Haiti electoral council reports progress as voter registration surpasses 628,000

The figure represents more than 10 percent of the potential electorate, defined by the CEP as citizens holding a National Identification Card, two months after voter registration began.
The CEP said in an update dated Sept. 21 that 1,285 Registration and Polling Centers (CIVs) were operational nationwide. Several departments had more than 95 percent of their centers functioning, including Grand’Anse with 117 centers, Southeast with 132, South with 168, Nippes with 105 and Northeast with 104.
In the West Department, 148 centers were receiving voters daily to complete registration for the electoral roll.
The Southeast, Grand’Anse and Nippes departments recorded the highest registration rates, at 16 percent, 15 percent and 14.5 percent of their voting-age populations, respectively.
Voter registration operations began in stages on July 20 and 21 in nine departments and on July 30 in the West Department. The process is continuing across the country.
Candidate registration underway
The CEP has also completed the registration of political parties and groups, followed by a public draw assigning campaign numbers to approved political entities.
The electoral body said 30 authorized political entities — 18 political parties and 12 political groupings — have submitted lists of their members, adherents or supporters through the candidate registration platform.
As of Sept. 21, the platform had recorded seven presidential candidacies, 162 Senate candidacies, 419 Chamber of Deputies candidacies, 162 municipal council candidacies, 180 CASEC candidacies and 89 ASEC candidacies.
The online registration and submission of candidate documents, which began Aug. 20, will remain open until Oct. 9.
Electoral preparations continue
The CEP is also recruiting and training temporary personnel needed to conduct the elections.
So far, the council said it has recruited and trained 2,853 Electoral Registry Agents (ADRE) and 4,643 Electoral Security Agents (ASE).
The electoral institution also completed a series of training sessions on electoral disputes on Sept. 17. More than 1,000 electoral law commissioners and electoral judges from nine departments participated in the training.
The CEP said the measures are part of its ongoing efforts to put the electoral machinery in place ahead of the upcoming elections.
