Aruba, however, refused to surrender. Walter Bennett pulled one back in the 14th minute, and Carlito Fermina completed the comeback in the 50th to level the contest and set up a tense finish.
With the match approaching its conclusion, Satchell found the decisive goal four minutes before the end of regulation time, restoring Antigua's lead and securing the three points needed to advance.
Both teams finished Group B with nine points, but Antigua claimed first place with a goal difference of plus eight, compared with Aruba's plus three.
Saint Martin unleashes six-goal assault
Saint Martin secured the Group C top spot in emphatic fashion, dismantling the Bahamas 6-0 behind a hat-trick from Axel Raga.
Raga led the charge as Saint Martin overwhelmed their opponents, with Pierre-Bertrand Arne, Mattéo Makhabe, and Jordan Alexandre also finding the net to complete the comprehensive victory.
The result lifted Saint Martin to nine points and first place in the group. The United States Virgin Islands also finished on nine points but settled for second place.
Montserrat completes unbeaten campaign
Montserrat delivered another commanding performance, defeating Turks and Caicos 4-1 to finish Group A with a perfect record of four victories from four matches.
Lyle Taylor set the tone with two first-half goals, giving Montserrat a strong platform before Tyrone Baker and Ashley Boatswain added to the tally.
Billy Forbes scored the lone goal for Turks and Caicos, but Montserrat's advantage remained unassailable as they secured the maximum 12 points available.
The victory confirmed Montserrat as Group A winners and capped an impressive campaign that sent them into the next phase of the Nations League alongside Antigua and Barbuda and Saint Martin.
All three nations will now advance to the League C Championship and the League A+C Play-In, keeping their respective Concacaf campaigns alive.
