Grenada takes strategic steps towards cannabis industry development

The Grenadian government is taking significant steps toward establishing a cannabis industry focused on medical and industrial applications.

This initiative aligns with their commitment to exploring the potential benefits of cannabis. 

The primary goals include addressing medical and scientific uses, boosting employment, and increasing foreign exchange revenue. 

A comprehensive strategy is being crafted to support the eventual enactment of specific cannabis legislation.

Formation and role of the cannabis working committee

In response to the expired term of the previous commission in November 2023, the Grenadian Cabinet has formed a streamlined Cannabis Working Committee to enhance decision-making processes. 

The Committee was established in April 2024 and consists of the following:  

• Anselm Clouden, Attorney at Law  

• Dr Shawn Charles, Chief Medical Officer  

• ACP Vannie Curwen, Acting Commissioner of Police

• Tonja Alexander, a cannabis expert and Rastafarian representative.  

• Betty Ann Lazarus, Public Relations, Ministry of Agriculture and Lands, Forestry, and Marine Resources  

Engagement and consultation processes

One of the committee’s primary tasks is to conduct extensive community consultations to gauge public opinion on cannabis usage and its legal reclassification. 

These consultations aim to shape the legislative and regulatory landscape for cannabis by advising on necessary legal adjustments and frameworks.

Actionable steps towards legislative change

The committee is actively working on several fronts to gather data and steer the national conversation on cannabis. 

Their efforts include publishing a policy statement to clearly articulate the government’s stance on cannabis, organizing national panel discussions with regional experts to clarify misconceptions about cannabis, and collaborating closely with the Ministry of Legal Affairs. 

This collaboration focuses on researching and proposing legislative changes aimed at decriminalizing cannabis use as an initial measure.

Public interest and responsible implementation

Recognizing the growing public interest in cannabis legalization, the Grenadian government values the insights from individuals affected by current laws and is eager to integrate public enthusiasm into its approach. 

Nevertheless, the government emphasizes the importance of a responsible and informed approach to cannabis legislation, ensuring that the development of this sector is beneficial and sustainable for all stakeholders involved.
