A Jamaican national wanted for murder in his home country has been arrested in Florida following a joint operation involving U.S. Immigration and Customs Enforcement and the Florida Highway Patrol.
Authorities said Ragar Mandela Allen, 32, was taken into custody on March 31 after attempting to evade arrest and dragging a highway patrol officer with his vehicle, sending the officer to the hospital with non-life-threatening injuries.
According to the Department of Homeland Security, Allen is a member of the Craig Town Gang and was wanted in Jamaica for murder.

Officials said ICE received information on March 27 from its attaché in Jamaica indicating that Allen had unlawfully returned to the United States and was being sought by Jamaican authorities.
Law enforcement conducted a targeted vehicle stop on March 31, but Allen allegedly attempted to flee. During the incident, authorities said he dragged an FHP trooper with his car into a fence. The injured officer was taken to a local hospital and treated before being released.
Authorities also reported that Allen was in possession of narcotics and a stolen handgun at the time of his arrest.

The Department of Homeland Security said it is working with the U.S. Attorney’s Office and the Florida Attorney General’s Office to prosecute Allen on multiple felony charges, including aggravated battery on a law enforcement officer, felony fleeing and eluding, possession of a stolen firearm, alien in possession of a firearm, and illegal re-entry after deportation.
ICE has also placed a detainer on Allen with authorities in Duval County, meaning he will be transferred to immigration custody after criminal proceedings are completed.
Acting Assistant Secretary Lauren Bis said the arrest removed a dangerous individual from the community and credited collaboration between federal and state law enforcement agencies.
Allen was previously apprehended on December 12, 2021, near San Ysidro, California after attempting to enter the United States illegally. He was placed into immigration proceedings, issued a final order of removal on February 28, 2022, and deported on April 28, 2022.
Authorities said he later illegally re-entered the United States at an unknown time and location, which constitutes a felony offense.
