Antigua and Barbuda has taken a major step toward strengthening bilateral relations with China, as Senior Minister Sir Molwyn Joseph led a high-level ministerial delegation on a strategic visit to the cities of Shanghai and Hangzhou.
The delegation, which included Minister of Agriculture, Fisheries, and the Blue Economy Anthony Smith Jr., Minister of Creative Industries and Innovation Darryl Matthew, and Senator Clement Antonio, engaged in a series of high-level meetings with senior Chinese government and business leaders to expand cooperation across several key sectors.
Discussions focused on deepening collaboration in health, agriculture, fisheries, the blue economy, education, and innovation — with both sides reaffirming their commitment to sustainable development and mutual prosperity.
Health, Agriculture, and Climate Resilience
Sir Molwyn, who also oversees the health, wellness, and environment portfolio, emphasized Antigua and Barbuda’s intent to modernize its public health infrastructure and boost climate-resilient agricultural development. Talks included potential partnerships for hospital upgrades and smart health technologies, as well as strategies to bolster food security and farming systems vulnerable to climate change.
Blue Economy and Sustainable Fisheries
With marine resources playing a critical role in the country’s economic future, the delegation explored cooperative models for sustainable fisheries management and marine conservation. Chinese officials expressed support for joint ventures that would help protect marine ecosystems while providing livelihoods for coastal communities.
Innovation, Education, and Creative Industries
Minister Darryl Matthew led productive sessions with Chinese tech firms and academic institutions, highlighting Antigua and Barbuda’s vision for digital transformation and innovation in the creative industries. Promising pathways for education technology, training exchanges, and cultural partnerships were discussed.

Senator Clement Antonio underscored the value of cultural diplomacy in strengthening long-term ties. Both parties expressed enthusiasm for expanding student exchanges, boosting tourism, and enhancing cooperation in the arts and culture sectors.
