Will Russians lose Grenada’s Caribbean passport gateway to US visas?

In a report last month by Business Insider, Grenada is identified as one of five Caribbean nations offering the opportunity to secure a “golden passport” through investment into the country.

The country’s Citizenship by Investment (CBI) initiative permits individuals to acquire citizenship through a $150,000 contribution to Grenada’s National Transformation Fund. 

Established to stimulate the national economy, this fund supports sectors such as tourism and agriculture. Alternatively, an investment of a minimum of $220,000 into real estate development also secures this benefit.

Soaring application numbers amid the Russia-Ukraine conflict

The program experienced a significant surge in applications following the 2022 Russia-Ukraine conflict, a development shared by Richard Hallam, one of the architects of the program, in an interview with Bloomberg. An unprecedented surge followed Russia’s first mass mobilization directive since World War II in September 2022.

The year 2022 saw a remarkable upswing in applications to the CBI program, recording 1,251 submissions, marking an increase of roughly 87 per cent from 2020. 

This upward trajectory continued into the first quarter of 2023 with 576 applications, a notable increase from the 164 applications lodged in Q1 of 2022, according to Grenada’s Ministry of Finance data.

The Business Insider report also mentions that Grenada, also known as the “Isle of Spice”, greeted 980 new citizens in Q1 2023, a substantial rise from the 391 welcomed during the same period in 2022.

Insider further states that the Grenadian passport’s allure likely stems from its visa-free access to over 100 countries, including the UK and all EU member states. This proves particularly attractive to affluent Russians seeking to avoid the conflict in Ukraine.

Grenada’s application process: A ticket to global mobility

Grenada’s application process, which allows for anonymity and requires “no interview, education, or management experience,” adds to the appeal. Additionally, no residency in Grenada is required before or after the granting of citizenship.

This process could also indicate an increasing number of Russians seeking to migrate to the US.

 As Grenadian citizens, individuals gain the right to apply for an E-2 visa. This nonimmigrant visa, valid for up to five years and indefinitely renewable, opens a pathway to the US, a route currently unavailable to Russians.

Irina Batrakova, the founder of Batrakova Law Office, previously told Insider that her firm predominantly fielded inquiries from Russians aiming to relocate to the US.

Grenada’s inconsistent stance on Russian participation

Grenada, however, has not maintained a consistent stance on allowing Russian nationals to participate in its program. Initially, it banned Russian nationals from applying following the eruption of the Ukraine conflict, as reported by Bloomberg. 

The ban was later rescinded in June 2022, only to be reportedly reimposed in April 2023.

While this new ban might slow the program’s application rate, Grenada’s attractive tax policies and the global mobility the passport confers are likely to maintain its appeal.
