Jamaica’s Information minister encourages Caribbean countries to invest in bolstering government communication

Jamaica’s Minister without Portfolio in the Office of the Prime Minister with responsibility for Information, Hon. Robert Morgan, has emphasized the need for Caribbean nations to enhance government communication frameworks and improve public access to information.

During his speech at the World Press Freedom Day gala in Georgetown, Guyana, Minister Morgan underscored the importance of developing robust government communication systems. 

He advocated for a proactive approach to disseminating government information to both the public and traditional media outlets.

Enhancing public media infrastructure

Minister Morgan stressed that while government media operations are not driven by profit motives, they play a crucial role in delivering value to citizens. 

He argued for significant investments to be made in public media infrastructure to support public service broadcasting.

Adapting to the digital age

With the rapid evolution of the digital landscape, Minister Morgan highlighted the necessity for governments to devise diverse communication strategies tailored to various digital platforms, ensuring effective reach and engagement with the populace.

The role of access to information

Referencing the UNESCO 2021 Report on Public Access to Information, Minister Morgan pointed out that access to information is essential for empowering citizens, promoting government accountability, and encouraging active participation in governance.

Transparency in government operations

In the Jamaican context, he illustrated how the weekly post-Cabinet press briefings serve as a platform for journalists to inquire about a broad spectrum of issues. 

These briefings are broadcast across multiple platforms to maximize their accessibility.

Additionally, he mentioned the Access to Information legislation that facilitates journalists’ requests for information on various topics, further promoting transparency.

Advocating for a transparent information ecosystem

Minister Morgan called for the establishment of a transparent information ecosystem within the Caribbean region. 

He asserted that such an environment should respect the rights of civil society, media organizations, and the general public to access information.

Furthermore, Minister Morgan remarked that the most powerful antidote to dishonesty is transparency. 

He advocated for governments to operate openly, communicate clearly, and provide the public with as much information as possible to foster an atmosphere of trust and accountability.
