Caribbean Community leaders have agreed to send humanitarian aid to Cuba and to establish a three-member committee to reframe relations with the United States, as they wrapped up their four-day summit in St Kitts and Nevis on Friday.

At the closing news conference, CARICOM Chairman and St Kitts and Nevis Prime Minister Terrance Drew said leaders discussed what he described as the “challenging situation in Cuba” and issued a formal statement on the matter.

“The matter of the challenging situation in Cuba was also discussed. All parties recognised that there should be efforts to address the growing humanitarian crisis,” Drew said, quoting from the communiqué.

He added that CARICOM had taken the decision “to support humanitarian efforts in Cuba,” but noted that the precise nature and scale of the assistance are yet to be determined.

Drew said the issue was also raised during talks with US Secretary of State Marco Rubio, and that “all parties recognise that there should be efforts to address the growing humanitarian crisis.”

Since January, the administration of Donald Trump has sought to curtail oil supplies that power Cuba’s energy grid and critical infrastructure. Rubio has indicated that economic reforms could provide Havana with a pathway to easing US pressure, though he has not outlined specific conditions. He has suggested that greater economic freedoms for Cubans, alongside political reforms, would be key to improved relations.

Drew described the summit as “a conference of action,” saying leaders spent significant time addressing critical regional issues that would have a positive impact across the Community.

On Haiti, he said the CARICOM-appointed Eminent Persons Group (EPG), chaired by former St Lucia prime minister Kenny Anthony, presented a report on recent political developments and the security and humanitarian situation.

Drew said the EPG expressed deep appreciation to Kenya for leading the Multinational Security Support mission in Haiti, which has transitioned to a Gang Suppression Force authorised by the United Nations Security Council. Leaders reiterated their commitment to restoring peace and stability in Haiti and expressed support for the framework to improve security and hold elections.

Turning to US-Caribbean relations, Drew said a Cooperation Framework to repurpose ties between CARICOM and Washington is in its initial stages. CARICOM will appoint a three-member team to engage US officials and develop the framework.

He described the move as significant in ensuring that the longstanding relationship between the United States and CARICOM continues in a structured and strategic way. According to Drew, Rubio noted his administration’s objective of reinvigorating traditional partnerships in the Western Hemisphere, citing shared challenges and opportunities.

Leaders also reviewed progress on the CARICOM Single Market and Economy (CSME), including expanded categories for free movement to cover aviation personnel such as aircraft maintenance engineers, professional pilots, air traffic controllers and flight operations officers.

Barbados, Belize, Dominica and St Vincent and the Grenadines reported that full free movement among themselves began on October 1, 2025, and that they are strengthening the required administrative and legislative frameworks.

On reparations, heads of government asked the Prime Ministerial Sub-Committee to review the revised “Caricom Ten-Point Plan for Reparations: A Manifesto” and identify priority activities ahead of the Commonwealth Heads of Government Meeting in Antigua and Barbuda in November and other key meetings in 2026.

In the area of regional security, leaders welcomed progress on model legislation and criminal justice reform and accepted an offer from the United Nations Development Programme to work with CARICOM to expand and implement a Police Record Management Information System.

A separate governance review committee was also established, comprising Barbados Prime Minister Mia Mottley, Dominica’s Roosevelt Skerrit, Jamaica’s Andrew Holness and Guyana’s President Irfaan Ali, to examine the governance and financing of the Community.

On border matters, leaders received updates on cases before the International Court of Justice involving Guatemala and Honduras in relation to Belize, as well as the Guyana-Venezuela dispute. They reaffirmed their support for peaceful resolution through the ICJ and reiterated their unwavering backing for the sovereignty and territorial integrity of both Belize and Guyana.

Tufton: Jamaica equipped to treat most burn victims, despite calls for overseas care

Health and Wellness Minister Christopher Tufton has reiterated that Jamaica’s public health-care system is equipped to treat the majority of burn victims, pushing back against suggestions that patients must routinely seek care overseas.

Speaking Thursday at a press conference held at the Western Regional Health Authority’s Technical Office in Freeport, St James, Tufton said Jamaica treats burn injuries “almost every day” and manages more than 1,000 cases annually across its public facilities, including Cornwall Regional Hospital, Kingston Public Hospital, and the University Hospital of the West Indies.

His comments followed another public appeal this week for donations to airlift a burn victim to the United States for treatment. Tufton said while some severe cases may require overseas referral, local hospitals have demonstrated the capacity to stabilise and manage complex burn injuries.

“I’d like to dismiss the notion that Jamaica’s health system cannot treat burns, because we treat burns almost every day,” he said.

According to Tufton, the country’s public hospitals are staffed with skilled clinicians, including plastic surgeons and multidisciplinary teams, who provide care ranging from emergency stabilisation to reconstructive surgery. He emphasised that decisions about overseas referrals are based on clinical judgement.

“This approach ensures that resources are used efficiently while prioritising patient outcomes,” he said.

Jamaica does not currently have a dedicated specialised burn unit, a gap that Tufton acknowledged. Establishing such a facility would require specialised infrastructure, equipment and personnel, along with significant financial investment.

“The limitations to establish a specialised burn unit are a function of the availability of the specialised personnel, and of course, the availability of the specialised infrastructure,” Tufton said. He also questioned whether the frequency of severe burn cases would justify the long-term operational costs compared to overseas referrals.

Previous efforts to develop a burn unit have involved partnerships between The University of the West Indies and corporate entities, including Petrojam. However, Tufton said funding to date has been insufficient.

“The challenge is that Petrojam… contributed a very small fraction of what is required to establish a burn unit. I don’t think it was five per cent of what the overall cost was,” he said, adding that public enthusiasm around the initiative outpaced the actual financial commitment.

In late 2023, the estimated cost to construct a modern burn care facility at UHWI was put at approximately $260 million. Tufton said little progress has been made since the initial donation.

He also addressed what he described as perceptions that the Government is reluctant to support overseas treatment for burn victims.

“It does position the Government as lacking compassion as it relates to trying to save a life and that’s not so. The Government, when necessary, weighs in on these issues and provides support,” he said, noting that compassionate grants are sometimes provided to patients requiring treatment abroad.

Tufton maintained that public appeals for overseas care should not create the impression that Jamaica lacks the capacity to manage burn injuries.

The issue resurfaced recently after a dispute in Westmoreland left a woman severely burned at a gas station. Thirty-year-old pump attendant Collate Swaby, of Old Road in Whithorn, has been charged with assault occasioning bodily harm and aggravated assault in connection with the incident. She appeared in the Whithorn Court on Thursday, was granted bail in the sum of $350,000, and is scheduled to return to court on April 16.

“Climate change is already transforming where and how our people live, threatening livelihoods, food security, and the very land beneath our feet,” Pinder noted, urging collective global action to address its human rights implications. He called for renewed commitment to a rules‑based international order that protects smaller nations.

Pinder also addressed concerns over “unilateral and coercive” practices affecting small states and reaffirmed the government’s support for a transparent global tax cooperation framework grounded in equal participation.

The Attorney General highlighted ongoing regional challenges, describing the situation in Haiti as “of profound concern” and expressing The Bahamas’ support for international efforts focused on institutional strengthening and civilian protections there.

Pinder concluded by affirming The Bahamas’ vision for the UNHRC as “a lighthouse for the world — pointing us always toward the ports of justice, peace, and hope,” and stressing the importance of cooperation and adherence to international norms as the global community navigates complex geopolitical waters.

The official UNSC election for the 2032–33 term is expected in 2031, and The Bahamas’ bid aligns with broader regional efforts by Caribbean and other small states to increase their influence in global governance.

Bermuda’s Kimberley Durrant elected Chair of UK Overseas Territories Association

The Government of Bermuda has announced that Kimberley Durrant, UK Representative and Director of the Bermuda London Office, has been elected Chair of the United Kingdom Overseas Territories Association (UKOTA), marking a significant milestone for Bermuda’s representation in the UK.

In accordance with the Association’s constitution, the Premier of Bermuda, Hon. E. David Burt, JP, MP, will serve as President of the Political Council, providing leadership on the political side while Durrant oversees the association’s executive activities.

UKOTA, established in 1993, serves as the official advocacy bloc and unified voice of the UK’s inhabited Overseas Territories. The Association plays a pivotal role in shaping policy, coordinating Territory interests, and strengthening relationships with the UK Government, Parliament, and the international diplomatic community. Over the past three decades, UKOTA has enabled Territory governments to present a coordinated front on issues such as trade, financial services, climate resilience, and citizens’ rights.

Premier Burt praised Durrant’s election, noting that her leadership reflects Bermuda’s diplomatic professionalism and longstanding engagement on behalf of the Territories. “Congratulations to Ms. Durrant on her appointment as Chair of UKOTA. Guyana Health Ministry expands eye care vouchers to all citizens

All citizens in Guyana can now access eye care support under the Ministry of Health’s expanded healthcare voucher programme, following the signing of a Memorandum of Understanding (MOU) with 67 private healthcare providers on Thursday.

The expansion removes previous age restrictions that limited the service to persons 18 years and younger and those 50 years and older. Minister of Health, Dr. Frank Anthony, said anyone requiring an eye test can now receive one through the programme and, if needed, obtain spectacles.

Eye care vouchers include an eye test voucher valued at $2,000 and a spectacles voucher worth $15,000. Beneficiaries must cover any costs exceeding the voucher value. Other vouchers in the programme include Universal Health and Cervical Cancer screening vouchers.

Thursday’s MOU signing marks the third consecutive year of the initiative. In 2025, 326,868 vouchers were used, reflecting strong public demand for accessible healthcare. Through the eye care programme, roughly 1,200 persons with cataracts received treatment.

The cervical cancer screening voucher, valued at $8,000, has supported HPV testing for 20,000 women over the past two years, with a 19% positivity rate. Dr. Anthony urged participation to double to 40,000 women by the end of the year.

Universal health vouchers, valued at $10,000, are available for both children and adults. In total, 13,000 children and 91,000 adults benefited, with women making up 64% of adult users. The minister encouraged more men to access the service.

The programme also supports chronic disease monitoring: about 37,000 persons received HbA1c testing, with nearly 8,000 showing elevated levels. Dr. Anthony said the data allows the ministry to track health trends by region, locality, and gender, strengthening preventative care.

While the programme continues to grow, challenges remain in hinterland communities. Dr. Anthony urged private providers to conduct outreach to ensure equitable access and announced plans to consider adding abdominal ultrasound services in the future.

US cuts work, dependent, and visitor visas for Dominica and Antigua to 3 months

The U.S. Department of State has updated its visa reciprocity schedules for citizens of Dominica and Antigua and Barbuda, drastically shortening the validity and entry privileges of key work and dependent visas previously issued with long-term terms.

Under the updated schedule, several work, dependent, and visitor visa categories for both countries — including H‑1B, H‑1C, H‑2R, H‑3, H‑4 (work and dependent visas), as well as B‑1, B‑2, and B‑1/B‑2 (business and tourist visas) — will now generally be issued with just a three‑month validity period and a single entry into the United States.

Previously, some of these visas could be issued with multi‑year validity, sometimes up to 10 years, allowing holders to enter the U.S. multiple times without reapplying. The new change significantly shortens both the length of the visa and the flexibility for multiple entries.

Under the new terms:

  • Reciprocity Fee: None — applicants do not pay an extra issuance fee beyond the standard visa application charge.

  • Number of Entries: One — the visa holder may use the visa to enter the U.S. only once.

  • Validity Period: Three months from issuance — the visa must be used within that timeframe, though length of stay once admitted is set by U.S. Customs and Border Protection (CBP) and not by the visa itself.

These updates come amid broader U.S. scrutiny of citizenship‑by‑investment (CBI) programs in the Eastern Caribbean, including those operated by Dominica and Antigua and Barbuda, which grant citizenship in exchange for investment. Caribbean CBI programs have drawn international attention over the past several years, with critics arguing that some variants lacked residency requirements and comprehensive vetting, potentially creating security and identity verification concerns.

Earlier in 2026, the U.S. expanded travel and entry restrictions toward several countries, citing national security and public charge concerns. As part of that effort, additional requirements and limitations — such as higher financial bonds for Antigua and Barbuda and Dominica passport holders applying for certain visas — have also been introduced.

Antigua and Barbuda’s government acknowledged the evolving visa environment and announced efforts to “align” its biometric systems with U.S. requirements within a 90‑day window to improve predictability for applicants.

These changes represent a major reversal from the longer‑term, multiple‑entry U.S. visa access that Dominicans and Antiguans were previously accustomed to.

Travelers who already hold valid visas issued under the older terms can continue to use them for entry, but new applicants may see more limited validity and must plan accordingly.

Applicants from Dominica and Antigua and Barbuda should check the U.S. State Department’s official website for the full list of affected visa categories and detailed requirements.

‘Shake It to the Max (Fly)’ remix earns gold certification

One year after its U.S. digital release, the “Shake It to the Max (Fly)” remix by Moliy, Silent Addy, Skillibeng and Shenseea has been certified gold by the Recording Industry Association of America (RIAA).

The certification, issued February 23, recognizes more than 500,000 units in combined sales and streaming-equivalent units in the United States.

The remix — which blends Ghanaian and Jamaican influences — marked a major commercial breakthrough for the quartet. It peaked at No. 44 on the Billboard Hot 100, topped Billboard’s Rhythmic Top 40 Airplay chart and secured the No. 1 spot on the U.S. Afrobeats Songs chart, becoming a career-first leader on that tally for all four artists.

Originally released on February 21, 2025, the remix gained momentum after sparking a viral TikTok dance challenge that propelled it onto international charts. Outside the United States, the track peaked at No. 12 on the UK Singles Chart and has been certified gold in the United Kingdom for 400,000 units. It also earned gold certification in New Zealand (15,000 units) and Greece, and reached platinum status in France for the equivalent of 200,000 units in sales and streams.

The RIAA gold plaque marks the second such honor for Moliy, Skillibeng and Shenseea. Moliy previously earned gold — and later platinum — for “Sad Girlz Luv Money” alongside Amaarae. Skillibeng secured his gold certification through the Tyla and Gunna collaboration “Jump,” while Shenseea achieved the milestone for her contribution to Kanye West’s “Pure Souls.” For producer Silent Addy, who co-produced the track with Disco Neil as Bashment Sound, this is his first RIAA certification.

Despite the song’s placement on the U.S. Afrobeats chart, Silent Addy has described the record as fundamentally dancehall.

“It’s dancehall, but with some new vibes and new energy behind it,” he said in a previous interview. “At the end of the day, the core of it is dancehall.”

With chart success spanning North America and Europe, “Shake It to the Max (Fly)” has become Moliy’s highest-charting single in multiple territories, including the United States, Canada, the United Kingdom, Germany, Austria, New Zealand and Switzerland, cementing its status as one of the most globally resonant Caribbean-Afrobeats crossovers of the past year.

 

Miami Police Chief Manny Morales to retire in October after 32 years

Miami Police Chief Manny Morales announced Thursday that he will retire in October, ending a 32-year career with the Miami Police Department, including the last four years as the city’s top law enforcement officer.

“Thirty-two magnificent years doing something that I consider to be the honor of a lifetime to be serving my community as a police officer, the last four of them as the chief of police,” Morales said. “I am ready to enjoy all that comes with a peaceful retirement. When I reflect back on these 32 years, I really want to thank the men and women of the Miami Police Department.”

Morales pointed to what he described as a “historic drop” in homicides, aggravated assaults and property crime during his tenure as chief.

“It has been an absolute honor to part of this organization in this beautiful city,” he said.

Miami City Manager James Reyes told commissioners that Morales’ successor will be appointed three months before his retirement to allow for a transition period.

Commissioner Miguel Gabela pressed Reyes for details about the selection process.

“Is there going to be a search? We kind of left it vague on what we are actually doing and how it is going to be done,” Gabela said.

Reyes reiterated that a new chief would be named ahead of Morales’ departure.

“We will name a new police chief prior to the transition beginning three months prior to Chief Morales’ retirement,” Reyes said. “So three months prior you will know who the successor and then we will start the transition in order to ensure continuity of service to the community.”

Reyes clarified during the meeting that the selection timeline is intended to ensure a smooth changing of the guard and maintain continuity in leadership within the department.

 

Col. Nichole Anderson out as Broward Sheriff’s Office undersheriff

Col. Nichole Anderson, who made history in 2019 as the first African American woman to serve as undersheriff at the Broward Sheriff’s Office, is no longer second in command following a leadership shake-up announced by Sheriff Gregory Tony.

Anderson, a 30-year law enforcement veteran, had been appointed to the No. 2 post in 2019 in what Tony at the time described as an “unprecedented” decision for the agency and Broward County.

During a promotional ceremony on Thursday in Davie, Tony reflected on the significance of the undersheriff role.

“The undersheriff rank is the senior ranking promotion that one could aspire, the next level perhaps would be to earn an election from the people of this community,” Tony said. “The undersheriff position affords a tremendous amount of responsibility and burden as he is in this new role.”

Tony’s reference to “he” signaled a change in leadership. Since 2019, Anderson had served as the agency’s second in command.

At the time of her appointment, Anderson said, “I am a proud member of the Broward Sheriff’s Office and a lifelong resident of Broward County.”

Tony announced her promotion in 2019, stating: “Today is another unprecedented day in the history of Broward County and the history of this agency — the counsel I was provided and the recommendation that came from command staff was the decision I was going to make and the new undersheriff of this agency will be Col. Nicole Anderson.”

Anderson was hired by BSO on Sept. 16, 1996. This September would have marked 30 years with the agency.

The leadership change comes as the sheriff navigates renewed contract negotiations with the City of Pompano Beach over whether it will remain under BSO’s policing services or establish its own municipal police department.

Last fall, Pompano Beach commissioned a study to compare costs after the sheriff submitted a 2026 contract proposal that would increase the city’s expenses by more than $6 million, according to city officials. The city is currently operating under a one-year contract extension with BSO.

The situation mirrors past disputes. Increased costs and contentious negotiations previously led Deerfield Beach to withdraw from BSO and create its own police department.

Florida House passes elections bill requiring citizenship verification

The Florida House of Representatives on Wednesday passed House Bill 991, a measure that would make significant changes to the state’s election laws, including new citizenship verification requirements and revisions to accepted forms of voter identification.

The bill passed 83–31 along party lines, with Republicans in support and Democrats opposed.

Florida law already requires U.S. citizenship to vote. House Bill 991 would add a new layer of verification by requiring election officials to confirm the citizenship status of registered voters.

Under the proposal, citizenship checks would largely rely on cross-referencing voter registration records with data from the Florida Department of Highway Safety and Motor Vehicles. Sponsors cited a 2025 state report identifying 198 “likely noncitizens” who illegally registered and/or voted in Florida.

The legislation does not create a new citizenship requirement but establishes additional procedures to verify compliance with existing law.

A similar provision is included in Senate Bill 1334. Before either measure can be sent to Gov. Ron DeSantis, the House and Senate would need to reconcile differences between the two bills before the scheduled March 13 adjournment of the legislative session.

Changes to accepted voter identification

Florida already requires voters to present identification at the polls, most commonly a driver’s license or state-issued ID card.

House Bill 991 would narrow the list of acceptable alternative IDs. If enacted, the following forms of identification would no longer be accepted for voting:

  • Student identification cards, including those issued by state colleges and universities

  • Debit or credit cards

  • Identification issued by retirement centers

  • Neighborhood association IDs

  • Public assistance identification cards

The bill does not eliminate the requirement to show ID but reduces the range of documents that can be used by voters who do not have a driver’s license or state-issued ID.

In addition to voter eligibility and identification changes, House Bill 991 includes provisions to revise the state’s election recount procedures in close races. The measure would also require audits of all elections.

Specific details on how recount thresholds would change were not adopted through amendments; Democratic proposals to modify the bill were rejected.

During debate, lawmakers considered — but ultimately rejected — an amendment that would have prohibited firearms inside polling places, within the 150-foot no-solicitation zone surrounding polling sites, and at mail ballot drop-off locations.

The amendment did not receive enough support to be added to the bill.

World 100m champion Oblique Seville and World silver medalist Christopher Taylor were at the center of an electrifying celebration last weekend as the Calabar Alumni Association Florida Chapter staged its annual Green-and-Black Ness: Day Experience.

The two Calabar High School standouts were welcomed by members of the Green and Black Army and the wider Jamaican diaspora in a weekend that blended athletic achievement with school pride and national celebration.

Festivities began Friday evening with an exclusive meet-and-greet attended by former Calabar athletes, sponsors and invited guests. The gathering was hosted by alumni chapter president Karl Thompson, the board of directors, and Jamaica’s Consul General to Miami, Oliver Mair. Guests enjoyed cocktails and hors d’oeuvres as anticipation built for the weekend’s honorees. A McLaren supercar on display served as a fitting symbol of speed — a nod to Seville’s victory at the World Athletics Championships in Tokyo and Taylor’s continued presence among the sport’s elite.

Saturday’s Day Experience at Markham Park drew hundreds of alumni, families and track-and-field supporters. The event featured authentic Jamaican cuisine, music, giveaways and prizes, reinforcing the cultural bonds that connect the diaspora to home.

A key highlight was the presentation of the inaugural Lion Heart Award to Seville, recognizing his discipline, resilience and achievement on the global stage. Taylor received the Lion Paw Award for his accomplishments and for the pride he continues to bring to Calabar and Jamaica. Both awards were sponsored by Victoria Mutual VM Building Society–Florida Representative Office.

In accepting his award, Seville recounted the buildup to the World Championship 100m final, sharing details of his mental preparation and execution. The crowd roared when he repeated the line that has since echoed across the track and field community: “Put Respect Pon Mi Name.”

Both athletes expressed gratitude for the outpouring of support.

“We are truly humbled by the warmth and love shown to us this weekend,” Seville and Taylor said in similar remarks. “Calabar shaped who we are, and we are happy to do our part to support Calabar Alumni Florida’s fundraising efforts and the continued development of the next generation.”

Jamaica’s Ambassador to the United States, His Excellency Antony Anderson, also conveyed support in written remarks, stating that Seville’s world title reflects “the strong athletic tradition of Calabar High School and the broader excellence associated with Jamaica,” and noting that investment in schools is critical to shaping future leadership.

Thompson described the weekend as a powerful affirmation of heritage and purpose.
