Strengthening law enforcement: Guyana and the US forge new partnership
In a significant development aimed at enhancing law enforcement capabilities, Guyana’s Minister of Home Affairs, Robeson Benn, alongside United States Ambassador Nicole Theriot, signed a Memorandum of Understanding (MOU) on Monday.
The agreement invites the expertise of the New York City Police Department (NYPD) to collaborate with the Guyana Police Force (GPF) on capacity building initiatives.
Strategic enhancement of policing in Guyana
Under the MOU, the NYPD will assist the GPF in realizing its Strategic Management Plan for 2022-2026.
This initiative seeks to augment the effectiveness and professionalism of policing across Guyana, responding to modern challenges in law enforcement with enhanced strategic approaches.
A leap forward in crime fighting capabilities
Minister Benn highlighted the historic nature of the agreement, emphasizing its potential to broaden the GPF’s abilities to tackle crime comprehensively.
He pointed out the current gaps in the GPF’s information gathering techniques, which are crucial for meeting the contemporary demands of effective policing.
The collaboration with the NYPD is expected to significantly advance the GPF’s operational capabilities, propelling them towards meeting complex crime-fighting objectives.
Collaborative framework and international learning
The partnership will also facilitate meetings between the NYPD delegation and key Guyanese stakeholders in government and civil society.
The focus will be on creating a comprehensive framework for cooperation that encompasses various aspects of capacity building.

Ambassador Theriot reaffirmed the U.S. Government’s commitment to supporting Guyana’s developmental goals.
The collaborative effort will include specialized training in critical areas such as homicide, gender-based violence investigations, and community policing strategies.
This initiative is part of the broader Caribbean Basin Security Initiative, through which the U.S. intends to strengthen its partnership with Guyana, addressing shared security challenges and supporting efforts to create a more inclusive, transparent, and efficient criminal justice system.
