A sworn deputy with the Miami-Dade Sheriff’s Office has been arrested and federally charged with production and receipt of child sexual abuse material, according to a complaint unsealed Wednesday by the U.S. Attorney’s Office for the Southern District of Florida.
Carle Miranda Blum, 51, was taken into custody following the filing of federal charges that allege she received and produced visual depictions involving the sexual exploitation of a minor. The victim, according to the complaint, was 17 years old at the time of the offenses.
Prosecutors allege that in spring 2025, Blum traveled to Atlanta, Georgia, where she recorded multiple videos of herself engaged in sex acts with the then-minor victim. She is also accused of receiving multiple explicit videos and images of the same victim.
The charge of production of child sexual abuse material carries a mandatory minimum sentence of 15 years in prison and a statutory maximum of up to 30 years. The charge of receipt carries a mandatory minimum of five years and a maximum of 20 years. Sentencing, if a conviction is secured, will be determined by a federal judge in accordance with U.S. Sentencing Guidelines and federal statutes.
Miami-Dade Sheriff Rosie Cordero-Stutz released a statement Wednesday afternoon regarding Blum’s arrest, expressing deep concern: “I am very disturbed by the arrest of one of our deputies on charges related to receipt and production of visual depictions involving the sexual exploitation of minors. These allegations are not only criminal, they are a betrayal of the badge, the public trust, and the oath we swear to uphold. The actions alleged stand in direct opposition to everything we represent as law enforcement officers and as human beings. We have assisted our federal partners throughout the investigation, and I remain committed to full transparency and accountability, no matter who is involved.”
U.S. Attorney Hayden P. O’Byrne and FBI Miami Special Agent in Charge Brett D. Skiles announced the arrest. The Miami-Dade Sheriff’s Office, FBI Atlanta, and the U.S. Attorney’s Office for the Northern District of Georgia assisted in the investigation and arrest.
Assistant U.S. Attorney Ilana R. Malkin and Major Crimes Deputy Chief Assistant U.S. Attorney Lauren Astigarraga are prosecuting the case.
Blum’s arrest falls under the Department of Justice’s Project Safe Childhood, a nationwide initiative launched in 2006 to combat the growing epidemic of child sexual exploitation and abuse.
