Minister Chang reports steady decline in severe violence in Jamaica

In a recent statement, Jamaica’s Minister of National Security, Hon. Dr. Horace Chang, heralded a significant decrease in severe violence across the region since November 2023.

Addressing the 2024/25 Sectoral Debate in the House of Representatives on Tuesday (May 14), Dr. Chang highlighted key statistics reflecting a notable shift in crime dynamics.

Homicide rates drop by 24 per cent

Dr. Chang revealed a noteworthy decline in homicide rates, indicating a 24 percent reduction for the six-month period spanning November 2023 to April 2024 compared to the preceding six months. 

This downturn signals a promising trend in the ongoing battle against violent crime.

Gang warfare subsides islandwide

Citing insights from police assessments, Dr. Chang emphasized a marked decrease in gang-related conflicts, particularly those rooted in territorial disputes. 

The Minister underscored a significant reduction in the number of active gangs nationwide, attributing this decline to intensified law enforcement efforts.

Reduction in active gangs

At the onset of 2024, there were 244 documented active gangs. However, recent figures indicate a substantial decrease, with only 106 active gangs identified thus far in the year. 

Dr. Chang pointed out that this reduction in gang prevalence has been accompanied by notable achievements in law enforcement, including successful convictions in several high-profile gang trials.

Crackdown on contract killing syndicates

Highlighting the government’s proactive stance against organized crime, Dr. Chang revealed interventions targeting contract-killing syndicates.

Acknowledging persisting challenges, Dr. Chang conceded that while progress has been made, the homicide rate remains a concern, particularly in instances of drive-by shootings. 

Despite this, he expressed optimism, noting a 15 per cent decrease in murder rates for the current year, following an eight percent reduction in the preceding year.

Legislative support for law enforcement

Dr. Chang advocated for the utilization of robust legislative measures, such as states of public emergency, as essential tools in augmenting law enforcement capabilities. 

He emphasized the potential of such measures to avert loss of life and underscored their importance in complementing ongoing efforts to enhance the capacity of law enforcement agencies.
