Grenada’s Citizenship by Investment (CBI) authorities have suspended local agent Reef View Enterprises Ltd. following a three-month investigation into serious breaches of its obligations under the programme.
According to a 6 June news release from the Investment Migration Agency (IMA), the suspension took effect the same day and remains in place “until further notice.” The action was taken under Section 4(6) of the Citizenship by Investment Act, 2013, which allows the Minister to revoke or suspend a license if an agent’s conduct or capacity falls below required standards.
“This action was taken following the Committee’s review of serious breaches of the agent’s obligations, including the alleged misappropriation of investor funds and other conduct deemed detrimental to the integrity of the Programme,” the release stated. “In the interest of preserving the integrity, transparency, and proper administration of the CBI Programme,” Reef View Enterprises is no longer authorised to submit applications or represent clients.
The IMA confirmed that all active and pending applications previously handled by Reef View Enterprises are now under review. “Going forward, the designated Marketing Agent for each file will be contacted directly regarding the next steps for file transition, investor communication, and continued processing under the Programme.”
Reef View Enterprises, headed by Colin Bishop, describes itself as “Grenada’s premier licensed CBI local agent providing bespoke immigration support to businesses and private clients.” Its LinkedIn page states it has served over 3,000 clients since 2020.
The IMA urged all stakeholders to cease any CBI-related engagements with the company effective immediately. “We urge all Marketing Agents, developers, and service providers to refrain from engaging with Reef View Enterprises Ltd. in any CBI-related matters effective immediately,” the statement read.
The company’s suspension comes just days after a separate media report alleged that the agent had defrauded some applicants and sent unsolicited emails to others. Reef View Enterprises also claims to offer CBI-related services in other Caribbean territories, as well as Vanuatu and Turkey.
It is the second company to be suspended for 2025. The first was Singapore Heng Sheng (Grenada) Development Pte. Ltd.
