The Belize Ministry of Human Development, Family Support, and Gender Affairs has reaffirmed its zero-tolerance policy on corporal punishment and all forms of violence against children, following an alleged incident involving a staff member at a state-run facility.
The Ministry said it was made aware on July 15 of a report that an officer at the New Beginnings Youth Development Centre had used violence against a minor. In response, the child was immediately taken for medical evaluation, and the matter was referred to the Hattieville Police Station the following day, where the minor gave an official statement. The child’s family was promptly informed and is expected to provide feedback to guide the next steps in the criminal investigation.
While police pursue the case, the Ministry has implemented internal disciplinary actions. The accused employee was placed on immediate leave and barred from returning to the Centre. Administrative procedures for the staff member’s termination were initiated on July 16.
The Ministry said the incident underscores the importance of ongoing reforms at the New Beginnings Youth Development Centre, which is currently overhauling its policies, procedures, and rehabilitative services with the support of international partners. These reforms are intended to strengthen protections for children and align with the Ministry’s commitment to uphold the rights, dignity, and safety of all minors in state care.
