Man assaulted, dog stolen and recovered in Miramar shooting investigation

Police in Miramar are investigating an incident on Monday in which a man was assaulted and his dog was stolen, following reports of gunfire in a residential area.

According to Miramar Police, officers were dispatched to the 12800 block of Southwest 30th Street after receiving a ShotSpotter alert. When they arrived, officers found shell casings at the scene.

Police said the victim reported being pistol-whipped by multiple suspects, resulting in injuries. He was evaluated by Miramar Fire Rescue and was not seriously hurt.

During the investigation, the man told officers that several individuals arrived at the location and took his French bulldog. Authorities later confirmed that the dog had been recovered.

No arrests have been made, and the investigation remains ongoing.

“So, too, were politicians along the ‘Caribbean route’ corrupted by cocaine traffickers, who would pay them for protection from arrest and to allow favored traffickers to operate with impunity as they trafficked cocaine from Venezuela north towards the United States,” prosecutors allege.

US authorities describe Venezuela as a strategic hub for drug trafficking, citing its geographic position and access to key maritime routes.

“Venezuela sits in a geographically valuable location for drug traffickers, with northern access to the Caribbean Sea via several large ports and western access to the mountainous regions of Colombia, where coca is grown and turned into the vast majority of the world’s cocaine supply,” the indictment states.

The document alleges that beginning around 1999, Venezuela became a “safe haven” for traffickers willing to pay for protection from corrupt civilian and military officials, allowing cocaine trafficking to flourish.

“In that environment, cocaine trafficking flourished,” the indictment says, alleging that senior Venezuelan officials and their family members “partnered with narcotics traffickers and narco-terrorist groups” to move cocaine through Caribbean and Central American transshipment points.

Named in the indictment alongside Maduro are several senior figures, including Diosdado Cabello Rondón, Ramón Rodríguez Chacín, Cilia Adela Flores de Maduro, and Nicolás Ernesto Maduro Guerra, also known as “Nicolasito” or “The Prince.”

US prosecutors estimate that by 2020, “between 200 and 250 tons of cocaine were trafficked through Venezuela annually,” with shipments moving through the Caribbean and Central America en route to the United States.

Restrictions that temporarily barred United States airlines from operating in parts of the Caribbean and South American airspace were lifted early Sunday, allowing flights to resume following a day of widespread disruptions.

The limits followed multiple Notices to Airmen issued Friday by the Federal Aviation Administration, which cited safety risks linked to military activity in Venezuela across the Curaçao, Maiquetia, Piarco, and San Juan flight information regions.

US Transportation Secretary Sean Duffy said late Saturday that the restrictions expired at midnight Eastern Time and that airlines were working to clear backlogs created by the suspensions.

He also advised travellers to check directly with airlines as schedules continued to be updated.

United Airlines said it was preparing to resume Caribbean flights, beginning with service to San Juan, Puerto Rico, after hundreds of cancellations at Luis Muñoz Marín International Airport on Saturday.

The airline said it expects to operate most of its scheduled flights on Sunday and plans to add extra services to assist passengers affected by the disruptions.

JetBlue also began restoring service and said it may add additional flights as operations normalize.

The carrier said approximately 215 flights were cancelled during the disruption and urged customers to monitor their flight status online or through its mobile app.

In Europe, a conflict-zone advisory for Venezuelan airspace issued by the European Union Aviation Safety Agency remained in effect. However, Dutch carrier KLM said it would operate its scheduled flights on Sunday after cancelling services to several Caribbean destinations the previous day.

“I’ve known Kamar for many years,” Kleinhans said. “Long before titles and headlines, he was already doing the work.”

Their paths first crossed in 2002–2003 during their involvement with Jamaica Impact (JAMPACT) — a period later described by political scientist and former Think Tank co-chair Diana Cassells as the organization’s “Golden Era.” Founded by Stephan Wright and Hope Greaves-Johnson, JAMPACT quickly emerged as an influential volunteer organization for young professionals across the New York tri-state area.

Kleinhans said both she and Samuels served as co-chairs of the Education and Membership Committees, united by a shared determination to give back to Jamaica in meaningful and lasting ways.

“Our work spanned numerous initiatives,” she recalled. “We sponsored basic schools and supported the Teach for Jamaica Project, led by Community Affairs Attaché Janet Madden. Through intentional outreach and engagement, we doubled JAMPACT’s membership.”

But JAMPACT was about more than service alone. Kleinhans said it fostered a strong sense of belonging and cultural pride, bringing members together through concerts, ski trips, and a major cultural outreach at the Calabash Literary Festival in Treasure Beach, St. Elizabeth.

“We stayed in Parrotee,” she said, “deepening both cultural appreciation and community bonds.”

As part of its enduring legacy, JAMPACT’s Think Tank hosted annual conferences addressing issues related to youth development, financial growth, and national progress. Its most lasting contribution, Kleinhans noted, was groundbreaking diaspora research led by Cassells.

“That research ultimately informed the diaspora engagement model now used by successive Governments of Jamaica,” she said.

That era of service flowed seamlessly into Samuels’ professional calling. In 2003, both Samuels and Kleinhans began their careers through the NYC Teaching Fellows program.

“Coincidentally, that year marked the beginning of our teaching journeys,” she said. “New York City has been good to us.”

Kleinhans vividly recalled relying on Samuels while preparing for the New York State teacher certification exams, particularly the mathematics section.

“I reached out to Kamar for support,” she said. “We met several times at the Barnes & Noble on 14th Street. Under his patient and watchful guidance, I worked through problem sets.”

She added that Samuels carefully reviewed each concept, offering thoughtful feedback and steady encouragement.

“I went on to pass all my teaching examinations, and we both ultimately completed our Master of Science in Education,” she said.

In his new role, Samuels will oversee all NYC public schools, the largest public school system in the U.S. Kleinhans said his experience leading school integration efforts, navigating controversial gifted-program reforms, and managing complex school mergers has prepared him to step into the role from day one.

“Kamar’s leadership style is contemplative and inclusive,” she said. “He listens carefully and responds thoughtfully. These are qualities he will continue to refine and embody in this new role.”

She offered both praise and guidance as he takes on one of the most challenging education leadership positions in the country.

Deerfield Beach woman charged in alleged elderly exploitation scheme

A 26-year-old Deerfield Beach woman is facing multiple criminal charges after authorities say she targeted and exploited elderly victims, stealing cash and fraudulently opening credit accounts in their names.

According to Broward Sheriff’s Office arrest reports, Jamisha Shamari Sylvain was taken into custody last week in connection with several incidents involving elderly residents in Deerfield Beach.

One of the cases dates back to Sept. 27, 2025, when deputies say Sylvain approached an elderly, blind woman outside her apartment building along Southwest Third Avenue. The victim had mail in her hand when Sylvain allegedly offered to help her read it.

Investigators said the victim was initially hesitant, explaining that a friend regularly helps her read her mail. However, Sylvain allegedly persuaded the woman to let her into her apartment at the B’nai B’rith Apartments.

Once inside the residence, Sylvain reportedly asked the victim for personal information, including her Social Security number, and told her she needed to cancel her debit card, offering to help with the process, authorities said.

According to the report, Sylvain later returned to the victim’s home and rode the bus with her to a TD Bank branch to make changes to the victim’s bank account.

The victim later told detectives she received mail indicating that a Capital One credit card had been issued in her name, despite never applying for one. She also learned that a phone number had been opened using her information without her consent. The victim told investigators that Sylvain was the only person to whom she had recently provided her personal information.

In a separate case, detectives said a man reported on Nov. 25, 2025, that his 78-year-old mother, who has dementia, had been exploited earlier that month. The man, who has power of attorney for his mother, went to the Broward Sheriff’s Office Deerfield Beach District station with her to report the incident.

According to a separate arrest report, the son discovered that on Nov. 17, Nov. 18 and Nov. 22, his mother was taken to a Chase Bank on South Military Trail by a woman later identified as Sylvain. Detectives said a total of $1,718 in cash was withdrawn during those visits.

Authorities said Sylvain allegedly pretended to be the elderly woman’s granddaughter, and a bank clerk later identified her in a photo lineup.

Sylvain was taken to the BSO Deerfield Beach station for an interview on Dec. 19, where she admitted entering one victim’s apartment to “help her” and acknowledged taking another victim to a Chase Bank to withdraw money, according to the report.

Deputies said Sylvain was arrested that same day on charges related to four similar cases. After being released, she was arrested again on Dec. 23 when deputies attempted to stop her vehicle.

According to the report, Sylvain fled on foot but was quickly apprehended.

She now faces numerous charges, including exploitation of an elderly person, burglary, larceny, fraud and resisting an officer without violence.

PM Mottley: No Barbadians injured as Venezuela crisis impacts local travel

Prime Minister Mia Mottley says there are currently no reports of Barbadians being injured in Venezuela following a United States military operation that resulted in the capture of President Nicolás Maduro and his wife.

Speaking during a press conference at Ilaro Court on Saturday, Mottley said she had been in continuous contact with Barbados’ Ambassador to Venezuela, Aquinas Clarke, since the early hours of the morning.

“There is no evidence or any reports of any injuries to any Barbadians in Venezuela, and for that we are grateful,” the prime minister said.

Mottley described Clarke, who has a military background, as composed and firmly in control of the situation on the ground, noting that he was “not phased” and had “taken control and [is] in charge.”

She said she spoke with the ambassador again just minutes before addressing the media and stressed that the situation remained fluid, with Barbados maintaining constant contact with its diplomatic officials as developments continued to unfold.

While underscoring that Barbadians in Venezuela were safe at this stage, Mottley acknowledged that the country was already experiencing tangible fallout from the escalating crisis. She described the developments in Venezuela as “uncharted territory” and warned that long-anticipated consequences for small states were now being felt in real time.

“It is fair to say that what we saw happen last night in Venezuela is uncharted territory,” she said, adding that Barbados had been affected “on multiple fronts” within the past 24 hours.

Among the most immediate impacts were disruptions to air travel. Mottley confirmed that Grantley Adams International Airport remains open and fully operational, but aviation challenges linked to airspace restrictions across parts of the eastern and southern Caribbean had affected flights in and out of the United States.

As a result, 13 scheduled inbound flights were cancelled overnight, all of which had been fully booked. US-registered airlines including JetBlue, Delta and United were impacted, while KLM also cancelled a flight despite not operating out of the United States. Three long-haul international flights were also cancelled, though British Airways, Virgin Atlantic, Air Canada and WestJet were expected to operate as normal.

“These matters are unfolding every half hour to an hour,” Mottley said, noting that regional air travel was continuing largely uninterrupted but remained under close review.

She said the National Security Council met shortly after 1 a.m., activating a coordinated response involving law enforcement, immigration, tourism, port and airport authorities, along with the Barbados Defence Force.

As one of the closest major tourism hubs to Venezuela, Barbados is also managing disruptions at sea. Four cruise ships were already in port on Saturday, with a fifth expected to arrive for maintenance and repairs. Mottley said port capacity for overnight berthing had been reviewed and was manageable in the short term, although some vessels may need to anchor offshore and rely on tenders.

An estimated 2,000 cruise passengers could be affected by flight disruptions, while 73 people were directly impacted by the cancellation of a Conviasa flight scheduled to return to Caracas.

To address the needs of stranded travellers, the government is working with the Barbados Hotel and Tourism Association to identify available accommodation. Mottley noted that hotel capacity remains comfortable due to the same flight cancellations preventing other visitors from arriving.

“We are conscious that there are some people who may not have the wherewithal or the capacity to make their own arrangements,” she said, adding that home affairs, immigration and tourism officials were coordinating support where necessary.

The prime minister also addressed concerns about Barbadians abroad, particularly those returning from Christmas travel who may now face delays.

“We give families in Barbados the assurance that we are on top of helping with your relatives who may be stranded overseas,” she said.

Barbados to act collectively with CARICOM: Mottley

Asked about Barbados’ position on the unfolding crisis, Mottley emphasized the country’s commitment to regional consultation and international law, while avoiding prejudging ongoing CARICOM discussions.

“Let me be very clear, Venezuela is our friend, the United States of America is our friend. The Caribbean Community has been the entity we have chosen as a matter of first principles to align our foreign policy with,” she said.

She added that Barbados would await further information before acting collectively with its regional partners.

“We took a decision that we will wait for other information to become present, and when that happens, we will certainly act collectively, and I do not want in any way to prejudice the integrity of that consultancy process with CARICOM,” Mottley said.

The prime minister confirmed that she had been in contact with fellow CARICOM leaders and the CARICOM Secretary-General since early Saturday morning, and that an emergency Heads of Government meeting was convened just after 5 a.m., resulting in a regional statement. Not all leaders were present due to the timing of the meeting.

Reiterating Barbados’ long-standing foreign policy position, Mottley said: “Having said that, our principles are very clear, that small states can only survive in an international rules-based order and that therefore anything that happens that runs contrary to that would be of great concern to us as a people in Barbados but equally to the region.”

“Without prejudice, I will await any further consultation on the specifics of this incident.”

While some regional airspace closures, including in Curaçao and the French territories, have since been lifted, Mottley cautioned that stability will depend on further developments in Venezuela.
