Attorney General James Uthmeier has formally submitted the amendment to the high court, triggering a legal review of the proposed ballot initiative. The court will examine whether the measure complies with constitutional requirements, including whether it is limited to a single subject and whether its ballot language is clear and unambiguous.

The proposal is being sponsored by Smart & Safe Florida, which is seeking to legalize recreational marijuana for adults. The committee has already surpassed the 220,016 verified signatures required to initiate Supreme Court review. To qualify for the November 2026 ballot, however, it must collect 880,062 valid signatures by Feb. 1.

According to the state Division of Elections, the initiative had secured 675,307 valid signatures as of Sunday. Smart & Safe Florida maintains that the public tally does not reflect the full scope of its petition effort, saying it submitted more than 1 million signatures statewide. Roughly 200,000 petitions were invalidated by elections officials, a decision that was later upheld by a Leon County circuit judge after the committee challenged the ruling.

The dispute over signatures stems from an October directive issued by Florida Division of Elections Director Maria Matthews, who ordered county supervisors to discard petitions that did not include the full text of the proposed constitutional amendment. State officials argued that mailed petitions were “not obtained legally” because Smart & Safe Florida altered the petition format after it had been approved by the secretary of state’s office.

In his filing to the Supreme Court, Uthmeier noted that the signature count remains in flux as supervisors of elections continue correcting records related to verified and invalidated petitions.

The renewed push follows the failure of a similar measure, Amendment 3, which fell short in the 2024 election. That effort faced strong opposition from Gov. Ron DeSantis, who argued the proposal would create a marijuana “monopoly” dominated by large operators. They also raised concerns about impaired driving and potential risks to teens and children. Smart & Safe Florida is largely funded by medical marijuana company Trulieve.

Since then, the political landscape has continued to evolve. President Donald Trump recently signed an executive order directing federal agencies to reclassify marijuana as a less dangerous drug.

Former Trinidad PM Rowley slams Persad-Bissessar over CARICOM-US stance

Former Trinidad and Tobago Prime Minister Keith Rowley has launched a blistering attack on Prime Minister Kamla Persad-Bissessar, accusing her of unpatriotic leadership and undermining the country’s sovereignty following her recent comments distancing Trinidad and Tobago from Caricom positions on U.S. visa restrictions.

In a statement posted to his Facebook page on Sunday, December 21, Rowley said that in all his years living in Trinidad and Tobago since independence in 1962, he had “never seen a more unpatriotic and recklessly incompetent leader” than Persad-Bissessar.

He described her remarks on Caricom and relations with the United States as “one of the most offensive statements about ourselves and our sovereign rights to agree or disagree on matters of concern to us and our wider interests and responsibilities.”

Rowley accused the prime minister and her government of reducing Trinidad and Tobago to what he termed a “vassal state,” alleging that the country was taking “secret instructions from another country” and issuing warnings that citizens should “behave ourselves” to avoid offending the United States and losing access to U.S. visas.

He argued that such a posture amounted to abandoning constitutional principles and the very idea of national self-determination.

“To so publicly withdraw from pertinent Caricom issues and decisions is as close to being a dangerous fifth-columnist as we could get,” Rowley wrote, adding that seeking “reward and protection from the United States” in this manner was “feckless and ignorant.”

The former prime minister further accused Persad-Bissessar of failing to be transparent with the public, claiming that she has militarised the country while refusing to explain to citizens what agreements have been reached with U.S. authorities. He also criticised her for not appearing before the local media to answer questions, describing her positions as “treacherous and defiant edicts.”

Rowley said Persad-Bissessar had gone so far as to label public demands for information as “anti-American,” a stance he argued was deeply troubling given her recent electoral mandate.

“For the future of this country, we hope that this ends soon,” he concluded, “but it does not look too good.”

Rowley’s comments add to the growing political fallout from Persad-Bissessar’s declaration that CARICOM is “not a reliable partner at this time,” a statement that has already exposed sharp divisions among regional leaders over foreign policy, sovereignty and relations with Washington.

Trinidad and Tobago Prime Minister Kamla Persad-Bissessar has warned citizens against publicly criticising the United States, arguing that such rhetoric is hypocritical and could carry real consequences in a country where hundreds of thousands of nationals hold U.S. visas or dual citizenship.

Speaking at a Christmas supper at the Diplomatic Centre in Port of Spain on Thursday night, Persad-Bissessar said she was troubled by what she described as selective outrage aimed at Washington by people who benefit from access to the United States.

“I think it is the height of hypocrisy and unkindness that there are people in our country who want to fight the Americans,” she said. “You want to go in the people’s country, but you want to badmouth them. Isn’t that hypocrisy from some?”

She cautioned that public criticism of the U.S. could have repercussions, pointing to recent U.S. actions involving Antigua and Barbuda and Dominica.

“They badmouthed in the U.S. and guess what happened? All their visas are restricted now. They have cut their visas,” she said. “Which Trini wants their visa cut? So behave yourself. Understand where our help comes from. Understand who can protect and defend Trinidad and Tobago. Right now, there is only one country in the world that can do it.”

Persad-Bissessar added that she did not want any citizen of Trinidad and Tobago to lose access to the United States. “If it happens, it won’t be because of me,” she said.

Her remarks came as regional leaders sought to clarify the situation. Antigua and Barbuda Prime Minister Gaston Browne said in a Facebook post that Antiguans with existing U.S. visas would continue to enjoy access and that there would be no revocations. He added that new visas for some Organisation of Eastern Caribbean States (OECS) countries could be suspended until biometric passport systems meeting U.S. specifications are implemented.

Dominica Prime Minister Roosevelt Skerrit also said publicly that all valid U.S. visas already issued to Dominican passport holders would continue to be honoured following discussions with U.S. officials.

Persad-Bissessar, however, doubled down on her defence of Trinidad and Tobago’s relationship with Washington, pointing to long-standing economic, security and defence ties. She said the United States remains Trinidad and Tobago’s largest trading partner and one of its oldest bilateral allies, while trade with Venezuela amounted to “0.0003.”

“It’s all well and good to take the people’s visas and go up Florida and shop and go wherever and shop,” she said. “So, just leave the people alone.”

She also stressed that Trinidad and Tobago relies on the United States for defence, arguing that no other country has the proximity or military capability to protect the nation.

“So, if anybody comes to attack Trinidad and Tobago, whom you think will stand up to defend us?” she asked. “India not coming here. They are too far away… Right seven miles away is one country, and a few more miles is the USA.”

The prime minister said her government must safeguard the country’s defence assets and military capacity, insisting that her position is guided by putting Trinidad and Tobago first.

“Like them or don’t like them, that’s not the issue,” she said. “It’s who will give us the best to put T&T safely and to put T&T first.”

PM Mia Mottley signals possible early election in Barbados

Barbados Prime Minister Mia Mottley has given her strongest signal yet that Barbadians could be heading to the polls early next year, despite general elections not being constitutionally due until 2027.

Speaking at a cocktail reception at her official residence, Ilaro Court, on Thursday night, Mottley urged supporters of the ruling Barbados Labour Party (BLP) to prepare for work in 2026 — remarks widely interpreted as a sign that an early election is being considered.

“Whilst there is work to be done, there is work for the Barbados Labour Party and its soldiers to do, and we are all turning up for work in 2026,” Mottley said. “We are all turning up for work in 2026, because if something can be done, it is this Barbados Labour Party that will do it, always, always, always.”

She encouraged party supporters to rest over the Christmas period but made clear that she expects them to be ready when called upon.

“When I start to call on you, I don’t want you to tell me that you are tired,” she said to loud applause. “I want you to tell me, ‘Prime Minister, we are ready. We are red and ready.’”

The prime minister also highlighted Barbados’ recent economic performance, pointing to what she described as significant national progress, while acknowledging that challenges remain.

“We have now had 17 straight quarters of growth, we have the lowest unemployment ever in the history of our nation, we no longer go to sleep worrying about foreign reserves; our foreign reserves are the highest they’ve ever been,” Mottley said.

If elections are called next year, it would be the second consecutive time Mottley has dissolved Parliament with a year remaining in her term. She previously led the BLP to landslide 30–0 victories in both the 2018 and 2022 general elections.

Political scientist Peter Wickham recently told Barbados TODAY that a 2026 election was highly likely, citing Mottley’s established pattern of calling early polls.

The BLP has also begun preparing on the ground, recently nominating new candidates to contest the St Thomas and St Joseph constituencies, replacing long-serving members of Parliament who have indicated they will not seek re-election at the next general election.

Haitian national dies at New Jersey ICE detention facility

A 41-year-old Haitian national died after suffering a medical emergency while in U.S. Immigration and Customs Enforcement (ICE) custody at the Delaney Hall Detention Facility in Newark, federal authorities said.

The man, identified as Jean Wilson Brutus, was pronounced dead on December 12 at University Hospital after being transported there by emergency responders, ICE said. His death is suspected to be from natural causes.

According to ICE, Brutus entered agency custody on December 11 after his release from Union County Jail in Elizabeth, New Jersey, where he had been held following an arrest for criminal mischief involving property damage. He also had multiple prior arrests for criminal trespassing.

ICE said that while Brutus was being held at the Delaney Hall Detention Facility, he experienced a medical emergency. Local Emergency Medical Services were called, performed life-saving measures and transported him to the hospital, where he later died.

Federal authorities said Brutus entered the United States illegally on June 20, 2023, at the Hidalgo Port of Entry in Texas and was subsequently paroled into the country pending immigration proceedings.

Between July and October 2024, the Elizabeth Police Department arrested Brutus three times for criminal trespassing and released him into the community on each occasion, ICE said. On November 19, 2025, he was arrested a fourth time on a criminal trespassing charge that remains pending.

ICE’s Enforcement and Removal Operations (ERO) Newark unit encountered Brutus that same day at the Union County Jail and lodged an immigration detainer. However, ICE said the jail later released him without notifying federal authorities.

On November 28, 2025, Brutus was again arrested by Elizabeth police, this time on two counts of criminal mischief involving property damage. Despite an immigration detainer, ICE said he was released into the community once more.

ICE officers arrested Brutus on December 11, 2025, and after processing, transferred him to the Delaney Hall Detention Facility. Authorities said he showed no signs of distress during intake and had no documented history of cardiovascular issues.

ICE said it notified the Department of Homeland Security’s Office of Inspector General, the agency’s Office of Professional Responsibility and the Haitian consulate of Brutus’ death, in line with federal policy.

The agency also said it has informed Congress, non-governmental organization stakeholders and the media, and will publish a report on the death on the U.S. Immigration and Customs Enforcement website, as required under the DHS Appropriations Act of 2018. That law mandates that ICE make public all reports related to in-custody deaths within 90 days.

ICE reiterated that it is committed to ensuring safe and humane conditions for those in its custody, stating that detainees receive medical, dental and mental health screenings within 12 hours of arrival at a detention facility, a full health assessment within 14 days, access to routine medical appointments and 24-hour emergency care.

Trinidad PM Kamla Persad-Bissessar says CARICOM ‘not a reliable partner’

Trinidad and Tobago Prime Minister Kamla Persad-Bissessar has sharply criticised the Caribbean Community (CARICOM), saying the 15-member regional integration grouping “will not determine the future” of her country and is “not a reliable partner at this time.”

In a statement issued Saturday, Persad-Bissessar accused CARICOM of losing its way by criticising the United States while lending support to Venezuela’s government.

“An organisation that chooses to disparage our greatest ally the United States but lends support to the Maduro narco-government headed by a dictator who has imprisoned and killed thousands of civilians and opposition members as well as threatened two Caricom members is one that has clearly lost its way,” she said.

Her comments come in the wake of new U.S. immigration restrictions announced on December 16, when President Donald Trump issued a fact sheet outlining a decision to further restrict the entry of certain foreign nationals in the interest of U.S. national security. The measures include a partial suspension of entry for immigrants and nonimmigrants under the B-1, B-2, B-1/B-2, F, M and J visa categories, citing concerns related to Citizenship by Investment programmes without residency requirements in Dominica and Antigua and Barbuda.

Persad-Bissessar said she had taken note of a subsequent statement by the Bureau of the Conference of Heads of Government of Caribbean Community, which expressed concern about the U.S. decision and its potential impact on travel, people-to-people exchanges, and the social and economic well-being of small states.

However, she made clear that Trinidad and Tobago was distancing itself from that position.

“I am advising the citizens of Trinidad and Tobago that Port of Spain is not a party to the statement issued by the Bureau of the Conference of Heads of Government,” she said, adding that while the Bureau had the right to express its views, her government maintained its own position and recognised “the sovereign right of the United States to make decisions in furtherance of its best interests.”

She said every sovereign state must accept the consequences of its foreign and domestic policy choices, describing the U.S. action as “a measured response to the conduct of other nations in the realities of the current environments that they place themselves in.”

The Caricom Bureau — comprising the prime ministers of Jamaica, Barbados and Grenada — said it recognised the right of countries to regulate entry to their borders but expressed concern that the U.S. decision was taken without prior consultation. The Bureau also cited uncertainty over the status of existing visas after January 1, 2026, and urged early engagement between Washington and the governments of Antigua and Barbuda and Dominica.

But Gaston Browne, the prime minister of Antigua and Barbuda, publicly criticised the Bureau’s statement, saying it was issued despite his advice that the matter had already been resolved. He described the Bureau’s position as coming “especially in consideration of their inertia and initial lukewarm support.”

Browne also took aim at an unnamed Caricom leader whom he said had accused Antigua and Barbuda of “cursing the US administration,” challenging that leader to substantiate the claim.

“The inertia and insularity within Caricom continue to undermine the effectiveness of our integration movement,” Browne wrote, while adding that he remained hopeful for a stronger and more effective regional body.

In her own statement, Persad-Bissessar said Trinidad and Tobago does not bind itself to the political ideologies or foreign, economic and security policies of other CARICOM governments, stressing that member states are free to act in the best interests of their citizens.

He also wrote checks from the church’s bank accounts to cover his personal credit card bills and his own income tax payments.

Prosecutors further alleged that Mitchell routinely withdrew large sums of cash from the church’s and daycare’s bank accounts and transferred those funds into his personal accounts. He failed to report the diverted money as income on his personal tax returns, significantly reducing his tax liability and allowing him to evade payment of taxes.

As a result of the scheme, Mitchell caused an estimated tax loss of approximately US$2.9 million to the Internal Revenue Service and about US$316,699 to New York State over the seven-year period, court documents state.

Mitchell faces a maximum sentence of five years in prison, along with restitution and fines of up to US$250,000. A federal district court judge will determine the final sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The case is being handled by the Justice Department’s Public Integrity Section and is being prosecuted by Assistant U.S. Attorney Miranda Gonzalez of the Eastern District of New York and Trial Attorney Catriona M. Coppler of the Justice Department’s Tax Section.

At the request of the Grenada government, the United States Southern Command Caribbean Basin Security Initiative Technical Assistance Field Team (CBSI-TAFT) is in Grenada this week to help repair U.S.-supported maritime assets operated by the Royal Grenada Police Force Coast Guard.

The CBSI-TAFT team—made up of engineers and logisticians from the United States Coast Guard and the United States Army—is working closely with Grenadian counterparts during the technical assistance visit. The United Nations has officially launched the 2026 Humanitarian Response Plan for Haiti, appealing for US$880 million to assist 4.2 million of the country’s most vulnerable people amid escalating violence, displacement and hunger.

The plan was unveiled by Nicole Boni Kouassi, United Nations Resident Coordinator and Humanitarian Coordinator in Haiti, who warned that worsening insecurity and humanitarian conditions are placing millions of lives at risk.

“I call on all our humanitarian and development partners, donors, and the Haitian Government to support the 2026 Humanitarian Response Plan, to preserve the life and dignity of every Haitian, and to keep hope alive for younger generations,” Kouassi said.

According to the UN, violence by armed groups has displaced 1.4 million people — about 12% of Haiti’s population — forcing families to flee their homes. At the same time, 5.7 million people are experiencing severe food insecurity, placing Haiti among the six largest hunger hotspots globally. Essential services, including health care and education, remain under constant threat and are frequently disrupted or shut down.

“I am deeply concerned about the unrelenting cycle of violence and the extreme level of brutality endured by Haitians,” Kouassi said. “Every day, 27 women and girls experience gender-based violence, most of which are rapes, including gang rapes. Thousands of innocent civilians are forcibly displaced, if they are not killed, and see their homes and other infrastructure destroyed. Youth and children are forcibly recruited into armed groups, to the point that they make up as much as 50% of their members.”

The 2026 Humanitarian Response Plan prioritizes urgent, multi-sectoral interventions in the departments of West, Center and Artibonite, where armed violence and migrant deportations have created the most acute humanitarian needs. The plan seeks to reduce immediate risks to affected populations, stabilize households facing repeated shocks, and strengthen access to essential services.

St. Vincent PM dismisses opposition petitions challenging election over citizenship

St. Vincent and the Grenadines Prime Minister Godwin Friday has brushed aside two election petitions filed by candidates of the opposition Unity Labour Party (ULP) challenging his victory and that of Foreign Minister Fitz Bramble in the November 27 general election.

The petitions were filed on Thursday by Carlos Williams, who unsuccessfully sought to unseat Friday as Member of Parliament for Northern Grenadines, and Luke Browne, who lost his fourth bid for the East Kingstown seat.

Both petitions ask the court to rule that Friday and Bramble were not qualified to be nominated because they hold Canadian citizenship. While both men were born in St. Vincent and the Grenadines, they acquired Canada citizenship as adults.

The ULP argues that by doing so, they acknowledged allegiance to a foreign power, contrary to the Vincentian Constitution. However, Friday and Bramble maintain that the Constitution makes special provision for Commonwealth citizens, allowing them to contest elections even if they are not Vincentian citizens.

Friday has represented the Northern Grenadines since 2001, while Bramble, first elected in 2020, is serving his second term as MP for East Kingstown.

The governing New Democratic Party (NDP) won 14 of the 15 parliamentary seats in the November 27 polls, ending the ULP’s 24-year hold on power.

Asked by iWitness News to comment on the petitions, Friday appeared unfazed.

“Well, what I would say … is that this is the Christmas season. The people gave us an overwhelming mandate, even after they campaigned about all the things that they wanted to raise, which I suppose they will raise in their petition,” he said.

“We are here to serve the people. This is the Christmas season. Today is VAT-free shopping day, and the Grinch will not steal this Christmas from the people. OK? That is what I have to say about that,” the prime minister added with a chuckle.

Friday was speaking to reporters under a gallery in Kingstown as Vincentians took advantage of the country’s first VAT-free shopping day since the tax was introduced in 2007. The NDP had promised to introduce VAT-free shopping twice a year as part of measures aimed at easing the cost-of-living pressures faced by citizens.

Dominica’s Prime Minister Roosevelt Skerrit on Friday welcomed a decision by the United States of America to suspend a proclamation that would have restricted Dominicans from entering the U.S. beginning January 1, 2026.

Speaking on state-owned DBS Radio, Skerrit said the suspension followed discussions with U.S. officials at the American embassy in Barbados and with the United States Department of State in Washington.

“I would like to thank the United States government itself for understanding the situation and agreeing to set aside for the time being the proclamation…and so this is good news. The anxieties that we all would have should be set aside,” Skerrit said, adding that Roseau looks forward to continuing the strong relationship it has historically enjoyed with Washington.

The proclamation, announced earlier this week by U.S. President Donald Trump, would have affected nationals of Dominica, Antigua and Barbuda, and Haiti under revised U.S. immigration restrictions.

Trump said the measures were linked to concerns about Citizenship by Investment (CBI) programmes that allow foreign nationals to obtain citizenship without residency requirements, which he argued complicate screening and vetting processes. Under such programmes, several Caribbean countries, including Dominica and Antigua and Barbuda, grant citizenship in exchange for significant investment in national development.

In the executive order, Trump said Antigua and Barbuda and Dominica have “historically had CBI without residency” and announced the suspension of entry into the U.S. for their nationals as immigrants and as nonimmigrants on B-1, B-2, B-1/B-2, F, M and J visas. The order also directed U.S. consular officers to reduce the validity of other nonimmigrant visas issued to nationals of the two countries “to the extent permitted by law.”

The proclamation further argued that CBI programmes have been susceptible to abuse, allowing individuals to conceal identities or assets to evade travel, financial or banking restrictions.

Skerrit said his administration remains prepared to continue working with the United States on any outstanding concerns.

“We are prepared to continue working with the U.S. on whatever issues they may have, moving forward together as partners,” he said.

He also confirmed that Dominicans who already hold valid visas “of any kind” will be able to travel to the United States beyond January 1, 2026. Skerrit said additional details on the suspension of the proclamation will be provided in due course.

Earlier, the Antigua and Barbuda government announced that a similar suspension had been granted to its nationals. Antigua and Barbuda’s Ambassador to the United States, Ronald Sanders, said existing visas would remain valid across all categories.

“This applies to all visa categories, including B-1, B-2, J, and M visas,” Sanders said, noting that “for the avoidance of doubt, this includes tourist, business, student, and other valid United States-issued visas.”

He added that there would be no revocation of visas issued to Antiguan and Barbudan nationals prior to December 31, 2025. New visa applications submitted after January 1, 2026, he said, will be subject to revised arrangements still being finalised with several Caribbean countries, including Antigua and Barbuda, particularly around enhanced biometric data collection to align with U.S. systems.

Jamaica on Thursday welcomed with cautious optimism a new executive order to move marijuana to a lower drug classification under U.S. federal law, describing the decision as a significant signal toward further liberalisation, even as full federal legalisation remains off the table.

Minister of state in the Ministry of Industry, Investment and Commerce, Delano Seiveright, said the move could have far-reaching implications but cautioned that much will depend on how the policy is ultimately implemented.

“The ultimate impact on banking access, cross-border investment, research collaboration and wider market engagement will depend on the final details of US implementation and how international compliance and financial ecosystems respond,” Seiveright said in a statement after Trump signed the order during a ceremony at the White House.

The executive order directs the U.S. attorney general to complete the rule-making process to reclassify marijuana from a Schedule I to a Schedule III controlled substance “in the most expeditious manner.”

“Today I’m pleased to announce that I will be signing an executive order to reschedule marijuana from a Schedule I to a Schedule III controlled substance, with legitimate medical uses,” Trump said. “We have people begging for me to do this. People who are in great pain. I think I probably have received more phone calls on this, on doing what we’re doing — I don’t think I received any calls on the other side of it.”

Under current federal law, the Drug Enforcement Administration classifies Schedule I substances as having “no currently accepted medical use and a high potential for abuse,” a category that includes heroin, LSD, ecstasy and marijuana. Schedule III substances are defined as having a “moderate to low potential for physical and psychological dependence” and include drugs such as Tylenol with codeine, testosterone, anabolic steroids and ketamine.

Trump said the rescheduling move had been requested for decades by patients suffering from extreme pain, incurable illnesses, aggressive cancers, seizure disorders and neurological conditions.

While the decision is being described as one of the most consequential shifts in U.S. drug policy in decades, it does not legalise recreational marijuana at the federal level. Marijuana remains federally illegal, though the change could significantly expand opportunities for medical and scientific research.

The rescheduling could also reduce the tax burden on state-licensed cannabis businesses in states where marijuana is legal, as federal law currently prevents companies dealing in Schedule I substances from claiming certain tax deductions.

Seiveright said the potential research benefits are especially noteworthy.

“Moving cannabis to Schedule III, if completed through the required administrative process, would materially ease barriers to medical and scientific research, expand clinical study opportunities, and alter the operating environment for regulated cannabis activity,” he said. “This federal step also reflects how far practice has already evolved in the United States, where 24 states permit adult recreational use and approximately 40 states allow medical use, despite cannabis remaining federally illegal.”

He added that Jamaica, through the Ministry of Industry, Investment and Commerce and the Cannabis Licensing Authority, will closely assess the development, engage industry stakeholders and monitor potential spillover effects for the island’s regulated cannabis sector.
