The Caribbean Community (CARICOM) has deployed a ten-member Election Observation Mission (CEOM) to monitor Jamaica’s upcoming General Parliamentary Elections, set for September 3, 2025.
The mission follows an invitation from the Electoral Commission of Jamaica, which formally advised CARICOM of the polls in late July. Prime Minister Andrew Holness later confirmed the election date on August 10.
The CEOM is led by Chief of Mission Fern Narcis, Chief Elections Officer of the Elections and Boundaries Commission of Trinidad and Tobago. Observers have been drawn from across the region, including Antigua and Barbuda, The Bahamas, Grenada, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago. The delegation is being supported by officials from the CARICOM Secretariat.
Members of the Core Group arrived in Jamaica on August 27, with the rest of the team following on August 27 and 28. Since their arrival, the observers have met with Prime Minister Holness, Foreign Minister Kamina Johnson Smith, and other key stakeholders. They have also monitored aspects of the Advance Poll in Kingston.
In the coming days, the mission will continue engagements with opposition parties, the Electoral Commission, the Commissioner of Police, and civil society actors. On election day, observers will be stationed across the island to assess all aspects of the process, including the opening of polls, voting, ballot counting, and the tabulation of results.
CARICOM said its aim is to gather both qualitative and quantitative data to evaluate whether the elections meet standards of transparency, fairness, and adherence to democratic norms.
The mission is expected to release a preliminary statement shortly after election day, with a comprehensive final report to be submitted to CARICOM Secretary-General Dr. Carla Barnett.
“The CEOM looks forward to supporting the democratic processes of Jamaica and extends best wishes to the Jamaican people as they prepare to go to the polls with pride and unity,” the statement concluded.
