Over the past five years, the Jamaica Constabulary Force (JCF) has embarked on a series of technological initiatives that have significantly enhanced the operational efficiency of the organization.
These projects are part of a broader effort to modernize and streamline the functions of the police force through cutting-edge technology.
Strategic establishment of the technology branch
A major step in this transformation was the creation of the Technology Branch within the JCF.
This division, led by an Assistant Commissioner of Police, is specifically tasked with overseeing the technological overhaul of the force.
This initiative is conducted in close collaboration with the Ministry of National Security, which spearheads major projects, ensuring a cohesive and centralized approach to technological integration.
Comprehensive communication infrastructure overhaul
During the 2024/25 Sectoral Debate, Portfolio Minister Hon. Dr. Horace Chang outlined significant advancements in the JCF’s communication systems.
These improvements include the expansion and upgrade of the P25 Radio Communication Network, which now provides comprehensive islandwide radio coverage.
Additionally, the JCF’s Microwave Network has been expanded and enhanced, and network connectivity has been established across all police facilities through various modalities such as GovNet and satellite links, ensuring robust and seamless communication capabilities throughout the island.
Digital transformation and automation
The JCF is also shifting from traditional methods to digital systems. This transition includes the replacement of manual police books and diaries with advanced digital systems like the Station Records Management and Case Management Systems.
Moreover, the introduction of handheld electronic ticketing devices has modernized the process of issuing traffic tickets, making it more efficient and visible.
Advanced tracking and resource management
Dr. Chang highlighted the implementation of the Amber Connect Fleet Management System for tracking and monitoring police vehicles.
This is complemented by the adoption of an Enterprise Resource Planning System (ERPS), which supports comprehensive asset management, requisitioning, and budgeting processes, ensuring that investments in infrastructure and equipment are effectively managed.
Enhancements in field operations and Surveillance
The police force’s capability in the field has been boosted by the introduction of the smart check application, which allows officers to access crucial information in real-time via their mobile devices.
Enhancements in emergency response have been achieved through an upgraded Computer-Aided Dispatch (CAD) System, and the capture of biometric data is now more sophisticated with the upgraded Multimodal Biometric Identification System (MBIS).
Expansion of CCTV surveillance
Under the JamaicaEye Programme, the surveillance network across the island has been significantly expanded.
Currently, over 900 cameras are integrated across various locations, and an additional 550 cameras are slated for installation within the year.
Dr. Chang projects the installation of approximately 3,000 more cameras over the next three financial years, funded through the Consolidated Fund and partnerships.
