This two-day event, held at the World Bank Headquarters in Washington, D.C., brought together key stakeholders to discuss ways to enhance health financing across the Caribbean region.
Regional collaboration for enhanced health systems
Participants included officials from the health and finance ministries of several Caribbean nations such as the Bahamas, Barbados, Belize, Dominica, Grenada, Jamaica, Saint Lucia, and Saint Vincent and the Grenadines.
The forum served as a platform for these representatives to engage in meaningful discussions and share insights on improving health financing mechanisms.
Addressing challenges in health financing
Dr. Rhonda Sealey-Thomas, the Assistant Director of PAHO, underscored the leadership of the Caribbean in Primary Health Care.
She elaborated on the challenges of maintaining sustainable health financing, which include reliance on the global tourism market, the rising threat of climate change-induced disasters, and vulnerability to external economic fluctuations.
Dr. Sealey-Thomas emphasized that the region faces significant hurdles with low public health spending at just 3.6 per cent of GDP and high out-of-pocket expenses constituting nearly 31 per cent of current health expenditures, often leading to financial distress for families.
Pathways to resilient health systems
The forum covered a broad spectrum of topics, including the advancement of health financing reforms and strategies to reverse the declining financial protection associated with Universal Health Coverage (UHC).
Discussions also focused on learning from existing health insurance models, and methods for better mobilizing, pooling, and allocating resources essential for financing UHC.
Enhancing data utilization and financial protections
The closing remarks by Mary Lou Valdez, the Deputy Director of PAHO, highlighted the critical need for improved data production and analysis to help identify individuals facing financial barriers to health services.
Valdez stressed the importance of understanding the factors driving out-of-pocket expenditures that contribute to financial hardships faced by many in the Caribbean.
Translating dialogue into action
A major outcome of the forum was the unanimous recognition of the urgent need for enhanced data generation, capacity building in health financing, and the exchange of experiences to foster the development of effective health financing policies.
These efforts are aimed at supporting the overarching goal of achieving universal health coverage and establishing resilient, primary health care-based health systems throughout the Caribbean.
