The United Nations Refugee Agency (UNHCR) has announced the closure of its National Office in Trinidad and Tobago, effective August 31, 2025. The decision, the agency says, is due to significant global funding reductions affecting humanitarian and development operations worldwide.
“This means that while needs are still great, there is less money available to support everyone,” the agency noted in a public FAQ. “This has caused financial uncertainty and global, regional, and local budget restrictions.”
In light of the closure, UNHCR has launched an official Q&A section to address questions and concerns, especially as rumors and misinformation circulate. The agency emphasized that refugees and asylum seekers can continue to access support through its partners: La Casita Hispanic Cultural Centre and the Caribbean Centre for Human Rights (CCHR).
Refugees will still be protected under international law, including protection from refoulement—being returned to a country where they face danger—and from detention solely for seeking asylum. Trinidad and Tobago, a signatory to the 1951 Refugee Convention, is expected to uphold these protections. In cases of detention or risk of refoulement, individuals can contact CCHR for free legal representation.
UNHCR’s Multi-Country Office in Panama will monitor the protection environment in Trinidad and Tobago and provide remote support. A minimal staff presence will remain on the ground to support partner organizations and advocacy efforts for a national asylum system.
La Casita will continue to offer community-based services including support for survivors of gender-based violence, limited daycare and education, and counseling. CCHR will remain the primary legal partner, handling matters such as deportation orders and custody issues.
The agency confirmed that neither it nor its partners are currently offering assistance with basic needs like food or shelter. People are encouraged to visit the UNHCR Help webpage at help.unhcr.org/trinidadandtobago for updated service information.
UNHCR also warned against fraudulent actors claiming to be staff and offering services in exchange for money or favors. Individuals are urged to verify all information through official channels and report misconduct to inspector@unhcr.org.
The Community Outreach Member (COM) network will continue to operate until August 15, 2025, and remains a trusted source for accurate updates during this transitional period. After August 31, inquiries can be directed to ttopo@unhcr.org, which will be monitored by the regional office in Panama.
