Guyana Attorney General and Minister of Legal Affairs Mohabir Anil Nandlall, SC, has dismissed claims of political interference in the ongoing extradition case involving the Mohameds, insisting that the withdrawal of tax-related charges by the Guyana Revenue Authority (GRA) was a procedural requirement under Guyana’s extradition treaty—not a political decision.

Speaking with the Department of Public Information (DPI) on Friday, Nandlall said the issue has been “dominated and polluted” by misinformation, emphasizing that “it is an accepted and well-established principle of extradition law that domestic arrangements sometimes have to be adjusted to facilitate extradition.”

He explained that under the treaty’s terms, local charges could not proceed while an extradition request was active for the same or related offences. “All countries are required to do it. It is part of our treaty. The charges could not proceed here while an extradition request was active for the same or related offences,” Nandlall said.

The Attorney General further clarified that the GRA’s charges were criminal in nature, noting that “if a person goes to jail, the taxes are not recovered.” He said the government is pursuing other legal avenues to collect the outstanding sums. “An assessment of approximately $191 billion has been completed, and the law provides a path for recovery through civil means,” he added.

Politics “used as a shield”

Addressing allegations of political motivation, Nandlall rejected the claim outright. “The two subjects of the extradition request were not politicians when these things happened,” he said. “The offences charged are not political in any form or fashion. The political narrative came after the sanctions were issued, and one of the subjects entered politics. That was a deliberate choice, and now politics is being used as a shield.”

He stressed that the extradition request originated with the United States Government, not the Government of Guyana. “If political reasons are being advanced, they would have to be associated with the United States,” Nandlall said. “Let them say what political relationship exists there. It has nothing to do with the Government of Guyana.”

Prosecutors represent the U.S.

Nandlall also clarified that the prosecutors appearing in the case represent the Government of the United States, not Guyana. “That fact is not yet appreciated… The Jamaican attorneys who are in court are representing the interests of the U.S. Government. This is standard practice,” he said, citing the Marcus Bisram case as an example of reciprocal legal cooperation between the two countries.

He said the Government of Guyana’s role is to ensure the proceedings comply with treaty obligations, domestic laws, and constitutional safeguards.

Constitutional safeguards and due process

The Attorney General explained that extradition hearings are not criminal trials. “Extradition proceedings are not criminal trials. No one is being charged here for an offence in Guyana,” he said. “The Constitution expressly recognises extradition as a lawful exception under the right to liberty provisions. The process allows a person to be held pending surrender, not because they’ve been convicted, but because the law requires custody before extradition.”

He emphasized that the right to a fair trial and the presumption of innocence apply once an individual faces trial in the requesting country. “The trial, if it happens, will take place in the requesting country. That’s why this process exists—to determine whether the request meets the legal and treaty requirements,” he noted.

Calling the case “a routine legal mechanism, not a political spectacle,” Nandlall said the matter has only drawn attention because of those involved. “If this were an ordinary case, it would have gone through the courts quietly,” he said. “Because of who is involved, there’s heightened attention. But legally, this is a standard process, guided by law, treaties, and the principles of fairness and reciprocity.”

One new player has been handed a potential debut as Jamaica head coach Steve McClaren named his 26-man squad for the decisive Concacaf World Cup Qualifiers starting later this week.

Henry, 28, has been on the Jamaica Football Federation’s (JFF) radar for some time but has yet to acquire his Jamaican passport, which he must obtain before officially representing the Reggae Boyz. The player, born in Birmingham, England, to Jamaican parents, has made 88 Premier League appearances for Brentford and was previously capped twice for England at youth level.

McClaren said Henry’s attitude and recovery from two serious injuries over recent seasons impressed him as much as his defensive quality.

“Rico is a very good player, a Premier League player,” McClaren told reporters during Saturday’s presser. “He’s had bad injuries but fought back with real determination. That shows his mentality—and he plays with that same mentality. He’s fit, sharp, and has experience at the top level. I have no hesitation in bringing him in. He’s at the ideal age and can add to the squad.”

However, McClaren acknowledged that Henry is in a race against time to complete the necessary paperwork.

“The process is ongoing,” he confirmed. “He’s done everything required in London; the documents are all in place. He just needs to visit PICA, apply, sign, and pick up his passport the next day. We’re hoping to get that done before the Trinidad game.”

Should Henry not receive clearance in time for the November 13 clash against Trinidad and Tobago in Port of Spain, McClaren remains hopeful the defender will be available for the home encounter against Curaçao on November 18.

McClaren: ‘I trust them’

The coach admitted some frustration with Jamaica’s bureaucratic delays in processing passports for overseas-based players, noting how quickly other regional teams seem to finalize their paperwork.

“It’s something that has always been difficult,” he lamented. “Other countries seem to include players straight away, but for us, it takes longer. I probably ask for too much, but that’s my job—to fight to get the best players we can.”

McClaren’s mix of steadfast faith and pragmatic urgency reflects a man aware of both the weight of expectation and the promise of history. For him, the task is simple: finish the mission that began 18 months ago.

Final two hurdles

Jamaica will travel to Hasely Crawford Stadium in Port of Spain to face Trinidad and Tobago on November 13, before returning to Kingston’s National Stadium to host Curaçao five days later.

Miami-Dade Deputy fatally shot while responding to traffic crash

The Miami-Dade Sheriff’s Office is mourning the death of Deputy Devin Jaramillo, who was shot and killed in the line of duty on Friday afternoon.

According to the Sheriff’s Office, the incident occurred around 3:53 p.m. when deputies responded to reports of a deputy being shot. Investigators said Deputy Jaramillo had been responding to a traffic crash when he became involved in a physical altercation with a subject. During the struggle, the suspect shot Deputy Jaramillo, who later died from his injuries.

Miami-Dade Fire Rescue transported Jaramillo to HCA Kendall Hospital, where medical personnel and fellow deputies made efforts to save his life. He was pronounced dead at the hospital. The subject was pronounced dead at the scene.

“This is a devastating day for our MDSO family and the entire Miami-Dade community,” the Sheriff’s Office said in a statement. “Deputy Jaramillo served with honor, courage, and compassion. We extend our deepest condolences to his family, friends, and colleagues. His bravery and service will never be forgotten.”

The Miami-Dade Sheriff’s Office Homicide Bureau has taken over the investigation.

In a statement, North Miami Mayor Alix Desulme expressed condolences to the deputy’s family and colleagues, calling his death “a heartbreaking reminder of the risks our law enforcement officers face each day to keep us safe.”

“Deputy Jaramillo exemplified honor, bravery, and selfless commitment to protecting others,” Mayor Desulme said. “On behalf of the City of North Miami, I extend my deepest condolences to Deputy Jaramillo’s family, loved ones, and the entire Miami-Dade Sheriff’s Office. We stand with you in sorrow and gratitude, honoring his service and sacrifice. May Deputy Jaramillo’s legacy continue to inspire us all.”

Court temporarily halts USCIS Annual Asylum Fee implementation

The U.S. Citizenship and Immigration Services (USCIS) has paused the rollout of its new Annual Asylum Fee (AAF) following a federal court order issued last week.

On October 30, the U.S. District Court for the District of Maryland temporarily stayed the AAF implementation provisions outlined in USCIS’s July 22 notice, “USCIS Immigration Fees Required by HR-1 Reconciliation Bill.” The ruling came in response to a lawsuit filed by the Asylum Seeker Advocacy Project against USCIS and related federal agencies.

Under the now-paused policy, asylum applicants with pending Form I-589 applications during fiscal year 2025 would have been required to pay an annual fee. The measure also applied to individuals whose asylum cases remained pending for a year or more after filing. USCIS had begun issuing payment notices around October 1, 2025.

In a statement, the agency said it “strongly disagrees” with the court’s decision but will comply with the order pending further judicial review. It confirmed that all AAF notices have been suspended and that applicants who received them may disregard those instructions for now.

USCIS also clarified that it will not refund fees already paid and urged applicants to keep their receipts. Updated guidance on the AAF will be issued as the litigation continues.

DHS ends automatic extensions for US work permits

The Department of Homeland Security (DHS) has issued a new interim final rule ending the automatic extension of Employment Authorization Documents (EADs) for noncitizens who apply to renew their work permits in certain categories. The policy, effective October 30, 2025, is aimed at tightening screening and vetting processes to enhance public safety and national security.

Under the new rule, automatic extensions will no longer apply to renewal applicants, except in limited cases — such as extensions provided by law or through Federal Register notices related to Temporary Protected Status (TPS). DHS says the change will allow U.S. Citizenship and Immigration Services (USCIS) to conduct more frequent background checks and detect potential fraud or security risks.

“USCIS is placing a renewed emphasis on robust alien screening and vetting, eliminating policies the former administration implemented that prioritized aliens’ convenience ahead of Americans’ safety and security,” said USCIS Director Joseph Edlow. “Working in the United States is a privilege, not a right.”

The department emphasized that the rule is intended to ensure all employment authorizations are extended only after appropriate vetting is completed. Noncitizens are encouraged to file their renewal applications up to 180 days before their EAD expires to avoid gaps in work authorization.

The change does not affect any EADs automatically extended before October 30, 2025.

Jamaica declares National Days of Prayer as faith leaders unite

Jamaica’s Ministry of Culture has announced that National Days of Prayer will be observed on Saturday, November 15, and Sunday, November 16, as the nation continues to recover from the widespread devastation caused by Hurricane Melissa.

The announcement follows a high-level meeting between Culture Minister Olivia Grange and religious leaders, which led to the creation of a National Religious and Faith-based Hurricane Task Force. The new body will coordinate hurricane relief efforts and identify the needs of faith-based organisations and their members across the country.

The task force will be chaired by Dr. Bishop Herro Blair, President and Founder of the Deliverance Evangelistic Association Inc., and will work in collaboration with the Office of Disaster Preparedness and Emergency Management (ODPEM).

Minister Grange said the observance will include an Hour of Lament, providing a moment for national mourning and reflection. “It will be a time to acknowledge the lives lost, the devastation endured, and the resilience of our people,” she said.

The initiative brings together a wide cross-section of Jamaica’s faith community, including the Jamaica Umbrella Group of Churches (JUGC) — which represents the Jamaica Council of Churches, Jamaica Association of Full Gospel Churches, Jamaica Pentecostal Union (Apostolic), Independent Churches of Jamaica, Jamaica Evangelical Alliance, Jamaica Union of Seventh-day Adventists, and the Church of God in Jamaica. They will be joined by representatives of the Revival Churches, Mansions of Rastafari, Ethiopian Orthodox Church, Seventh-day Adventists, and the United Congregation of Israelites.

Grange noted that the task force has already begun coordinating support requests from individuals and groups, particularly in the five hardest-hit parishes — St. Elizabeth, Westmoreland, Hanover, St. Ann, and St. James — and aligning them with ODPEM and the Ministry of Labour and Social Security for efficient distribution.

In addition to spiritual mobilization, the Ministry of Culture, through the Jamaica Cultural Development Commission (JCDC), will spearhead national fundraising initiatives, including an “I Love Jamaica” Telethon and Concert Series, featuring a special gospel concert to aid recovery efforts.

Grange emphasized that all requests for relief from religious and faith-based organisations will be channelled through her ministry to ensure transparency and proper coordination. “This is a moment for unity, compassion, and collective action,” she said. “Together, we will pray, rebuild, and restore hope.”

Jaundy Martin returns as St. Vincent and the Grenadines Attorney General

The distinction celebrates a lifetime of groundbreaking work in medicine, business, and community development — achievements that have made Dr. Moise one of the most respected figures in South Florida’s Haitian and broader Black professional communities.

Hosted at the Tower Club in Fort Lauderdale, the elegant brunch brought together leaders from across industries and continents to recognize 100 of the most accomplished Black professionals shaping the global landscape. Yet, it was Dr. Moise’s journey — from his Haitian roots to becoming a pioneering physician and advocate — that captured the heart of the event.

In accepting the award, Dr. Moise spoke of resilience, mentorship, and legacy. “This honor isn’t mine alone,” he said. “It belongs to every young person who dreams big, to every immigrant family who sacrifices, and to every member of our community striving to make a difference.” His message resonated deeply with attendees, many of whom praised his commitment to mentorship and his dedication to expanding healthcare access for underserved populations.

Oliver Samuels’ new play to aid Jamaica’s hurricane relief

The American premiere of Di Prodigal Pickney, the latest stage comedy from Jamaican theatre legend Oliver Samuels, will double as a fundraiser for hurricane relief efforts following the devastation caused by Hurricane Melissa.

The production — written, directed by, and starring Samuels — will tour the New York Tri-State area across two weekends, beginning Friday, November 14, in Bridgeport, Connecticut. Performances will follow in Brooklyn, New York (November 15); East Orange, New Jersey (November 16); Jamaica, Queens (November 21); Hartford, Connecticut (November 22); and the Bronx (November 23). The final show will take place on December 7 in Beltsville, Maryland.

Part proceeds from the tour will benefit the Jamaica Organization of New Jersey, which is leading hurricane relief fundraising efforts, and the Westwood High School Alumnae Chapter in New York. The decision came after Hurricane Melissa, a Category 5 storm, caused widespread destruction in western Jamaica on October 28.

“We had been eagerly anticipating Oliver’s return to the Tri-State area for months,” said Patrick M. Reid, the New Jersey-based producer of the U.S. tour. “But once we saw the havoc wreaked by Hurricane Melissa, we knew we had to act. We’re proud to channel part of the proceeds toward helping those affected.”

Reid noted that Westwood High School’s campus was particularly hard hit. The school’s nearly completed medical clinic was severely damaged, alongside its auditorium, classrooms, and dormitories. “They were already slated to receive proceeds from the production, but now their need is even greater,” he added. “We’re hoping audiences will turn out in large numbers to support both causes — and enjoy a truly funny, family-friendly play.”

Set in Jamaica, Di Prodigal Pickney reimagines the biblical parable of the Prodigal Son with a comedic twist. Starring Samuels alongside actress Karen Harriott and rising star Tesfa Edwards, the play follows a father, mother, and their wayward son as family tensions unfold with humor and heart.

Following successful runs in Canada, St. Kitts, St. Maarten, and the United Kingdom, the production makes its U.S. debut with backing from Sky’s The Limit Foundation and Jammins Events in collaboration with STL Promotions.

The Broward State Attorney’s Office is offering residents a chance to clear their criminal records through a free one-stop arrest record sealing and expungement workshop on Friday, November 14, from 3 p.m. to 7 p.m.

The event will take place on the 3rd floor of the Broward County Courthouse in Jury Room #03320, located at 201 SE 6th Street, Fort Lauderdale, FL 33301.

Hosted by Broward State Attorney Harold F. Pryor and volunteers from his office, the workshop is a collaborative effort with the Broward County Clerk of Courts and the Broward Sheriff’s Office. Community support and sponsorship have been provided by Greenspoon Marder LLP, the Broward County Bar Association, and The Westside Gazette.

Participants will receive step-by-step guidance on how to seal or expunge eligible arrest records, helping them move forward without the burden of a public criminal record.

PAHO urges governments to expand malaria diagnosis and treatment

The Pan American Health Organization (PAHO) on Thursday called on governments and health partners across the Americas to intensify efforts to ensure that everyone at risk of malaria receives timely diagnosis and treatment — especially in remote and indigenous communities where the disease remains entrenched.

Speaking on Malaria Day in the Americas, Dr. Jarbas Barbosa, PAHO Director for the Americas and the Caribbean, emphasized that the region has the tools needed to end malaria for good.

“Every malaria case can be prevented and treated,” Dr. Barbosa said. “We have all the tools we need to eliminate malaria. But this will only be possible if health services, communities, and governments work together to make testing and treatment available to everyone, everywhere.”

PAHO highlighted significant progress made in recent years. Suriname was recently certified malaria-free, joining Paraguay, El Salvador, and Belize as the first countries in the Amazon basin to achieve this milestone since 2018. These successes, the organization said, demonstrate that eliminating malaria is possible when countries sustain political commitment and engage communities, even in complex settings.

Despite the progress, 15 countries and one territory in the Americas still report malaria transmission. Most cases occur in the Amazon basin, where scattered populations, poverty, and limited access to health care continue to hinder disease control.

According to PAHO, indigenous peoples remain the most affected group, accounting for over one-third of reported cases and nearly 30 percent of malaria-related deaths.

Malaria cases across the Americas rose by 6% in 2024 compared to 2023, reaching 505 reported cases. Increases were noted particularly in Bolivia, Peru, Colombia, Haiti, and Panama, driven by factors such as internal migration, gold mining, climate events like El Niño, and the ongoing challenges of delivering care in remote or conflict-affected areas.

To recognize those on the front lines, PAHO announced that Malaria Day 2025 in the Americas will honor thousands of health workers and community partners for their essential role in combating the disease.

“In many rural and hard-to-reach areas, malaria diagnosis, prevention, and treatment are only possible because of the dedication of local residents who are trained and supervised,” PAHO noted. “These community members — often living in indigenous territories and border zones — serve as the first line of defense against malaria.”

PAHO urged countries to intensify elimination efforts, expand access to rapid diagnostic tests and treatments, and strengthen surveillance systems to ensure timely and accurate data. The organization also called for stronger national alliances among governments, communities, and partners, under the leadership of health ministries, to accelerate progress toward a malaria-free region.
