CARICOM moves to accelerate reparations campaign

At the closing media conference of the 50th Regular Meeting of the Conference of CARICOM Heads of Government, CARICOM Chair and St Kitts and Nevis Prime Minister Terrance M. Drew reaffirmed the region’s commitment to reparatory justice.

Drew announced that Heads of Government have tasked the Prime Ministerial Subcommittee on Reparations with reviewing the revised CARICOM Ten-Point Plan for Reparations and advising on priority actions ahead of major international engagements, including the Commonwealth Heads of Government Meeting in Antigua and Barbuda this November and other strategic forums in 2026.

The Ten-Point Plan, first endorsed by leaders in July 2014, remains the central framework guiding the region’s engagement with European nations on the issue of reparations. Developed by the CARICOM Reparations Commission under the leadership of Professor Sir Hilary Beckles, the plan outlines proposals aimed at addressing the historical consequences of enslavement and colonialism in the Caribbean.

In November 2025, the Commission undertook a high-level mission to the United Kingdom, where it strengthened partnerships and launched a joint programme focused on public education and engagement. Regional leaders said the visit marked a significant step in advancing the reparations agenda internationally.

Drew said CARICOM will continue to press the issue on the global stage, signalling that reparatory justice remains a priority for the Community as it deepens advocacy efforts across multiple international platforms.
