In his address to the House of Representatives on Tuesday (March 26), Minister of Finance and the Public Service, Dr. the Hon. Nigel Clarke, outlined the government’s initiative to introduce a Reverse Income Tax Credit provision.
This provision, he emphasized, is aimed at supporting the mass of working citizens who make essential contributions to the Jamaican economy through consistent statutory deductions.
Targeting low-income earners
Clarke underscored that the primary beneficiaries of this initiative would be individuals earning below the income tax threshold, particularly those earning close to the minimum wage.
Citing statistics, he noted that approximately 570,000 Jamaicans earned less than $3 million in 2023 and contributed to the system through Education Tax, National Housing Trust (NHT), and National Insurance Scheme (NIS) statutory deductions.
Inclusive eligibility criteria
Eligibility for the Reverse Income Tax Credit extends to anyone regularized before the end of the fiscal year.
Clarke highlighted that around 450,000 individuals earned less than $1.5 million and contributed to the system through similar deductions.
Among these contributors are a diverse array of workers, including security guards, room attendants, factory floor workers, cooks, waitresses, office attendants, messengers, janitors, drivers, sanitation workers, street cleaners, and maintenance staff.
Leveraging economic stability for the working class
The Finance Minister emphasized the government’s commitment to leveraging economic stability for the benefit of hard-working Jamaicans.
By directing a substantial benefit of $11.4 billion to individuals at the lower end of the income spectrum, including those earning at or slightly above the minimum wage, the initiative aims to provide tangible support to those who contribute through NIS, NHT, and Education Tax deductions.
Broad-based impact
Clarke highlighted the broad-based impact of the initiative, emphasizing that when the income tax threshold is increased, everyone above the threshold benefits, including those significantly above it.
He elaborated that every registered taxpayer earning $3 million or less will receive a reverse tax credit of $20,000, facilitating ease of access through an online platform designed to ensure security and efficiency.
