The Attorneys General from the Organisation of Eastern Caribbean States (OECS) began a significant two-day meeting in St Kitts and Nevis on Thursday, focusing on critical legal issues that impact the region. Among the key topics of discussion are the OECS National Identification Bill and the OECS Contingent Rights legislation. This marks the 36th meeting of the OECS Legal Affairs Committee, which follows the prior approval of these bills by the OECS Chief Parliamentary Counsel during their 16th meeting in St Lucia earlier this year.
In a statement released prior to the meeting, officials highlighted that these legislative measures are poised to play a vital role in fostering regional integration and promoting the free movement of citizens within the OECS Economic Union. The OECS Contingent Rights Bill specifically aims to dismantle barriers that hinder citizens from moving freely across the region. This bill outlines the rights that will be granted to citizens and their family members, thereby completing the operationalization of the Free Movement of Persons Regime, which has already been partially implemented.
This initiative will facilitate the mutual recognition of nationally issued IDs among member states, ensuring efficient and authenticated identification of OECS citizens as they traverse participating states.
Additionally, the Anti-Smuggling of Migrants Bill, will also be discussed during the two-day meeting.
The legislation addresses the escalating issue of human smuggling in the region, a concern underscored during a special meeting of the OECS Legal Affairs Committee in October 2023.
