In a historic milestone for Saint Lucia and the wider OECS region, Nigerian President His Excellency Bola Ahmed Tinubu was welcomed at a Special Joint Sitting of Saint Lucia’s Senate and House of Assembly, hosted at Sandals Grande on Monday.
The session marked the first-ever address by a Nigerian Head of State to the island’s Parliament and signaled a significant deepening of Africa-Caribbean relations.
The landmark event drew a broad cross-section of regional and national leaders, including OECS Heads of Government, members of the diplomatic corps, private sector executives, civil society groups, clergy, and representatives of the Nigerian diaspora in Saint Lucia.
Prime Minister Hon. Philip J. Pierre, who hosted the joint sitting, emphasized the historical and cultural ties between the two nations. “Saint Lucia and Nigeria share a common strength in the quality and resilience of our people,” Pierre said, underscoring the enduring bonds shaped by shared African heritage. Reflecting on the significance of the moment, he added, “Your visit here today is coming exactly 27 years after the visit of Nelson Mandela. And 27 years is exactly the length of time Mandela spent in prison. So today is really a day of freedom and celebration.”
President Tinubu, addressing lawmakers for the first time in the Caribbean, framed his visit as part of “Nigeria’s renewed commitment to re-engage with these enduring ties,” affirming that Nigeria’s foreign policy remains “unapologetically Afrocentric.” He reaffirmed his country’s support for Pan-African advocacy and the African Union’s engagement with the Caribbean.
Both leaders outlined a framework for strengthened bilateral cooperation across multiple sectors:

Education: President Tinubu pledged full tuition scholarships for OECS students studying in Nigeria, particularly in maritime and scientific disciplines.

Climate Resilience and Agriculture: Proposals were made for joint research and collaboration on adaptation strategies, sustainable agriculture, and food security.

Culture and Tourism: Prime Minister Pierre encouraged deeper cultural exchanges and called for the creation of a direct air link between the Caribbean and Nigeria to facilitate tourism and business.

Healthcare: An Agreement of Technical Manpower Assistance is expected to be signed, enabling Nigerian medical professionals to serve in Saint Lucia under Nigeria’s Technical Aid Corps.

Banking and Renewable Energy: Opportunities for Nigerian firms to invest in Saint Lucia’s digital and renewable energy infrastructure were also discussed.
President Tinubu further proposed a visa-waiver arrangement for OECS diplomats and officials and called for the establishment of a formal Joint Commission to oversee cooperation efforts. Quoting Pan-African icon Marcus Garvey, he remarked, “If you want to go fast, go alone. If you want to go far, go together.”
Prime Minister Pierre closed the session with a call for deeper ties: “May your visit mark the beginning of a new era of deep friendship, cooperation, and shared success.”
The leaders are expected to advance these discussions further at the upcoming Africa-CARICOM Summit in Addis Ababa this September.
