Antigua and Barbuda keeps youth curfew in place ahead of Carnival festivities

The government of Antigua and Barbuda says a nightly curfew for minors will remain in effect during the country’s Carnival celebrations, which run from July 25 to August 5 under the theme “Itz A Vibe.”

Attorney General Sir Steadroy Benjamin confirmed the decision following a meeting with Acting Police Commissioner Everton Jeffers and senior officers of the Royal Police Force of Antigua and Barbuda (RPFAB). Despite expectations that the curfew might be lifted for the festive season, Benjamin said law enforcement strongly advised against it.

“The main reasons why the police… are against lifting the curfew have to do with the spate of crimes… many of which have been perpetrated by young people,” Benjamin said, adding that the matter was also reviewed during Wednesday’s Cabinet meeting.

Under the curfew, persons 18 years and under must be accompanied by an adult between 10:00 p.m. and 6:00 a.m. Police are legally authorised to take into custody any youth found on the streets during those hours if they are deemed a potential threat to public safety.

Parents or guardians of minors caught violating the curfew face escalating penalties: fines starting at EC$2,000, up to EC$5,000 for a third offence, and possible imprisonment or mandatory community service. Establishments that allow unaccompanied minors during curfew hours may also be fined EC$5,000 per violation.

The government said the law forms part of a wider strategy to combat rising youth crime and gang activity. Just this week, a 16-year-old boy, Tafari Joseph, was shot and killed on the outskirts of St. John’s. Police say he sustained a gunshot wound to the upper body and was taken to hospital by private vehicle.

Prime Minister Gaston Browne, who also represents the Villa constituency, confirmed Joseph had previously been involved in gang activity but had received support from the state, including vocational training and a job placement.

“Sadly, he was the first to drop out,” Browne said. “Crime and violence do not pay. Those who engage in it will pay the price.”

Two other youths, aged 18 and 16, were also recently arrested for allegedly assisting an adult in carrying out two armed robberies within 48 hours.

Despite the celebratory mood expected during Carnival, authorities say public safety—especially for minors—remains the top priority.
