to be out at any point, but it came from Justin Greaves,” Chase remarked. “I’m happy for him, his first double hundred, but to get it in these conditions away from home, I think that’s a superb effort.”

The skipper was just as effusive about Roach’s contribution, both symbolic and statistical.

“As for Kemar, it just shows you his character, being out of the team for the last couple of series, coming back in and on his first chance given he shows his class with ball and with bat,” Chase said. “It just goes to show you the quality of the cricketer he is and for me he is a modern-day legend.

“I mean he’s close to 300 wickets, he hasn’t gotten there yet, but in my eyes, he is a modern-day legend for the West Indies.”

 

MUO confirms Miss Jamaica sustained brain bleed, fracture in stage accident

The Miss Universe Organization (MUO) has issued a new statement on the condition of Miss Jamaica, Dr. Gabrielle Henry, who was seriously injured after falling through an opening on the stage during the preliminary evening gown segment of the Miss Universe competition on Nov. 19.

The update—released on behalf of MUO and Henry’s family—aims to clarify her current status after days of speculation. Earlier, MUO, the Miss Universe Jamaica Organization and Henry’s sister confirmed that she had been hospitalized in the intensive care unit in Bangkok following the fall.

According to Monday’s release, “Dr. Henry suffered a serious fall through an opening on the stage while performing her walk during the preliminary competition on November 19, 2025, resulting in an intracranial hemorrhage with loss of consciousness, a fracture, facial lacerations and other significant injuries.”

The statement added: “She was immediately admitted to intensive care in Bangkok, where she remained in critical condition under constant neurological monitoring, and continues to require 24-hour specialist supervision.”

An intracranial hemorrhage is a type of bleeding inside the skull and is considered a serious medical emergency, which is why Henry was placed under constant neurological monitoring in the ICU.

Henry is expected to return to Jamaica “in the coming days,” where she will arrive with a full medical escort and be transferred directly to a hospital for ongoing care.

MUO also said it has covered Henry’s “hospital, medical, and rehabilitation expenses” during her time in Thailand, and provided support for her mother and sister’s “accommodation and living costs.” The organization added that it is funding her medically escorted repatriation flight and has “committed to covering all future medical expenses arising from this incident.”

The release continued: “From the time the incident took place, the Miss Universe Organization has stood beside Gabrielle and her family as if she were their own, assuming full and immediate responsibility without hesitation. The Henry family is deeply grateful to the Miss Universe Organization for their unwavering compassion, presence, and love shown. Their response so far has gone beyond professional responsibility and reflected devotion and protection of the family.”

MUO also addressed rumors circulating online about the cause of the accident, rejecting claims that Henry contributed to the fall. “The Miss Universe Organization has never attributed blame to Dr Henry and confirms that those suggestions are unfounded and do not reflect the facts,” the statement said.

Henry’s return home will mark the start of a long recovery process, but her family, supporters and the Miss Universe community continue to rally around her as she begins the next phase of treatment.

South Florida rallies for Jamaica: Benefit concerts and community choirs boost Hurricane Melissa relief

South Florida’s Jamaican diaspora continues to mobilize in a big way for Hurricane Melissa relief, with efforts ranging from star-powered concerts to heartfelt community performances.

On Saturday, December 6, some of reggae and gospel’s biggest names took the stage at The Faith Center in Sunrise for the One Love Jamaica Rebuild Initiative, a benefit concert supporting families across western Jamaica still recovering from the late-October storm. Grammy-nominated reggae gospel artist Papa San headlined the event, joined by Marion Hall, Kevin Downswell, Carlene Davis, and a lineup of local and international performers.

The initiative — organized by Jamaica’s Consul General to the Southern U.S., Oliver Mair, in partnership with Bishop Henry Fernandez and the Dare to Care Organization — aims to rebuild homes, restore access to clean water, provide medical and food supplies, and repair damaged infrastructure.

After the show, Consul General Mair announced that the night raised over US$120,000 for Hurricane Melissa relief. “Thank you to everyone who came and donated,” he wrote on Instagram.

Community voices adding power to the cause

While big stages are drawing major donations, quieter efforts across South Florida are also helping keep Jamaica’s recovery in focus.

On Sunday, December 7, the South Florida Caribbean Chorale performed Jamaican Christmas classics at Plantation United Methodist Church — a free holiday concert with a purpose. As the group sang familiar refrains like “all over Jamaica everybody Jesus born,” many in the audience said they came because they want to see their homeland rebuilt.

“This is about supporting home,” one attendee said. “We’re far away, but we still feel everything happening in Jamaica.”

The chorale, founded and directed by Steve Higgins, has now hosted four benefit concerts since Hurricane Melissa tore through western Jamaica, destroying homes and disrupting livelihoods. The previous show raised more than $25,000, and Higgins said they moved quickly to keep the momentum going.

“Two days after the hurricane, we were ready with flyers and started to spread the message — we have to start raising funds for Jamaica,” Higgins said.

Donations have ranged from essential goods to financial contributions. Food For The Poor has partnered with the chorale on the series, supporting logistics and collecting relief funds. The nonprofit promoted the Plantation concert as a “Tribute to Jamaica,” urging attendees to “bring your giving spirit.”

Organizers say there’s more to come: the chorale has been invited to perform in Weston, with additional concerts planned for early 2026.

With Christmas approaching, South Florida Jamaicans say the emotional weight of watching the devastation from afar is heavy — but the response from the diaspora has been steady. But with more events already in the works, South Florida’s support for Jamaica shows no signs of slowing.

Jamaican-American Latoya Clarke elevated to Assistant Deputy Mayor in Sunrise

Jamaican-American community leader Latoya Clarke has been appointed Assistant Deputy Mayor of the City of Sunrise, marking a significant milestone in her longtime service to the South Florida municipality she has called home since migrating from Jamaica at age 14.

The City of Sunrise announced the new leadership titles on December 3, congratulating both Deputy Mayor Jacqueline A. Guzman and Assistant Deputy Mayor Clarke. “We are grateful for their inspiring leadership and their continued commitment to serving our diverse community with pride, passion, and dedication,” the city said in a statement.

Clarke, a graduate of Piper High School, brings more than 20 years of experience in the healthcare industry to her new role. She holds a Bachelor of Arts from Florida Atlantic University and a Master of Science from Nova Southeastern University’s Shepard Broad College of Law. Her professional career has spanned business operations, cost-optimization strategies, and the management of multiple hospital centers, where she demonstrated strong leadership and efficiency in service delivery.

Her public service footprint in Sunrise stretches back to 2009, starting with volunteer work for the East Sunrise Residents Association (ESRA). Clarke rose to serve as ESRA president in 2019, helping lead neighborhood participation in major city events such as the July 4th Parade, the Tunes ‘N Trucks concert series, National Night Out, and the Adopt-a-Street Program. She also previously served on the Sunrise Board of Adjustment and completed several civic training programs, including the Sunrise Residents Academy and the Community Police Academy.

Beyond city-level involvement, Clarke was recently appointed to the Broward County Community Action Agency Advisory Board, which provides guidance on initiatives supporting low-income and vulnerable families. She is also active in the Florida Black Caucus of Local Elected Officials and the National League of Cities’ Women in Municipal Government constituency group. The reggae world is still mourning the passing of The Hon. Dr. Jimmy Cliff, OM — reggae singer, actor, pioneer, and one of Jamaica’s most recognizable global superstars — who died on November 24.

Jimmy may not be with us in the flesh, but his music will live on forever. He lives on in every melody he gifted us in songs like The Harder They Come, Many Rivers to Cross, Rebel in Me, and others. His music was the soundtrack to generations of Jamaicans at home and across the diaspora. You Can Get It If You Really Want, which first captured global attention in the 1972 film The Harder They Come, found new life when it was featured in Speed 2, the Will Smith film Hitch, the animated hit The Pirates! Band of Misfits, and on the Sebastian album from The Little Mermaid.

Just recently, the song made its way into a national E*TRADE commercial in the United States, inspiring another generation as the soundtrack to a woman’s quest to climb Mount Everest. To countless fans across Africa, Brazil, Europe, and the United States, Jimmy Cliff was reggae’s first true international star.

I had the honor of working with Jimmy Cliff twice — first in 2010 when he was inducted into the Rock & Roll Hall of Fame, and again in 2012 when he performed at Groovin’ In The Park.

2010 was a special year for Jimmy, as he became only the second Jamaican reggae artist inducted into the Rock & Roll Hall of Fame. Bob Marley was the first. I was asked by his management to arrange a press junket in Manhattan for about 30 media outlets — including The New York Times, Vibe Magazine, Irie Jam Radio, Forever Reggae TV, CLM TV, and others — at the Waldorf Astoria to welcome him to New York. In that room, Jimmy spoke about the roots of his music. He delved into the oppression from which he rose to become a global superstar. He spoke about his journey as a “shepherd of reggae,” about opening gates so others could pass through. His humility and charming smile filled the room.

I will never forget when Jimmy, the reggae icon, handed his Rock & Roll Hall of Fame trophy to me to hold in my hands. A small gesture, maybe, but to someone who grew up in western Jamaica listening to Jimmy Cliff’s music since childhood, it felt like holding a piece of history — a cherished piece of Jamaica. It was Jimmy’s story, and in many ways, a piece of my own.

Our paths crossed again in 2012 at Groovin’ In The Park. Jimmy was booked as a headline performer alongside R&B heavyweights Gladys Knight and Boyz II Men, reggae crooner Beres Hammond, and dancehall doctor Beenie Man. Watching him command the Roy Wilkins Park stage in Queens, New York, was nostalgic and reminded me once again why the world loved this “son of the soil.” Jimmy transformed the stage, took thousands of reggae lovers on a musical odyssey, and made them feel like family. The truth is, Jimmy Cliff was a multi-dimensional force — an actor, activist, storyteller, and visionary.

Miami’s full slate of FIFA World Cup 2026 matches is now official, following the global tournament’s Final Draw and the publication of the complete schedule. The release marks a major step toward what will be the biggest World Cup in history — and an especially exciting moment for South Florida’s diverse community, including its large Caribbean-American population.

The 2026 tournament—spread across 16 host cities in Canada, Mexico, and the United States—will feature a record 104 matches. Organizers say the schedule was designed to cut travel for teams and fans while maximizing rest days between games. Kickoff times have also been finalized with the goal of creating the best possible conditions for players, in-stadium spectators and global audiences.

PAHO launches regional alliance to accelerate HIV elimination

The Pan American Health Organization (PAHO) has launched the Regional Alliance for HIV Elimination in the Americas, a new multisectoral platform bringing together governments, communities, international agencies, academia, and the private sector to advance efforts to reduce new HIV infections and AIDS-related deaths.

While the Americas have made significant gains against HIV, major challenges persist. UNAIDS estimates that in 2024 the region recorded 170,000 new infections and 38,000 AIDS-related deaths. Progress has been uneven: the Caribbean reduced new infections by 21% between 2010 and 2024, while Latin America experienced a 13% increase over the same period. Despite advances in testing and treatment, service gaps continue, particularly among populations at higher risk.

“This platform is a call to rethink approaches, rebuild partnerships, and strengthen collective action in prevention, diagnosis, and treatment, ensuring universal access to innovative, life-saving technologies,” said Monica Alonso, Chief of PAHO’s Unit on HIV, Hepatitis, Tuberculosis and Sexually Transmitted Infections. “We must also move toward eliminating the barriers that hinder access to services.”

Three pillars to drive regional elimination

The alliance prioritizes three strategic areas to accelerate HIV elimination as a public health problem in the Americas:

  • Timely and expanded diagnosis, including a major scale-up of HIV self-testing to increase access.

  • Expansion of pre-exposure prophylaxis (PrEP) — both oral and injectable — with the introduction of Lenacapavir, the first twice-yearly injectable PrEP option, offering a promising breakthrough for improving adherence among populations at risk.

  • Effective and optimized antiretroviral treatment to ensure sustained viral suppression and reduced transmission.

PAHO projections indicate that scaling up both oral and injectable PrEP could reduce new infections by more than 70% within four years. Paired with expanded antiretroviral treatment, new infections could fall by more than 90% across Latin America and the Caribbean.

“Scientific and technological progress achieved in recent years makes it possible to say that HIV elimination is now within reach,” Alonso said. “Biomedical innovation is essential, but so are policies and enabling social environments that ensure this progress benefits all people equitably.”

Building on regional successes

The Americas have achieved major milestones in eliminating communicable diseases, including smallpox, polio, measles, and rubella. Several countries have also been certified for eliminating mother-to-child transmission of HIV and syphilis. The region benefits from PAHO’s Revolving Funds, which facilitate access to high-quality medicines, equipment, and technologies at affordable prices.

The regional introduction of Lenacapavir through joint procurement mechanisms is expected to expand access to cutting-edge prevention tools and accelerate progress toward HIV elimination.

Alliance governance

The alliance aims to elevate HIV elimination as a regional priority aligned with the Sustainable Health Agenda for the Americas 2018–2030 and PAHO’s Elimination Initiative. It will serve as a coordinated platform for joint action, regulatory harmonization, and sustainable financing.

PAHO will act as the alliance’s technical Secretariat. Working in coordination with UNAIDS, the Horizontal Technical Cooperation Group (GCTH), governments, communities, academia, and other partners, PAHO will facilitate dialogue, innovation, and advocacy to speed the introduction of new prevention, diagnosis, and treatment tools and move the region closer to zero HIV-related deaths by 2030.

The Royal Ethiopian Trust has donated US$5,000 to support Jamaica’s Hurricane Melissa recovery efforts.

Culture, Gender, Entertainment and Sport Minister Olivia Grange made the disclosure during Wednesday’s (December 3) post-Cabinet press briefing at Jamaica House, where she read a letter from Prince Ermias Sahle-Selassie — grandson of His Imperial Majesty, Emperor Haile Selassie — addressed to Prime Minister Andrew Holness.

“I would like to express my deepest condolence for the tragedy brought to Jamaica by Hurricane Melissa. The loss of life and the damage to Jamaica’s infrastructure brings sadness and raises challenges. I know that while you mourn what has been lost, you will lead Jamaica into a better future through the process of rebuilding,” the letter read.

“In light of the long-standing bonds of friendship between Jamaica and Ethiopia, I want to do everything in my power to help you in that process. To that end I have authorised the Royal Ethiopian Trust, of which I am the patron, to make a US$5,000 donation to your Office of Disaster Preparedness and Emergency Management (ODPEM), which was sent by wire transfer a week ago,” he added.

Minister Grange said fundraising efforts under the ‘I Love Jamaica’ series are ongoing, noting that discussions are under way with several organisations and friends of Jamaica in major diaspora cities interested in staging I Love Jamaica concerts in their communities.

The initiative launched with the I Love Jamaica virtual concert and telethon on Sunday, November 23, broadcast live on Jamaican television and streamed globally across social media platforms.

The telethon raised more than $65 million for the national Hurricane Melissa relief programme. Grange said $45.7 million has already been received and deposited into the Support Jamaica account.

“Based on pledges made, we also anticipate that an additional sum of approximately $20 million will be received shortly and, in fact, we have started receiving those pledges,” she said.

Grange added that several Jamaicans in Hollywood — including actors, actresses, producers, directors and friends of Jamaica — have launched a fundraising campaign of their own to support Jamaica’s Hurricane Melissa relief efforts.

Diaspora, regional leaders pay tribute to late Consul General Alsion Roach-Wilson

An overflowing Community Baptist Church in Englewood, New Jersey, was filled with tributes on Friday as government officials, diplomats, community leaders, and members of the Caribbean diaspora gathered to honour Jamaica’s late Consul General to New York, Alsion Roach-Wilson, who died on November 8 after battling breast cancer.

Among those reflecting on her life and legacy were Jamaica’s Prime Minister Andrew Holness; Foreign Affairs and Foreign Trade Minister Senator Kamina Johnson Smith; St. Lucia’s Consul General and Caribbean Community Consular Corps chairman Jeremiah Hyacinth; New York business leaders; and U.S. Congresswoman Yvette Clarke.

Roach-Wilson’s family, led by her husband Omar Wilson, was presented with the insignia of the Order of Distinction (Commander Class) during the thanksgiving service. She had been unable to accept the honour at this year’s National Honours and Awards ceremony at King’s House due to her illness. She received the award for her contribution to national development in education, technology, and healthcare capacity building. In 2019, she was awarded the Order of Distinction (Officer Class) for her philanthropic work.

Prime Minister Holness described Roach-Wilson as a dedicated public servant who set a high standard for Jamaica’s diplomatic service.

“She gave more than she took. She, through her work as consul general, galvanised the community and she bore burden well,” he told the packed congregation.

Holness recalled meeting Roach-Wilson for the first time and mispronouncing her name—something she “did not take kindly to.” He remembered her as assertive, strong, and clear-minded.

“She was not content merely to occupy the office of consul general but to transform it and reimagine the role,” he said. “She became a beloved figure in the diaspora. A dependable servant of the people who excelled in moments of crisis.”

Holness highlighted Roach-Wilson’s leadership during the COVID-19 pandemic, where she launched the “CG on the Beat” initiative, delivering food and essential supplies to Jamaicans unable to access services during the lockdowns.

“When the travel restrictions to Jamaica were lifted, she ensured that many Jamaicans who were stranded in the United States were able to get back to Jamaica. She used her vast network in the service of her fellow Jamaicans,” he said.

The prime minister noted that her humble beginnings helped shape her dedication to children in Jamaica.

“She provided thousands of laptops and tablets to Jamaican schoolchildren to assist their learning once the pandemic was lifted,” he said, adding that she also offered numerous student scholarships funded through the Jamaican Independence Gala.

Holness emphasised that Roach-Wilson “sacrificed to be in the position that she held,” and used her influence not for herself, but for people in need—including those who were not Jamaican.

He further described her as “a very smart lady” who understood how to build partnerships, negotiate, and deliver results for the diaspora.

Roach-Wilson is survived by her husband, Omar, and her children Brian, Vanessa, and Patrick.

During the service, Prime Minister Holness again underscored the breadth of her impact, saying: “Consul General Wilson was not content merely to occupy an office. She reimagined what a consulate could be. And through her vision, she elevated Jamaica’s presence across New York and throughout the 33 states under her jurisdiction.”

He said her leadership reflected “a rare combination of professional excellence and profound humanity.”

“Her work was defined by a rare combination of professional excellence and profound humanity, a blend that made her not only an outstanding public servant, but a beloved figure in the diaspora community,” Holness said.

He added that she “excelled in moments of crisis when leadership matters,” and described her as “a good steward” and “a dependable servant of the people.”

Trinidad and Tobago introduces new fines, taxes, and governance reforms

Trinidad and Tobago’s Finance Bill 2025 — a sweeping package of legislative reforms that includes several new road traffic penalties — was passed in Parliament on December 5 with the support of the Government’s majority.

The bill was piloted by Finance Minister Davendranath Tancoo, who said the reforms mark a decisive step toward strengthening governance, modernising outdated laws, boosting public safety, and ensuring greater fairness in the country’s tax system.

Tancoo outlined 23 clauses that amend 21 pieces of legislation, noting that the measures will update penalties, close loopholes, modernise institutions, and introduce new revenue streams while fulfilling several key campaign promises.

Tougher traffic penalties

Road users will face higher fines under clauses 10–12, with increases for traffic offences, operating maxi-taxis without permits, and violations under the Motor Vehicles and Road Traffic Act.

Tancoo said the changes form part of the Government’s strategy to improve public safety, reduce traffic violations, and ensure penalties match current socio-economic conditions. He added that raising fines is intended to “send a clear signal that road traffic offences are serious breaches of the law” and pose risks to lives and property.

New taxes and revenue measures

Clause 18 introduces several new tax measures, including the Commercial Asset Levy — a 0.25% levy on the total assets of licensed financial institutions and local insurers. These institutions must file annual returns, with penalties applied for late submission or payment.

Tancoo said the levy ensures large financial entities “make a fair and proportionate contribution to national revenue”. The Board of Inland Revenue will be empowered to enforce compliance.

A new surcharge on rental income, paired with mandatory property registration, will also take effect. Rates include:

  • 2.5% on quarterly rental receipts of $20,000 or less

  • 3.5% on amounts above that threshold

Unregistered rental activity and false declarations will attract penalties of $250,000 and three years’ imprisonment.

Tancoo argued that the measure is more equitable than the repealed property tax because it is based on “actual rental receipts as opposed to the PNM’s fictional rent”.

The bill also institutes a five-cent electricity surcharge per kilowatt-hour on commercial and industrial consumption, collected through T&TEC and remitted quarterly. Schools, healthcare facilities, and other public institutions are exempt.

Additionally, a 5% tax will be applied to the CIF value of specified imported single-use plastics, such as bags, packaging, cutlery, and PET preforms. Tancoo said this aligns Trinidad and Tobago with global environmental standards.

Governance and institutional reforms

Clause 2 amends the Prime Minister’s Pension Act to revise the recalculation formula for former prime ministers. Tancoo said the change aligns the act with the tiered, merit-based pension system introduced earlier this year.

Clause 3 modernises the Gambling and Betting Act, imposing significantly higher fines and tougher custodial penalties for illegal lottery operations. Tancoo said police advised that illegal gambling is deeply linked to “tax evasion, money laundering, prostitution and drug trafficking”.

“For too long, illegal gambling has thrived due to low and outdated penalties. All illegal lottery activities will not be tolerated,” he said.

Clause 4 updates the Immigration Act to strengthen border security, improve efficiency, and support a transition to electronic declarations. “It is no secret that our border control systems are weak… We must protect our citizens and that is what we are doing here today,” Tancoo said.

Clause 5 legally authorises the Governor of the Central Bank to receive statistical information, formalising a long-standing practice.

Clause 6 introduces wide-ranging changes to the National Lotteries Control Board (NLCB), including:

  • broader purposes for the use of lottery proceeds,

  • quarterly (rather than annual) deposits into the Consolidated Fund,

  • caps on expenditure categories, and

  • a new offence criminalising the printing, selling, or distribution of tickets based on NLCB online draw results.

Penalties range from $250,000 and three years’ imprisonment on summary conviction to $3 million and seven years’ imprisonment on indictment.

Clause 7 strengthens penalties related to illicit sales, advertising, and distribution of tobacco products, particularly those targeting minors.

Clause 8 introduces updated contribution tables for the National Insurance Fund — reforms Tancoo said the previous administration had “abandoned”, placing entitlements at risk. He emphasised that the Government worked closely with the NIBTT and stakeholders.

Clause 17 formally repeals the Property Tax Act. Calling it “a blight inflicted on the people of this nation”, Tancoo said its repeal represented “another promise made and kept”.

BVI Government Communications Director Karia Christopher dies suddenly

Karia Christopher, Director of Communications in the British Virgin Islands Premier’s Office, died suddenly on Friday, December 5. She was found at her home, though officials have not yet released details on the circumstances surrounding her passing.

Christopher had reportedly been battling an illness, but the nature of her condition and the events leading up to her death remain unclear.

A widely respected and longtime public servant, Christopher held several senior roles across the Virgin Islands government. Her previous positions included Director of Trade, Investment Promotion and Consumer Affairs; Sister Islands Programme Coordinator; and Chief Administrative Officer at the Telecommunications Regulatory Commission.

Premier Dr. Natalio D. Wheatley issued a statement expressing shock and deep sadness at her sudden passing.

“The government of the Virgin Islands is deeply shocked and saddened to learn of the overnight passing of Karia Christopher, our Director of Communications. Ms. Christopher was a highly respected and accomplished communication specialist, a trusted and valued colleague and a strong contributor to the effective delivery of the government’s communications agenda,” he said.

“She will be terribly missed by all of us both professionally and personally. Her warmth, integrity and positive energy would always shine through, regardless of the situation.”

The Premier extended condolences to her husband, Rory; her two children, Hunter and Dakota; her mother, Delrice; and her extended family and friends.

The government is in close contact with the Christopher family and is offering support as they navigate “this profound loss of their beloved wife, mother, daughter and family member,” the statement said.

“May her soul rest in eternal peace,” the Premier added.
