Ken Boothe to be inducted into Jamaica Music Museum Hall of Fame

Veteran reggae crooner Ken Boothe is set to receive one of Jamaican music’s highest honours when he is inducted into the Jamaica Music Museum Hall of Fame on February 27.

The induction will take place during the 2026 staging of the Reggae Gold Awards, one of the marquee events of Reggae Month.

Observed annually in February, Reggae Month is an initiative of the Ministry of Culture, Gender, Entertainment and Sport, designed to celebrate, preserve, and promote Jamaica’s rich musical heritage. UN warns of widespread child trafficking by gangs in Haiti

A new UN report released Friday details the brutal exploitation of children by Haitian gangs, warning that their actions endanger not only today’s youth but also future generations.

The report, issued jointly by the UN Integrated Office in Haiti (BINUH) and the UN Human Rights Office (OHCHR), states that most of the 26 gangs currently operating in Haiti are involved in child trafficking. Children are forced into a range of activities, from running errands and collecting extortion payments to violent acts, including kidnappings, property destruction, targeted killings, and sexual abuse.

“Children in Haiti are being robbed of their childhoods and their futures. The impact and long-term consequences of child trafficking are devastating for the victims and their families, as well as for the stability of the country,” said Volker Türk.

While precise numbers are unavailable, the UN estimates that over 500,000 children lived in gang-controlled areas in 2024, and more than 1.4 million people—including over half children—have been displaced by gang violence. The report identifies structural factors, such as poverty and weak institutions, as well as situational factors, including armed violence, as drivers of the crisis. Children may be enticed by perceived power, social status, or protection, or coerced through threats, violence, food, or drugs.

The report criticizes fragmented and under-resourced responses from authorities, civil society, and international partners. It notes that trafficked children are often treated as perpetrators rather than victims, with some facing summary execution or vigilante violence.

“For the immediate and long-term future of Haiti, it is crucial that national authorities and their international partners work hand-in-hand to build stronger communities and social protection mechanisms. Children must be at the center of our response to the security crisis in Haiti,” said Carlos Ruiz Massieu, Special Representative of the UN Secretary-General in Haiti and Chief of BINUH.

The UN recommends a seven-pillar, human rights-centered strategy, including expanding social protection for vulnerable families, reinforcing schools as protective spaces, creating child-friendly spaces outside schools, increasing youth employment opportunities, ensuring rights-compliant law enforcement, prioritizing rehabilitation over punishment, and improving accountability for traffickers.

Türk added that the newly-created Gang Suppression Force must respect children’s rights in all operations and called for strict enforcement of the UN arms embargo to stem the flow of weapons fueling the cycle of violence.

The Government of Guyana has welcomed commitments from ExxonMobil and Chevron to partner in the country’s oil and gas development programs.

Speaking at the fifth edition of the Guyana Energy Conference and Supply Chain Expo, representatives of both companies emphasized their support for responsibly harnessing Guyana’s resources for the benefit of current and future generations.

Alistair Routledge, President of ExxonMobil Guyana, highlighted the company’s local content efforts, noting that US$3.6 billion has been spent to employ Guyanese and procure services from local businesses.

The Ministry of Natural Resources also acknowledged remarks by Mike Wirth, Chevron’s Chief Executive Officer, reaffirming the company’s commitment to partnering with Guyana, particularly in the Stabroek Block, where Chevron holds a 30% stake.

Natural Resources Minister Vickram Bharrat noted that from 2020 to 2025, oil production in Guyana rose from 120,000 barrels per day to over 900,000 barrels per day. He said this momentum is expected to deliver more benefits while cementing Guyana’s reputation as a premier producer of low-cost, low-emission resources.

The ministry emphasized that the growth of the sector is underpinned by robust laws governing local content, revenue expenditure, and environmental sustainability. In a statement, it said it remains committed to working with all stakeholders to ensure the country’s natural resources deliver inclusive and sustainable benefits for Guyanese and the wider region.

ECCB plans to feature regional figures on EC dollar, replacing Queen Elizabeth II

Governor of the Eastern Caribbean Central Bank, Timothy N.J. Antoine, announced that the bank is moving closer to replacing the British monarch’s image on EC dollar notes with regional figures.

Speaking after the 112th meeting of the ECCB Monetary Council, Antoine said the transition will occur in phases rather than all at once.

“We expect in all likelihood that the first set of notes will be revealed and made available in 2027,” he said.

For decades, the late Queen Elizabeth II has appeared on EC$5, $10, $20, $50, and $100 notes, reflecting the Eastern Caribbean’s historical ties to Britain, similar to other Commonwealth nations recognizing the British monarch as head of state.

The move to redesign currency began in 2023 during the 105th ECCB Monetary Council meeting in St Vincent and the Grenadines, when the council approved replacing the monarch’s image with the Eastern Caribbean Currency Union (ECCU) logo, subject to public consultation.

Antoine hinted the public may get an early preview of the new notes, possibly tied to the 50th anniversary of the EC dollar peg in July.

He also emphasized that introducing new notes will not immediately withdraw existing currency. “Because some of our notes are new, we did not want to simply just take them out of circulation,” Antoine explained. “But as they come in and they get retired because they’re mutilated and so on, then we will introduce the new notes with our regional heroes, our regional images.”

US DOJ seeks to revoke citizenship of former North Miami Mayor Philippe Bien-Aimé

The U.S. Department of Justice filed a lawsuit on February 18 seeking to revoke the citizenship of former North Miami Mayor Philippe Bien-Aimé, alleging he concealed a prior deportation order and misrepresented his identity during the naturalization process.

According to the complaint filed in the Southern District of Florida Court, Bien-Aimé “willfully misrepresented his identity and immigration history” to obtain U.S. citizenship. Prosecutors say the man naturalized as Bien-Aimé is the same individual previously ordered removed from the U.S. under the name Philippe Janvier, citing fingerprint comparisons and Department of Homeland Security records linking the two identities.

The case, United States of America v. Bien-Aimé, was filed before Judge K. Michael Moore. Court filings state that on July 31, 2000, an immigration judge ruled that Janvier had entered the U.S. fraudulently using a photo-switched passport. The government contends there is no record that Janvier complied with the removal order.

Prosecutors allege Bien-Aimé used the fraudulent passport because he was ineligible for a visa as the spouse of a U.S. citizen, citing a marriage he claimed on his application that was later determined invalid. The complaint also alleges bigamy, noting a Haitian divorce certificate submitted during the process was counterfeit.

A native of Port-au-Prince, Bien-Aimé worked in the automobile industry for nearly two decades before entering politics. He served as North Miami District 3 Councilman, vice mayor, and was elected mayor in 2019. After his mayoral tenure, he ran unsuccessfully for the Miami-Dade County Commission.

If the government succeeds, the legal and political ramifications could be substantial, as only U.S. citizens are allowed to vote and hold office under the North Miami city code, which requires candidates to be qualified electors.

The DOJ filing includes 20 exhibits, such as the prior removal order, an immigration hearing transcript, the naturalization application, and the disputed divorce records. A federal summons was issued on Wednesday.

Florida AG launches public integrity unit to audit public officials’ spending

Florida Attorney General James Uthmeier announced the creation of a new public integrity unit that will audit public officials for potential criminal activity related to spending.

Speaking at the Florida Department of Law Enforcement Miami Regional Operations Center on Thursday, Uthmeier said the unit will be part of the Office of Statewide Prosecution.

The initiative will include a review of legislative appropriations over the past several years, covering expenditures, grants, and local procurements. Investigators will be looking for evidence of bribery, kickbacks, conflicts of interest, and misuse of public funds for personal benefit.

“Our office is launching this unit to ensure taxpayer dollars are used for the taxpayers’ benefit—not special interests for political insiders or personal gain—we will expose and prosecute anyone using a position of public trust for personal benefit,” Uthmeier said.

The audit will particularly focus on funds distributed to nonprofits, non-governmental organizations, and other entities receiving public benefits.

Four Jamaicans arrested in Alabama for alleged involvement in lottery scam

A 50-year-old Haitian pastor from Loxahatchee is behind bars following allegations of inappropriate contact with a 15-year-old member of his congregation.

Elco Vallier was taken into custody on a Miami-Dade warrant with assistance from the Palm Beach County Sheriff’s Office after a specialized investigation by the Special Victims Unit. He currently faces charges of Lewd or Lascivious Molestation and Lewd or Lascivious Conduct.

The investigation began when the teenage victim reported several disturbing encounters at Theophile Church, located at 15201 Northwest 7th Avenue. According to MDSO Detective Angel Rodriguez, the girl alleged that Vallier fondled her and repeatedly attempted to kiss her on church grounds. The victim’s mother further raised the alarm after discovering a series of inappropriate text messages sent by the pastor to her daughter.

Detectives are now concerned there may be additional victims within the community given Vallier’s position of authority. “We are urging parents who attend this church to come forward if their child has had similar contact with the pastor,” Rodriguez stated. Former Caribbean leaders condemn US oil measures against Cuba

A group of former Caribbean leaders has called on the United States to rescind its oil embargo against Cuba, describing the move as “economic warfare” that is causing severe hardship for the Cuban people.

In a statement released yesterday, the former heads of government said they were deeply concerned about what they described as a worsening humanitarian crisis on the island.

The signatories include former Guyana President Donald Ramotar, and former prime ministers Freundel Stuart of Barbados, Edison James of Dominica, Tillman Thomas of Grenada, Bruce Golding and P. J. Patterson of Jamaica, Kenny Anthony of Saint Lucia, and Keith Rowley of Trinidad and Tobago.

The former leaders said they were “perturbed at the deepening humanitarian crisis in Cuba and are impelled to make public this appeal to avert further human destruction.”

According to the statement, an executive order issued by the United States on January 29, 2026 — targeting countries that provide oil to Cuba without the imposition of punitive tariffs — amounts to “economic warfare and inflicts unconscionable suffering upon the Cuban people.”

They further argued that the universal principle of dialogue to resolve conflicts and disputes “cannot be abandoned on the altar of the mighty powerful waging political vendettas against smaller nations by economic warfare.”

The statement warned that the fuel restrictions could have devastating consequences for the island’s population of roughly 11 million people, affecting energy supplies, food distribution, medication, education and everyday livelihoods.

The former leaders also pointed to the historic decision made on December 8, 1972, when Barbados, Guyana, Jamaica and Trinidad and Tobago established diplomatic relations with Cuba, ending what they described as the hemisphere’s economic isolation of the country.

For more than five decades, the statement said, Cuba has provided support to the Caribbean through medical brigades, scholarships, sports programmes and disaster relief, often without requesting reciprocal assistance.

They noted that successive Caribbean governments have supported United Nations General Assembly resolutions calling for an end to the U.S. embargo on Cuba, which they said has repeatedly been condemned by an overwhelming majority of member states.

The former leaders argued that the international community “cannot remain mute and indolent while a fatal pernicious fuel tourniquet stifles the Cuban economy and suffocates human lives there.”

They urged the immediate repeal of any measures that could deepen the humanitarian crisis and undermine international law, while also encouraging the global community to provide assistance to Cuba.

“We call upon the International Community to provide Cuba with desperately needed humanitarian assistance. We stand with the people of Cuba. We stand as the Zone of Peace. We stand for a shared Caribbean Future,” the statement said.

Cayman Islands deploys troops to Jamaica for hurricane recovery mission

The Cayman Islands Regiment has deployed an eight-person contingent to Jamaica as part of a coordinated regional relief effort following the devastation caused by Hurricane Melissa in October 2025.

The voluntary mission departed on Sunday, February 15, and will deliver humanitarian assistance and disaster relief support to affected residents and the Jamaica Defence Force, according to a government press release issued on February 16.

Personnel from the Cayman Islands will join troops from the Royal Bermuda Regiment and the Turks and Caicos Islands Regiment, forming a joint United Kingdom Overseas Territories Regiment team.

The combined group will work alongside members of the Jamaica Defence Force to assist stabilisation efforts in the hardest-hit communities. In partnership with the Guyana Defence Force, the troops will focus on repairing damaged roofs in the parish of St Elizabeth.

Major Graham Muir, training and operations officer, said the unit’s thoughts remain with the people of Jamaica during the recovery period.

“The Cayman Islands Regiment exists to deliver a rapid, disciplined response to emergencies – whether at home or across the region,” he added.

“We stand shoulder to shoulder with our partners across the British overseas territories and the Jamaica Defence Force as recovery efforts progress and communities rebuild.”

The deployment marks the first overseas operational mission for the Cayman Islands Regiment.

It follows the unit’s recent support during the December avian flu response, along with extensive training exercises conducted in Grand Cayman and Trinidad and Tobago.

Officials said the mission provides an important opportunity for troops to apply the specialist skills developed over the past year in a live operational environment.

Bahamas to deport 85 inmates, including Jamaicans and Haitians

The Bahamas Department of Correctional Services is grappling with overcrowding as more undocumented immigrants facing criminal charges enter the prison system, prompting the government to deport 85 inmates granted the prerogative of mercy on the condition that they do not return to the country.

Speaking to The Tribune on Wednesday, National Security Minister Wayne Munroe confirmed that the inmates were being processed for deportation.

The group includes Haitian, Jamaican and American nationals, with the majority expected to be deported to Haiti.

According to Munroe, the inmates were serving sentences of varying lengths. Some were imprisoned for immigration violations and had only a few months remaining on their sentences, while others were nearing the end of terms related to drug offences.

He said the growing number of undocumented immigrants entering the prison system has pushed the population higher, forcing officials to create space for new arrivals. As a result, the government has been using the prerogative of mercy to release certain inmates early.

The prerogative of mercy is the constitutional power to reduce, suspend or cancel a criminal sentence after conviction. It is an act of executive clemency rather than a court decision. In The Bahamas, the authority is exercised by the Office of the Governor-General of The Bahamas, typically on the advice of the government.

Munroe said the process applies to inmates convicted of non-violent and non-sexual offences.

“With foreign nationals, we take a view that we’re going to deport you, and the condition is going to be, you don’t return to The Bahamas without the permission of the director of immigration,” he said. “If you do, you breach the term of your release and you have to serve the balance of the sentence. Then we deport you back to your home country.”

He described the prerogative of mercy as a practical tool to regulate the prison population while reducing the risk of legal challenges related to detention conditions.

“So to keep the violent fellas in, you look at persons who may have another month, another two months, another three months to go, another sentence, and you release them early,” Munroe said.

Prison Commissioner Doan Cleare said the most recent occupancy stood at 1,801 inmates, well above the facility’s designed capacity of about 1,300.

While authorities have maintained control inside the prison, Cleare acknowledged that overcrowding has created discomfort among inmates sharing cells or dormitories.

Between last year and this year, the prison system received more than 200 undocumented immigrants through the courts. He noted that it costs the government nearly US$17,000 per year to house a single inmate, a figure that covers food only and does not include medical or dental care.

St Vincent PM raises concern over deadly US drug strike

St. Vincent and the Grenadines Prime Minister Godwin Friday on Thursday said that the recent United States military action against alleged illegal drug traffickers in the Caribbean Sea, which reportedly left at least three people dead and believed to be from Saint Lucia, is a matter of concern.

Speaking in an interview broadcast on the state-owned Agency for Public Information (API), Friday said Minister of National Security St Clair Leacock would address the nation on the issue later on Thursday.

“We have no official confirmation of this from any source other than there was a strike, there were casualties,” Friday said, adding, “a lot of the information we have received is not official…but you know we can see what has happened and we heard the unofficial report and it is a matter that is very concerning to us.

“It is a very worrying situation for persons to operate in these waters, fishermen they go out and so forth and there is always the risk to them,” Friday said, adding that the police have since issued a notice “essentially cautioning people, but saying you can’t stop doing your business…and we will seek to find more concrete information from the sources who would have those answers”.

Earlier this week, Saint Lucia’s Prime Minister Philip J. Pierre said his administration is “actively engaging through established diplomatic and security channels” after confirming that “people lost their lives” in the latest United States military strike targeting what Washington says were illegal drug dealers in the Caribbean Sea.

“I can confirm that people lost their lives and to the circumstances I have got no official notification on the circumstances surrounding their deaths,” Pierre told reporters, repeating that statement when asked whether those killed were Saint Lucians.

“The issue is being investigated by the powers responsible for investigations,” he said.

Last Friday, the United States Southern Command (SOUTHCOM) said that, at the direction of Commander General Francis L. Donovan, the Joint Task Force Southern Spear conducted a lethal kinetic strike on a vessel operated by designated terrorist organizations.

Last Saturday, the St. Vincent Times newspaper published photographs of what it said were the remains of an alleged drug boat destroyed in the strike, which surfaced off Canouan, one of the Grenadine islands.

The newspaper reported that the discovery was made by a group of fishermen from the mainland, who indicated that no bodies were seen floating in the area.

Popcaan conferred traditional title of chief during ceremony in Ghana

Dancehall star Popcaan has been conferred with a traditional title in Ghana, where he is now being addressed as Nana Okofo Akro Kese following a ceremonial recognition during a recent visit to the West African nation.

The entertainer shared photos and videos from the event on Instagram, showing moments from what appeared to be a traditional ceremony in Ghana’s Central Region. Captioning the post, Popcaan wrote, “Nana is Grateful!!! Love and respect to my people. Together we push #KESE.”

In one clip shared online, a speaker highlighted the significance of the moment and the expectations attached to the role.

“We don’t do this for the fun of it. We do this because we believe in you, that you can lead us,” the speaker declared.

“So, Nana Okofo Akro Kese, now you have a big responsibility to lead the youths, not only in Central Region, but in the whole of Ghana as a chief. There are no small seats for a stool. During that trip, he also toured Cape Coast Castle, where he laid a wreath in honour of his ancestors who were enslaved and transported to Jamaica and other parts of the world.

Jamaica’s Tourism Minister Edmund Bartlett has been honoured with the Global Tourism Resilience Lifetime Achievement Award during the 4th Global Tourism Resilience Day 2026, held at the Safari Park Hotel in Nairobi on February 17.

The prestigious recognition highlights Bartlett’s role in advancing global tourism resilience frameworks and strengthening crisis preparedness and recovery efforts across the industry. His work has helped position resilience as a key pillar of sustainable tourism development, with a focus on ensuring destinations can withstand and recover from disruptions such as natural disasters, pandemics, economic shocks and other global crises.

Over the years, Bartlett has championed international collaboration, policy innovation and capacity-building initiatives aimed at protecting tourism, one of the world’s most vital economic sectors.

In accepting the award, Bartlett reaffirmed his commitment to fostering resilient tourism systems that empower communities, protect livelihoods and drive long-term economic stability. He emphasized the importance of “continued global cooperation to build adaptive frameworks capable of responding to emerging challenges in an increasingly interconnected world.”

“This award is testament to the enduring and vigorous work that we have been doing through the Global Tourism Resilience and Crisis Management Centre in Jamaica. I thank all our public and private partners who understand the importance a resilient tourism industry,” the Minister added.

Professor Lloyd Waller, Executive Director of the Global Tourism Resilience and Crisis Management Centre, said Bartlett’s work has had a far-reaching impact.

“His efforts have strengthened partnerships among governments, private sector stakeholders, and global institutions, promoting strategies that support recovery, sustainability, and inclusive growth across many tourism-dependent economies. This is a huge win for the Minister and Jamaica,” said Professor Waller.

“But we also know that in any sport, everyone is not going to fire every single day.
