Miami to dissolve Bayfront Park Management Trust in 2026

Major changes are coming to one of Miami’s signature public spaces. On Thursday afternoon, city commissioners voted to dissolve the Bayfront Park Management Trust, effective January 1, 2026, following months of tension and questions surrounding the facility’s operations.

The move marks the end of an era for the Trust, which has overseen the downtown park’s management for decades. The decision comes amid ongoing scrutiny and an active audit into the Trust’s finances and operations during the tenure of Commissioner Joe Carollo, who chaired the board for approximately seven years.

While Carollo has defended his leadership, arguing that Bayfront Park has generated millions of dollars in revenue for the city under his watch, some of his colleagues have raised concerns about possible mismanagement of funds.

In a shift earlier this year, Commissioner Miguel Gabela replaced Carollo as chair of the Trust. Gabela confirmed that an audit is underway to examine how the park was run during Carollo’s leadership.

The vote to abolish the Trust passed with support from Commissioners Ralph Rosado, Damian Pardo, and Gabela. Carollo cast the lone dissenting vote. During the meeting, tensions flared between Carollo and Gabela, with both exchanging heated words and personal barbs—an increasingly frequent dynamic in City Hall debates.

In the lead-up to the Trust’s dissolution, city officials say they will solicit input from residents and community stakeholders to determine the most effective future management structure for Bayfront Park.
