At the recent University of Technology (UTech), Western Jamaica Campus Business Conference held at Sandals Montego Bay in St. James on April 11, Hon. Dr. Horace Chang, Minister of National Security, delivered news regarding the island’s traffic ticketing system.
Dr. Chang expressed satisfaction with the performance of the new digitized system, highlighting an increase in tickets issued by the police compared to the same period last year.
Boost in ticketing activity
Dr. Chang revealed that since the beginning of this year, law enforcement has been proactive in ticket issuance, surpassing the numbers recorded during the corresponding timeframe in the previous year.
This surge in ticketing activity, according to the Minister, underscores the dedication of the police force to its responsibilities and is anticipated to contribute to the reduction of road accidents.
Efficiency through digitization
The implementation of the end-to-end digitized ticketing system, which went live in February of the previous year, has streamlined the process of issuing tickets.
Utilizing handheld devices, officers can promptly generate tickets, ensuring immediate accessibility of information to pertinent stakeholders.
Moreover, motorists benefit from receiving both a physical ticket and an electronic copy via email.
The introduction of the Traffic Ticket Web lookup portal further empowers motorists by allowing them to track the status of their tickets, access records, and prepare for legal proceedings.
Towards a digital police force
Dr. Chang emphasized the government’s commitment to modernizing law enforcement through digitization, with the aim of enhancing efficiency and user experience for both officers and the public.
The Minister highlighted that Jamaica's progress in this area has garnered attention regionally, serving as an inspiration for other police forces to embrace digital solutions.
Comprehensive digitization efforts
Beyond the ticketing system, Jamaica’s police force has embarked on a comprehensive digitization journey. The implementation of the Station Records Management System in 2022 marks a significant milestone in this endeavor, enabling electronic recording of reports, complaints, and administrative entries.
This transition from manual entry systems, represented by the traditional ‘big books,’ enhances the accuracy and accessibility of critical information.
Showcase of success
Dr. Chang commended the effective implementation of digitization efforts at the recently opened Hopewell Police Station in Hanover, citing it as a prime example of the system’s benefits in the western region.

The UTech Western Jamaica Campus Business Conference, organized by the 2023-2024 Seminar Group, centered around the theme ‘Digital Transformation and Workforce Readiness.’
