The Caribbean Community (CARICOM) has extended warm congratulations to the Government and people of the Commonwealth of Dominica as the island nation celebrates its 47th Anniversary of Independence. In her official message, CARICOM Secretary-General Dr. Carla Barnett applauded Dominica for its steadfast commitment to national progress and to the broader goal of regional unity.
Dr. Barnett, writing to Prime Minister Roosevelt Skerrit, highlighted what she described as Dominica’s “consistent and focused efforts” toward achieving its development objectives and promoting sustainable growth. She said the 2025 implementation of full freedom of movement within the region marks a historic turning point in Caribbean integration and reflects Dominica’s leadership on this issue.
“Consistent with your responsibility for Labour (including Intra-Community Movement of Skills) in the CARICOM Quasi-Cabinet, Dominica has demonstrated great leadership in moving to implement full freedom of movement as of 1 October 2025,” Dr. Barnett stated. “This undertaking stands as an historic milestone in the achievement of our collective goal of integration.”
The Secretary-General also underscored the significance of this year’s Independence theme, “47 Years of Progress and Purpose,” noting that it aptly captures the spirit of determination and resilience that has defined Dominica’s journey since gaining independence in 1978. She commended the government and people for maintaining a clear vision of national development despite challenges ranging from natural disasters to global economic pressures.
“Dominica continues to be a model of perseverance in the face of adversity,” Dr. Barnett noted. “The nation’s efforts to strengthen its economy, promote sustainability, and foster human development are truly commendable. These are not only achievements for Dominica but also serve as inspiration for the wider Caribbean family.”
Dr. Barnett further lauded Dominica’s contributions to CARICOM’s integration agenda, particularly in areas of labour mobility, regional cooperation, and social protection. She said the island’s dedication to advancing the Intra-Community Movement of Skills has strengthened opportunities for Caribbean citizens and reinforced the vision of a single, cohesive Caribbean space.
“As Dominica continues to play a vital role in the regional integration movement, the Community celebrates your progress and values your partnership,” she added.
Concluding her message, the Secretary-General extended best wishes to the Government and people of Dominica for continued success.
“Prime Minister, as your nation celebrates this anniversary of its Independence, I extend best wishes to the Government and People of the Commonwealth of Dominica for continued progress, peace, and prosperity,” she said.
Dominica officially gained independence from Britain on November 3, 1978, and has since positioned itself as one of the region’s most vocal advocates for climate resilience, sustainable development, and regional cooperation. This year’s celebration marks not only 47 years of nationhood but also renewed efforts to deepen Dominica’s role within the Caribbean Community.
