Barbados Cabinet and Parliamentarians to be sworn in Monday

The Barbados government will hold the swearing-in ceremony for new Members of Cabinet and Parliament on Monday, February 16, at CARIFESTA House, Waterford, St. Michael.

The ceremony is set to begin at 10:00 a.m., with officials taking their Oaths of Office before the President, His Excellency Lieutenant Colonel The Most Honourable Jeffrey Bostic.

Prime Minister Mia Amor Mottley and Attorney General Wilfred Abrahams were already sworn in last Thursday during a brief ceremony at State House. They took the Oath of Office in the presence of President Bostic, family members and other specially invited guests.

The Barbados Police Service has advised that traffic in the surrounding areas will be fluid between 6:00 a.m. and noon. Motorists are encouraged to use alternate routes to avoid delays. Those travelling from Hothersal Turning, Lears, and nearby areas toward Bridgetown are advised to use the ABC Highway via The Belle and access the My Lord’s Hill exit rather than Waterford Bottom, unless they have specific business in the area.

Combermere School will remain open, with parents and guardians able to drop off children as usual. Police officers will be stationed at key points to assist with traffic flow and guide motorists. The Barbados Police Service and government have apologised for any inconvenience caused by these temporary traffic adjustments.

ECCB reappoints Timothy Antoine as governor for five-year term

The Eastern Caribbean Central Bank (ECCB) has reappointed Grenadian economist Timothy N.J. Antoine as governor for a new five-year term effective February 1, following a meeting of the bank’s Monetary Council on Friday.

In a statement issued after the one-day meeting, the council said the decision reflects the importance of leadership continuity as the region pursues policies to maintain stability and secure long-term growth, diversification and resilience.

“The Council underscored the importance of leadership continuity at a time when the region must pursue bold and coordinated policy action to maintain stability and secure durable growth, diversification and resilience,” the statement said.

Antoine, a development practitioner by training, previously served 22 years with the Government of Grenada, most of that time as permanent secretary in the Ministry of Finance. He became the third governor of the ECCB on February 1, 2016.

Over the years, he has contributed to regional development through service on several boards and committees, including the ECCU Technical Core Committee on Insurance and the Caribbean Development Bank. He has also served as a director of the Caribbean Catastrophe Risk Insurance Facility and advised the executive director for Canada, Ireland and the Caribbean at the World Bank Group.

Antoine currently chairs the Eastern Caribbean Home Mortgage Bank and the Eastern Caribbean Securities Exchange.

The ECCB serves as the central bank for eight member states and territories of the Eastern Caribbean Currency Union, including Antigua and Barbuda, Dominica, Grenada, St. Lucia, St. Kitts and Nevis, and St. Vincent and the Grenadines.

The University of Guyana on Friday formally installed Sir Ronald Sanders as its 11th chancellor during a ceremony at the George Walcott Lecture Theatre on its Turkeyen campus.

Sir Ronald was welcomed with tributes highlighting his decades-long career in diplomacy, academia and public policy, as well as his advocacy for regional integration and the interests of small states in global affairs. Attendees included Irfaan Ali, Prime Minister Mark Phillips, Education Minister Sonia Parag, Public Service Minister Zulfikar Ally and Vice-Chancellor Paloma Mohamed-Martin, along with regional officials.

In his inaugural address, Sanders stressed that free education must not be mistaken for lower standards, urging continued investment in quality higher education. “National expectations have risen, global competition has shortened, in such moments a country’s future is not secured by resources alone, it is secured by what its people know, how quickly they learn and how effectively they apply knowledge,” he said.

He also praised the university’s expansion into virtual learning, describing digital education as an equalising force in a geographically dispersed country, and called for sustained investment from government and the private sector to maintain quality and growth.

President Ali, speaking at the ceremony, said the university must convert research into innovation and practical national value, positioning higher education as central to Guyana’s long-term development.

“The nation requires a national university of strength and stature, one that will supply the continuity of highly trained and skilled graduates across every discipline to propel and sustain our development,” the president said.

UNDP, Australia fund new solar energy centres for hurricane-hit fishing communities in Jamaica

The United Nations Development Programme (UNDP) has announced a new JMD$9.2 million partnership with the Australia to establish three additional solar energy centres in fishing communities impacted by Hurricane Melissa in Jamaica.

The initiative builds on two solar-powered community centres delivered last week to Parottee and Galleon Beach in St. Elizabeth. When completed, the number of solar energy centres supported by UNDP will rise to five, with more planned for other fishing villages affected by the storm.

UNDP Resident Representative Kishan Khoday said the agency intends to replicate and scale similar climate-smart solutions across vulnerable communities. Speaking at handover ceremonies in Parottee and Galleon Beach on Friday, he said the systems demonstrate how clean energy can support recovery and strengthen resilience.

“Though modest in scale, these systems send a strong message: clean energy can support livelihoods, strengthen food security, and help communities recover stronger than before,” Khoday stated, adding that the project reflects UNDP’s focus on rebuilding in ways that reduce future risk and support sustainable development.

More than 300 fishers who lost their livelihoods to Hurricane Melissa are already benefiting from the two completed centres, which provide cold storage to preserve catch, Starlink internet access and charging stations powered entirely by solar energy. The facilities serve about 250 fishers in Parottee and 50 in Galleon and are equipped with photovoltaic panels generating 5,600 watts of energy, lithium battery storage, internet connectivity and chest freezers. Two boat engines were also handed over for shared use among fishers in Galleon.

Donated by UNDP in partnership with the National Fisheries Authority and the Jamaica 4H Foundation under the Jamaica Resilient Recovery Initiative (JARRI), the centres provide clean, affordable energy at no cost to fishing communities and address post-harvest losses caused by prolonged power outages after the hurricane.

Minister of Agriculture, Fisheries and Mining Floyd Green welcomed the initiative and called for model mobile solar-powered centres to be installed in fishing villages across the island to support livelihoods and strengthen food security. He said rebuilding livelihoods is central to restoring hurricane-impacted communities and requires strong partnerships.

Minister of State Franklin Witter described the solar centres as critical in reducing post-harvest losses while the power grid remains out of service in some areas, adding that the facilities will help build long-term resilience as climate risks intensify.

National Fisheries Authority Chief Executive Officer Gavin Bellamy said the solar facilities represent another step toward recovery and long-term resilience for affected fishing communities, noting that the authority continues to provide immediate relief such as replacement supplies and assistance with licensing and registration.

The solar-powered solutions form part of UNDP’s broader Jamaica Resilient Recovery Initiative, which also includes livelihoods recovery, home repair advisory services and resilient community planning.

The number of children recruited and used by armed groups in Haiti has surged by an estimated 200 per cent in 2025, highlighting a growing reliance on the exploitation of minors amid ongoing violence, the UNICEF said.

UNICEF said the situation for children in the country remains critical, with more than 1.4 million people internally displaced — over half of them children — facing overlapping crises including armed violence, natural disasters and extreme poverty. These conditions have fueled the expansion of armed groups and increased forced recruitment of children.

“Children’s rights are non-negotiable,” said UNICEF Executive Director Catherine Russell. “Every child must be protected. And every child recruited or used by armed groups must be released and supported so they can heal, return to learning, and rebuild their future.”

UNICEF noted that recruitment and use of children by armed groups is a grave violation of their rights and a breach of international law. Children recruited into armed groups face heightened risks of injury or death in combat, sexual and physical abuse, psychological trauma, arbitrary detention and loss of access to education.

Many children in Haiti are forced to join armed groups to help support their families or after receiving threats to themselves or loved ones. Others are recruited after being separated from their families and turn to armed groups for survival or protection.

Since the signing of the Handover Protocol in January 2024, UNICEF and child protection partners have verified and supported more than 500 children associated with armed groups through specialized protection and reintegration services across the country.

Working alongside Haitian government ministries and civil society groups, UNICEF said it is providing psychosocial support, education assistance, family tracing and reunification services, and reintegration support through initiatives such as the PREJEUNES programme, which aims to help at-risk youth avoid recruitment and assist those leaving armed groups.

UNICEF is urging national authorities and international partners to strengthen child protection systems, expand access to essential services and support underfunded programmes assisting children and families affected by violence.

“Children associated with armed groups must not be treated as perpetrators,” Russell said. “They must receive appropriate reintegration services and be protected from additional risks, stigma, or retaliation.”

Prime Minister Mia Mottley says her new administration will introduce legislation governing how lawmakers cross the floor following general elections, after her Barbados Labour Party (BLP) secured another landslide victory in Barbados.

Mottley, whose party won Wednesday’s general election by a 30-nil margin — matching the results of the two previous polls — said the proposed anti-defection measure will be among priority items once her new Cabinet is sworn in on Monday.

She noted that after each of the last two elections, successful BLP candidates crossed the floor to become opposition leaders. Addressing the issue, Mottley said her parliamentary party agreed during a meeting Thursday to move quickly on new legislation.

“When her parliamentary party met on Thursday to ratify her position as prime minister, ‘we also agreed as a parliamentary party that one of the first bills that we will introduce into this Parliament is what we would call anti-defection legislation for persons crossing the floor.’”

The prime minister said the proposal came from party members who argued that elected representatives who leave the platform on which they were elected should return to voters for validation.

“If you are prepared to break, whether voluntarily or by whatever means, that you should go back to the polls and allow people to be able to validate your decision,” Mottley said, while acknowledging that the Barbadian constitution does not formally recognize political parties.

She said, however, that voters cast ballots based on party affiliation, policies and manifestos.

“The de facto reality is that people run on a political party ticket and people are accepted not only in their own individual right, but also as the representative of this party, its programmes, its policies, its manifesto,” she said.

Mottley added that candidates reinforce this commitment by signing the party manifesto and pledging to be bound by its contents.

The prime minister also said her government will again offer additional Senate appointments to the party receiving the second-highest number of votes, calling on the Democratic Labour Party (DLP) to participate.

“I did it once, I did it twice, and I will do it three times. It is up to the Democratic Labour Party again. I trust and pray that they will do what the country expects of them to be able to appoint two persons,” Mottley said.

She added that the government is prepared to act early to facilitate those appointments within the current constitutional framework.

It said maintaining public trust requires judges to remain outside the political arena at all times.

Under the resolution, all judges at every level of the court system are required to refrain from political participation and avoid any behavior, statement or action that could undermine their duty of impartiality or harm the image and dignity of the judiciary. The CSPJ also warned that any failure to comply with these obligations will subject magistrates to disciplinary sanctions in accordance with applicable laws.

The measure was finalized in Pétion-Ville and signed by CSPJ President Jean-Joseph Lebrun, Vice-President Barthélemy Alténor and council members Carves Jean, Noé Pierre-Louis Massillon, Wando Saint-Villier, Lionel Constant Bourgoin, Erode Bazile and Jude Thimogène.
