Dominican Republic deported more than quarter million Haitians in 2024

The Directorate General of Migration (DGM) in the Dominican Republic has reported that more than a quarter of a million Haitians were deported or repatriated in 2024. A total of 276,215 Haitians were removed after being found in irregular migratory situations. The DGM emphasized that these actions were carried out in adherence to human rights standards and international agreements to which the Dominican Republic is a signatory.

The removals were spread across the year, with 48,344 Haitians deported or repatriated in the first quarter, 62,446 in the second quarter, 71,414 between July and September, and 94,223 in the final quarter, from October to December.

Homero Figueroa, the spokesman for the presidency of the Dominican Republic, explained that the government’s actions were a response to the ongoing issue of illegal migration from Haiti. Following a meeting of the National Security and Defence Council, Figueroa highlighted that despite international support and the presence of the Kenya-led Multinational Mission to Support the Haitian National Police, progress has been slow, and results have been limited. He emphasized that, faced with this reality, the Dominican Republic is compelled to take decisive and responsible action to ensure the security and stability of the country.

Haitian officials, however, have pointed out that the figures reveal a more aggressive approach since October 3. On that date, the Dominican government, under the leadership of President Luis Abinader, launched an operation with the goal of repatriating up to 10,000 Haitians each week. This operation is part of the broader strategy to address the influx of Haitian migrants and secure the country’s borders.

Despite the testimonies, complaints, and criticisms from human rights organizations regarding the alleged violations of the rights of deported Haitians, the Directorate General of Migration (DGM) in the Dominican Republic maintains that the deportations are being conducted in compliance with human rights standards and international agreements to which the country is a signatory. The DGM asserts that its operations align with the policy and directives of President Luis Abinader.

Additionally, the DGM reported that in the last quarter of 2024, a comprehensive review of its organization and procedures was carried out, aiming to reorganize its operations to ensure they are more efficient and compliant with human rights. This review reflects the government’s efforts to address concerns while continuing its approach to managing migration from Haiti.
