Saint Lucia has received a score of 91 out of 100 in the 2026 edition of Freedom House’s Freedom in the World report, maintaining its classification as a “Free” country while continuing to face challenges related to governance and civil liberties.

The annual assessment evaluates political rights and civil liberties, including freedom of expression, the rule of law, and individual rights. Saint Lucia’s overall score reflects relatively strong democratic institutions and competitive elections.

According to the report, the country has long experienced peaceful transfers of power between rival political parties and is regarded as a functioning parliamentary democracy.

However, Freedom House also highlighted persistent concerns, including government corruption, weak transparency mechanisms, allegations of police brutality, and perceptions of impunity in cases of abuse. The report further noted ongoing discrimination against LGBT+ people as a civil rights issue.

Saint Lucia recorded a Political Rights score of 38 out of 40 and a Civil Liberties score of 53 out of 60, unchanged from the previous year. Its status remains “Free” under Freedom House’s classification system.

The organisation’s methodology assesses countries on a combined scale of 0–100, with higher scores indicating stronger adherence to democratic norms and civil liberties protections.

In its broader policy recommendations accompanying the 2026 report, Freedom House called for stronger coordination among democratic governments, renewed investment in democracy support, and greater engagement with younger generations.

It argued that democratic resilience increasingly depends on international cooperation among countries committed to the rule of law and accountable governance, and warned that younger citizens are becoming disillusioned not with democracy itself, but with how institutions are delivering on it.

The report also encouraged expanded support for civil society and independent media, describing such efforts as cost-effective tools for strengthening democratic systems and countering authoritarian trends globally.
