Shaw gets the chance but Mahmutovic wins the duel
City's opportunity to draw level arrived in the second half after Bayern goalkeeper Ena Mahmutovic brought down Aoba Fujino inside the area.
The referee pointed to the spot, presenting Shaw with the chance to erase Bayern's advantage.
Instead, Mahmutovic emerged as the hero.
Shaw struck the penalty with power, but the Bayern goalkeeper produced an outstanding save to preserve the home side's lead.
For long stretches, that intervention appeared destined to be the difference.
Wamser strikes late to complete the escape
Bayern could not hold on.
With only four minutes remaining, Wamser delivered City's final response, cutting a low effort beyond Mahmutovic for her first goal since joining the club.
The late equalizer completed City's recovery from 2-0 down and ensured they left Germany with a point, despite Shaw's missed opportunity from the penalty spot.
City now turn their attention to their next Champions League assignment, with Real Madrid due at their home ground on October 1.
