Broward Supervisor of Elections appoints new logistics director

The Broward County Supervisor of Elections Office has announced the appointment of Gavin Chapman as its new Logistics Director, bringing a wealth of military and private-sector experience to the role at a critical time for election operations in South Florida.

Chapman steps into the position following the retirement of longtime Logistics Director Dozel Spencer, who served the office with distinction for two decades. With more than nine years of expertise in logistics, supply chain management, and operations, Chapman is expected to build upon the strong foundation left by his predecessor.

“We are excited to welcome Mr. Chapman to our leadership team,” said Joe Scott, Broward County Supervisor of Elections. “He brings a wealth of strategic expertise and leadership that will help us strengthen our logistics infrastructure and continue delivering trusted, secure, and efficient election services to the voters of Broward County.”

Chapman’s professional journey includes significant roles in both military and civilian logistics. A graduate of the United States Military Academy at West Point, he served eight years as a U.S. Army logistics officer, including two overseas deployments to the Middle East and Europe. He later transitioned to the private sector, where he held key leadership roles at Parkland Corporation, overseeing personnel, refining inventory systems, and improving operational efficiency.

Currently pursuing an executive MBA at Fordham University, Chapman combines strategic academic training with hands-on logistics experience. His biography on the Supervisor of Elections website notes his passion for community improvement through education and innovation, and his commitment to timely, secure delivery of election machines and materials across the county.

“I am honored to join the Broward County Supervisor of Elections team,” said Chapman. “This office plays a critical role in upholding democracy, and I’m excited to contribute my skills to support that mission and build on the foundation laid by those before me.”

A resident of South Florida and boxing enthusiast, Chapman says he is confident in his ability to serve Broward’s more than one million voters. Under his leadership, the logistics team will continue to maintain the election fleet and safeguard all election materials at the Supervisor of Elections Headquarters.
