U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) officers, in coordination with U.S. Marshals Service deputies, arrested a Jamaican fugitive in Philadelphia on December 17.
The suspect, Jeovann Anthony Forde, 23, is wanted in Jamaica for murder and remains in ERO custody pending his removal to his home country.
Forde was apprehended during a targeted enforcement operation without incident. “Forde’s arrest should send a clear message to anyone who attempts to flee prosecution in their home country that you will be caught, and you will be returned to face justice,” said Acting ERO Philadelphia Field Office Director Brian McShane. “This arrest marks the fourth foreign fugitive our officers have apprehended in the last two weeks, highlighting their tireless commitment to protecting the homeland.”
Forde first came to the attention of U.S. authorities on July 18, 2022, when U.S. Customs and Border Protection officers encountered him in San Ysidro, California. He was released the following day under the Alternatives to Detention SmartLink program, but his participation was terminated on June 27, 2023, for failing to comply with program requirements. Subsequently, an immigration judge ordered Forde removed in absentia on July 24, 2023. Jamaican authorities issued a warrant for his arrest on May 24, 2024, for murder.
ERO, a division of ICE, is responsible for domestic immigration enforcement. Its mission includes the arrest and removal of individuals who threaten public safety and violate U.S. immigration laws. ERO focuses on interior enforcement operations, managing detained and non-detained populations, and repatriating noncitizens with final removal orders.
