New initiative offers Broward seniors free high-efficiency toilet installations

Eligible senior residents in Broward County, Florida, now have an opportunity to receive free high-efficiency toilet installations through a new initiative launched by the Broward Water Partnership (BWP) in collaboration with the Minority Builders Coalition’s “Home Touch” program.

The Each Home Counts Water Savers Program aims to help seniors upgrade to water-saving toilets without the expense of installation, enhancing water conservation efforts in the community while supporting senior citizens in maintaining their homes.

The program builds on BWP’s $125 Toilet Rebate Program, covering both the cost of a new, water-efficient toilet and installation for eligible seniors. This dual support enables seniors to save on water bills and reduce their environmental impact without facing a financial barrier.

“This partnership offers senior citizens the opportunity to lower their utility bills, reduce their environmental impact, and contribute to a more sustainable Broward County,” said Monica Pognon, Director of Broward County’s Natural Resources Division. “We’re excited to reach our senior community with these resources, promoting the importance of water conservation.”

The initiative is part of BWP's broader Conservation Pays program and the "Each Drop Counts" awareness campaign, both of which emphasize sustainable water usage. In addition, it aligns with the Minority Builders Coalition’s “Home Touch” program, which addresses the unique challenges that low-income and minority seniors often face in maintaining safe and functional homes. According to Brian C. Johnson, President & CEO of the Minority Builders Coalition, "Home repairs can be a significant burden for seniors with limited incomes, disabilities, or little family support. Our team is here to help ensure that our elders can stay safe and comfortable in their homes."

Eligible seniors can apply for the Each Home Counts Water Savers Program in six steps:


  1. Register at ConservationPays.com/WaterSavers.

  2. Confirm community participation by entering an address on the service area map.

  3. Check the current toilet’s water usage—rebates are available for toilets using 1.6 gallons per flush or more.

  4. Complete the application. Once approved, seniors will receive an email with instructions to purchase a new, WaterSense®-certified toilet.

  5. Upon approval, the Minority Builders Coalition will schedule a free installation.

  6. File the rebate documentation to receive a $125 rebate.


The initiative is expected to make a meaningful impact on water conservation in Broward County while addressing the home maintenance needs of its senior residents.
