Minister with responsibility for telecommunications, Hon. Daryl Vaz, confirmed the development during his contribution to the 2025/26 Sectoral Debate in the House of Representatives on Tuesday.

“The people of Jamaica can expect a roll out of services soon,” Vaz announced.

Currently, Jamaica’s mobile telecom market is dominated by two providers — Digicel and Flow. The introduction of Rock Mobile is expected to inject fresh competition and improve connectivity, particularly in underserved areas.

“Everything that we do is to ensure that Jamaica is an active, agile participant in the digital era, proudly competitive and fully connected,” the minister said.

Vaz also acknowledged the high expectations surrounding Rock Mobile’s debut but stressed the importance of a thorough and strategic market entry.

“I look forward to the expansion of service and increased competition which the introduction of a new player into the telecommunications space promises. Therefore, I too would have liked to have seen this third provider already offering services to the Jamaican people, but am cognisant that in a strong and fiercely competitive market, such as Jamaica, getting it right at the outset is important if the objectives are to be achieved,” he said.

In a further update, Minister Vaz revealed that the financial backing for Rock Mobile is also nearing final approval.

“I had a meeting last week with the EU ambassador and the European banks and I was heartened that they could give me confirmation that a recommendation will go to the board of the bank for the funding of the third provider, Rock Mobile,” he shared. “This is the first time I’m able to stand in parliament and give assurance … I’m expecting to get a letter in short order.”
